XIV.66. Discussion with possible action to appoint sixteen (16) registered City voters who shall comprise the Redistricting Commission. The Commissioners shall not be employed by the City in any capacity. City of Laredo, City Charter, Section 10.6 (B) requires that each Council Member appoint two (2) Commissioners, and the Chair and the Vice Chair of the Redistricting Commission shall be nominated by the Mayor from among its members and confirmed by the majority of the cote of Council, minimum of five Council Members or four Council Members and the Mayor, as identified in Priority Procedures Manual, Section I, B, 5., and any matters incidental thereto. XIV.36 Authorizing the City Manager to negotiate an Interlocal Agreement by and between the City of Laredo and Webb County to jointly hire a consultant to determine the feasibility of establishing a Hospital District in accordance with Chapter 281 of the Texas Health and Safety Code and return to Council for execution and approval of awarded amount.
XIV.37 For consideration and approval to amend the Laredo Commission for Women bylaws as recommend by the commission; Ordinance 2019-O-169, Article X, sections 10.04 (F) (eligibility and selection guidelines); 10.07 (scoring / rating process); 10.08 (categories) as attached.
XIV.45 Consideration for approval to award a professional services contract to JHS Architect, Inc., Laredo, Texas for the City of Laredo Sports Complex Venue Phase II which includes Task 4 & 5, in the amount not to exceed $2,955,000.00 to provide surveying (boundary & aerial), architectural, and engineering professional services. Funding is available in the 2021 Sports Venue Tax.
XIV.47 Consideration for approval to award construction contract FY21-ENG-12 to the lowest responsive responsible bidder AZAR Services, LLC., Laredo, Texas, in the amount not to exceed $4,206,702.55 which is the Base Bid for the Springfield Avenue Extension Phase 3 including the construction of a 9” concrete pavement roadway (3,170 LF) comprised of four 12.5’ lanes, 14’ concrete median, left turn lane and right turn lane with a construction contract time of two hundred forty (240) calendar days; and authorizing the City Manager to execute all related contract documents contingent upon receipt and approval of insurance, payment & performance bond documents. Funding is available in the 2019 CO Bond. Project number SP2005. Subject to approval of First and Final Reading of Ordinance 2021-O-166.

NRP as the management company of this property has reviewed this agreement on behalf of the LPFC. The four (4) agreements will consist of 1. Exclusive marketing and Graduated revenue share addendum, 2. Nonexclusive installation and service agreement and grant of easement (EMA), 3. Multiple Dwelling Unit Courtesy service addendum and 4. Door fee addendum.
