IX.3. Authorizing the City Manager to grant a non-exclusive franchise to JPG BROS, LLC D/B/A 1- 800-JUNKPRO to use the present and future streets, avenues, alleys, roads, highways, sidewalks, easements and other public rights-of-way of the City of Laredo, Texas for container refuse gathering and disposing services, setting forth terms and conditions to govern the franchise; providing a severability clause, a savings clause and providing for publication and effective date. All waste hauling businesses operating within the City Limits are required to secure a Franchise Agreement with the City of Laredo for use of public streets.

XI.11. 2021-O-060 An Ordinance concerning a voluntary annexation application by George Martinez, altering and extending the boundary limits of the City of Laredo by annexing additional territory of 17.57 acres, more or less, located north of State Highway 359, and east of Floral Blvd., providing for the effective date of the ordinance, authorizing the City Manager to execute a contract adopting a service plan for the annexed territory, and establishing the initial zoning of R-1A (Single Family Reduced Area District). The Planning and Zoning Commission recommended denial of the annexation, and staff does not support the application. AN-003-2021 District II

XIII.36. Discussion with possible action on ongoing audits and/or irregularities identified by the Internal Auditor including the potential assignment of other and/or additional auditing duties; and any other matters incident thereto.
XVI.44.G.1. Discussion with possible action on the feasibility of reopening city recreation centers, with limited occupancy, reduced operating hours, and implementation of safety protocols as recommended by the Health Director in conjunction with the Local Health Authority, in order to allow the public use of exercise equipment and to resume select programs, such as those intended for seniors, and any other matters incident thereto. XIV. EXECUTIVE SESSION
XIV.40. Request for executive session pursuant to Texas Government Code Section 551.071 (Consultation with Attorney) and 551.087 (Economic Development) to discuss the Economic Development Performance and Program Agreement between the City of Laredo and Laredo Outlet Shoppes, LLC and any other matters incident thereto, and return to open session for possible action.
XV. RECESS AS THE LAREDO CITY COUNCIL AND CONVENE AS THE LAREDO MASS TRANSIT BOARD
XV.43. Consideration to renew the award of a one (1) year Automotive Fuel Supply Contract (FY17- 021) for the purchase of gasoline and diesel fuel to low bidder Arguindegui Oil; by exercising the second and last of two (2) one year options to extend the contract after the initial three (3) year contract agreement expired on 02/20/2020, that had two (2) additional one (1) year options to extend. Subject to the pricing structure remaining the same and mutual consent of both parties in the estimated yearly amount of $1,000,000.00 dollars. Funding is available in the El Metro Maintenance Fund.
XVI. ADJOURN AS THE LAREDO MASS TRANSIT BOARD AND RECONVENE AS THE LAREDO CITY COUNCIL
XVI.44.A.1.Discussion with possible action to amend Ordinance No. 2019-O-111 (Priority Procedures for Mayor and City Council) Priority II, page 38, item IA and IA3 to modifying the starting and finishing hour of a regular City Council meeting, and any matters incident thereto. (Co-Sponsored by Council Member Vidal Rodriguez)

XVI.44.C.2. Status update on signal light on Lomas del Sur and Ejido, and any other matters incident thereto.
XVI.44.D.2. Discussion with possible action to authorizing the City Manager to enter into a Mural Agreement with Celina Vallarta (Artist) for $23,887.64 for a mosaic mural to be located at the Conseco House. Funds are available in the 2019 CO Bond from the Public Arts allocation for District III.
XVI.44.E.1. Discussion with possible action directing City Manager to instruct staff to conduct inspections at local hotels assuring they are in compliance with codes related to fire/emergency, and building, and any other matters incident thereto.
XVI.44.F.1. Discussion with possible action to purchase a back-up generator and any other equipment necessary in order to create a full shelter for the Sames Motor Arena, and any matters incident thereto.
I.B.1. Discussion with possible action to establish a process or hotline for tenants that rent a home, apartment or condo to report landlords not complying with building standards on repairing plumbing that was affected with the recent Winter Storm, and any other matters incident thereto.
