IX.1. Public Hearing and Introductory Ordinance authorizing the City Manager to amend the FY 2020-202 1 Community Development Department's budget by increasing revenues and expenditures in the amount of $200,000.00 in order to appropriate Texas Department of Housing and Community Affairs (TDHCA) funds available for the Texas Emergency Mortgage Assistance Program (TEMAP) to assist low to moderate income eligible families/individuals impacted by COV ID- 19 pandemic. Additionally, amending the FY 2020-202 1 full-time equivalent ( FTE) position listing by adding one ( 1) Grant Coordinator, R35 position.
IX.2. Public Hearing and Introductory Ordinance authorizing the City Manager to amend the Fiscal Year 2020-202 1 Community Development Department's budget by increasing revenues and expenditures in the amount of $8,295,954.90 in order to appropriate the second allocation from the U.S. Department of the Treasury in the amount of $6,275,789.90 and a High-Need Allocation of $2, 020, 165.00. Funds are available for Emergency Rental Assistance through the American Rescue Plan for households that are unable to pay rent and utilities due to the COV ID- 19 pandemic, to be provided to eligible families/individuals with incomes at or below the 80 percent of the area median.
IX.3. Public Hearing allowing interested persons to comment on the 202 1-2022 One Year Action Plan which identifies the projects proposed to be funded by the U. S. Department of Housing and Urban Development. The City anticipates receiving $3,748,497.00 in 47th Action Year Community Development Block Grant (CDBG) funds, $ 1, 158,599.00 through the HOME Investment Partnership Program (HOME), and $328,355.00 through the Emergency Solutions Grant (ESG). An additional $72,000.00 is anticipated to be received in Housing Rehabilitation Revolving Loan funds, and $260,000.00 in HOME program income. The following projects are proposed to be funded:

IX.5. Public Hearing on the adoption of an amendment to the Future Thoroughfare Plan as Appendix D of the City of Laredo's Comprehensive Plan to modify the functional classification of the proposed Aquero Blvd. from a Collector and Minor Arterial to a Principal Arterial throughout.
X.6. Public Hearing and Introductory Ordinance amending the City of Laredo Fiscal Year 2020-202 1 Health and Benefits Fund by appropriating revenues and expenses of $1,150,000.00 for health medical claims.

XII.11. 2021-0-100 Amending the City of Laredo FY 2021 Airport Operations Fund Budget to appropriate expenditures in the amount of $ 104, 665.00. Funding is available in the Airport's fund balance from revenues received last fiscal year from the Department of Justice Equitable Sharing Program to the Laredo International Airport. The funds will be used for law enforcement equipment and training in the Airport Security Division.
XII.12. 2021-0-101 Amending the City of Laredo FY 2021 Capital Grants Fund by appropriating revenues and expenditures in the amount of $357,000.00, as the local match, for the Plum and Mier Street Shared Used Path Project. The funding for the amendment is as follows: $46,000.00 from the 2012 Certificates of Obligation Fund; $129,343.00 from the 2014 Certificates of Obligation Fund, and $ 18 1,657.00 from the 2019 Certificates of Obligation Fund.
XII.13. 2021-0-10 2 Amending the City of Laredo Noise Abatement Fund FY 2020-2021 Annual Budget by increasing revenues and expenditures in the amount of $120,000.00 and authorizing the City Manager to execute all necessary documents related to the grant agreement between Frontier Energy, Inc. and the City of Laredo Municipal Housing for the AE P Central Division/Targeted Low- Income Program. The program will provide for the replacement of complete central air conditioning and heating units for at least 15 Noise Abatement home properties. There is no match requirement and it is based on a reimbursement basis.
XII.14. 2021-0-10 3 Authorizing the City Manager to amend the City of Laredo FY 2020-2021 Parkland Acquisition and Park Improvement Fund and appropriate revenues and expenditures in the amount of $163,292.00. Revenues are from park improvement fees and/or cash payment in lieu of land paid by the developers of R&W Ranch, District I, Cielito Lindo, District I, Antler Crossing, District VI, International Plat, District V I, Santa Elena, District Ill, and Crownridge Park, District V I. The expenditures will be utilized as per ordinance 2008-0-058 Section 24.56.2E and amended Ordinance 20 19-0-036 Section 24.56.2.C for park improvements.
XII.15. 2021-0-10 4 Authorizing the City Manager to amend the City of Laredo FY 202 1 General Fund - Police Department Annual Budget by increasing revenues and expenditures in the amount of $ 133,522.00. The revenues are from forfeiture cases involving abandoned and unclaimed money from the Laredo Police Department Property and Evidence Section. These funds will be used for maintenance, repairs, and improvements to the Police Department buildings. Funding is available in the General Fund.
XII.16. 2021-0-105 Authorizing the City Manager to amend the FY2021 Transit Budget by appropriating funds in the amount of $541, 136.00 by increasing the Sales Tax Automobile expense account and draw down on the Transit Sales Tax Fund Balance. Funds will be used for the purchase of one ( 1) pick-up truck for $27,726.00 and one (1) heavy-duty low floor 35ft. CNG bus for $513,410.00, as approved by the Laredo Mass Transit Board on April 19, 2021.
