70. 2021-RT-01 Authorizing the City Manager to submit a grant application, under the Section 5307 Urbanized Area grant program authorized under the new Fixing America's Surface Transportation (FAST) Act, in the amount of $3,515,783.00 to the Federal Transit Administration (FTA) operating grant for Fiscal Year 2021. Funding will be used for operating assistance and preventative maintenance to the El Metro's Bus Operations. The required local match for this grant will be funded with the Transit's local sales tax.
71. 2021-RT-02 Authorizing the City Manager to submit a grant application in the amount of $458,137.00 to the Federal Transit Administration (FTA) for FY2021 Section 5339 Bus and Bus Facilities Program under the new Fixing America's Surface Transportation (FAST) Act. FTA portion is $381,215.00 and Local Match required is for $76,922.00. Funding will we be used for the purchase of one (1) Light Duty Bus, shop equipment (A/C Freon Recycler) and for bus shelter improvements. The required local match for $76,922.00 is available in the Transit Sales Tax account.
72. 2021-RT-03 Authorizing the City Manager to submit a grant application to the Federal Transit Administration (FTA) in the amount of $1,529,460.00 FY2021 Section 5307 under the new Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA) (H.R.133) signed by President Donald J. Trump on December 27, 2020. FTA previously announced $25 Billion in Coronavirus Aid, Relief, and Economic Security (CARES) Act funding in April 2020. Funding will be provided at a 100% Federal Share with no local match required, and will be used for Transit operating expenses in the amount of $956,460.00 and Capital Transit Technology Upgrades for $576,000.00.

26. 2021-O-052 Authorizing the City Manager to execute a Second Amendment to the Ground Lease between the City of Laredo (“Licensor”) and American Towers LLC, a Delaware limited liability company (“Licensee”), as Successor in Interest to Omniamerica Development Corporation, for ground space at 1120 Calton Road, Laredo, Webb County, Texas, for the continued maintenance and operation of a 150 ft. high monopole and related ground facilities for use in their communications business. Term of the Amendment is one (1) initial term of five (5) years commencing June 21, 2024 and ending June 20, 2029, with four (4) additional five (5) year renewal options. The annual fee will increase from $18,108.00 to $45,000.00 with a three percent (3%) annual escalator. The city will also receive a $25,000.00 one-time payment within 30 days of Licensee’s receipt of this amendment executed by Licensor.

Term of the Amendment is one (1) initial term of five (5) years commencing October 20, 2023 and ending October 19, 2028, with four (4) additional five (5) year renewal options. The annual fee will increase from $12,267.00 to $45,000.00 with a three percent (3%) annual escalator. The city will also receive a $25,000.00 one-time payment within 30 days of Licensee’s receipt of this amendment executed by Licensor.

70. 2021-RT-01 Authorizing the City Manager to submit a grant application, under the Section 5307 Urbanized Area grant program authorized under the new Fixing America's Surface Transportation (FAST) Act, in the amount of $3,515,783.00 to the Federal Transit Administration (FTA) operating grant for Fiscal Year 2021. Funding will be used for operating assistance and preventative maintenance to the El Metro's Bus Operations. The required local match for this grant will be funded with the Transit's local sales tax.
71. 2021-RT-02 Authorizing the City Manager to submit a grant application in the amount of $458,137.00 to the Federal Transit Administration (FTA) for FY2021 Section 5339 Bus and Bus Facilities Program under the new Fixing America's Surface Transportation (FAST) Act. FTA portion is $381,215.00 and Local Match required is for $76,922.00. Funding will we be used for the purchase of one (1) Light Duty Bus, shop equipment (A/C Freon Recycler) and for bus shelter improvements. The required local match for $76,922.00 is available in the Transit Sales Tax account.
72. 2021-RT-03 Authorizing the City Manager to submit a grant application to the Federal Transit Administration (FTA) in the amount of $1,529,460.00 FY2021 Section 5307 under the new Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA) (H.R.133) signed by President Donald J. Trump on December 27, 2020. FTA previously announced $25 Billion in Coronavirus Aid, Relief, and Economic Security (CARES) Act funding in April 2020. Funding will be provided at a 100% Federal Share with no local match required, and will be used for Transit operating expenses in the amount of $956,460.00 and Capital Transit Technology Upgrades for $576,000.00.

Public Hearing and Introductory Ordinance concerning a voluntary annexation application by George Martinez, altering and extending the boundary limits of the City of Laredo by annexing additional territory of 17.57 acres, more or less, located north of State Highway 359, and east of Floral Blvd., providing for the effective date of the ordinance, authorizing the City Manager to execute a contract adopting a service plan for the annexed territory, and establishing the initial zoning of R-1A (Single Family Reduced Area District). An Ordinance of the City Council of the City of Laredo, Texas, designating a contiguous graphic area within the City as a reinvestment zone pursuant to Chapter 311 of the Texas Tax Code, to be known as Tax Increment Reinvestment Zone (TIRZ) No.3, City of Laredo, Texas; describing the boundaries of the zone; creating a board of directors for the zone, establishing a tax increment fund for the zone; containing findings related to the creation of the zone, providing that the zone take effect immediately upon passage of the ordinance, providing a severability clause; and providing an effective date.
41. Consideration to renew the six-month (6) supply contract FY18-001 with Arguindegui Oil Company, Laredo, Texas in an amount up to $80,000.00 for the purchase of lubricants for the Fleet Department. All lubricants will be secured on an as needed basis. The term of this contract shall be for a period of six (6) months beginning as of the date of its execution and is contingent upon the availability of appropriated funds. There was no price increase during the last extension period; price changes will be governed by an index made up of the composite posted prices in the Laredo area of those companies published in the daily publication of Oil Price Information Service (OPIS).
