XII.27. Dynamic and Sustainable Consideration for approval to award a professional services contract to JHS Architect, Inc., Laredo, Texas for the City of Laredo Sports Complex Venue (Phase II), in the amount not to exceed $3,250,680.00 to provide surveying (boundary & aerial), architectural, engineering professional services and off-site engineering and surveying services. Funding is available in the 2021 Sports Venue Tax and Utility Revenue Bond.
XII.32. 2021-R-185 A resolution of the City Council of the City of Laredo, Texas, amending the Lactation Policy to include changes in the duration of the policy; changes in the storage requirements of the policy; and providing for an effective date. (Part 1 of 2)
XII.37. Discussion with possible action to appoint sixteen (16) registered City voters who shall comprise the Redistricting Commission. The Commissioners shall not be employed by the City in any capacity. Each Council Member will appoint two (2) Commissioners, per the City of Laredo City Charter, Section 10.06 (B) Redistricting Commission, and any matters incident thereto.
XII.46. 2021-R-182 Authorizing the City Manager to sign a water rights sales agreement, attached hereto as Exhibit A, between the City of Laredo and Hidalgo County Irrigation District No. 16, in which the city is agreeing, subject to notice required by Section 49.504, Texas Water Code, to purchase the right to divert and use 900-acre feet per annum of municipal use water rights allocated with municipal use priority of allocation to the Rio Grande at $3,000.00 per ac/ft., for a purchase price of $2,700,000.00, plus transactional expenses; and further authorizing the City Manager to sign and file necessary application(s) with the Texas Commission on Environmental Quality on behalf of the city requesting that said water rights be severed from the certificate of adjudication no. 23-802, as amended, of the seller and combined with certificate of adjudication no. 23-3997, as amended, of the city and that the point(s) of diversion, and place of use of said water rights be changed as required by the city. Funding is available in the Water Availability Fund and is contingent upon approval of the amended Fiscal Year 2021 Budget for the Water Availability Fund.
XVI.63.E.2. Discussion with possible action on amending Section 20-21 of the Code of Ordinances to give discretion to the municipal court judge to call upon the associate municipal judges as needed for the efficient management of cases, rather than only in his temporary absence, and any other matters in incident thereto.

Authorizing the City Manager to renew and continue the support and maintenance for the El Lift Paratransit dispatching and scheduling software for the next four years with the option to renew 1 additional 4-year term for the total amount of $42,000.00 per year. RouteMatch Software, LLC. has been the sole source vendor since 2014. Funding is available in the Transit Operations account.

(Regulation for New Business Registration) of the Code of Ordinances by adopting new rules for mobile businesses not presently covered by existing regulations to require registration with the City and compliance with insurance, hours of operation, location, parking, and other health and safety protocols, also directing staff to keep a listing of all approved mobile businesses for public access via the city website, and any other matter incident thereto. II.A.1. A Resolution of the City Council of the City of Laredo authorizing the City Manager to approve a License Agreement with Roberto L. Trevino for the installation of a provisional E650 Series Portable Doppler Radar from EWR Radar Systems, Inc. at 5210 Bob Bullock Loop Fire Station #15 on the grounds of the Laredo International Airport in order to enhance our weather warning capabilities and alert citizens of approaching increment weather. The term of the license shall be for two (2) years commencing on August 16, 2021 and terminating August 16, 2023. (Part 2 of 2)
