Supplemental Agenda Item III.2. Motion to ratify $385,663.00 for three (3) purchase orders to Grace Water Services for emergency services and equipment for chlorination at Jefferson Water Treatment Plant in the amounts of $41,643.00; $9,600.00; and $334,420.00 respectively for 50 automatic chlorine analyzers throughout storage tanks, booster stations and distribution system with authorization for an additional $20,000.00 as contingency for further warranted repairs for a grand total of $405, 663.00. Funding is available in Waterworks Construction Budget.

Discussion with possible action to consider supporting a low cost spay and nueter program during our budgeting process, that may also assist with our trap-neuter-release initiatives, which may redirect some of the monies we allot for euthanasia, in efforts to be more proactive with controlling our animal population, and any other matters incident thereto. 51.E.2. Discussion with possible action on the amendment of Chapter 5, Article V. (Regulation for New Business Registration) of the Code of Ordinances by adopting new rules for mobile businesses not presently covered by existing regulations to require registration with the City and compliance with insurance, hours of operation, location, parking, and other health and safety protocols, also directing staff to keep a listing of all approved mobile businesses for public access via the city website, and any other matter incident thereto. Discussion with possible action to instruct the City Manager to authorize staff to install speed humps at the following location under the Special Provision of the Speed Hump Installation Policy and to authorize the use of asphalt type speed humps instead of speed cushions which is currently required under the policy and any other matters incident thereto. City Council District IV Priority Funds will be used for this project.
51.F.2. Discussion with possible action on the adoption of a commercial noise ordinance for purposes of restricting the times that music and other loud sounds may be emitted from a business when not associated with the normal operation of that business, and any other matters incident thereto.
