VI.2. Recognizing Fire Chief Guillermo Heard on the successful completion of the International Association of Fire Chiefs's Executive Development Institute program. During the program held in the Washington, DC, Metropolitan region, he learned from fire and emergency service experts/along with the private sector training in ethics, leadership in the new era, emerging concepts in organizational design and delivery, effective use of science and data, budgeting and spend management, as well as labor-management relations.

Presentation by the Department of Public Safety requesting an opportunity to present a border fence proposal offered by the State of Texas in an effort to deter human smuggling, human trafficking, and drug trafficking. The State would like to build a border fence at no cost to the City to provide enhanced border security for the residents of Laredo, TX.

Appointment by Mayor and City Council of three members to the five-member board of Tax Increment Reinvestment Zone Number Two, which is designated as The Coves at Winfield Development, a 1,027 acre development located in northeast Laredo. Board members will serve two-year terms; terms can be staggered. As the entity that designated the zone, the City of Laredo annually appoints a member of the board to serve as chairman, limited to a 1-year term.

XII.15. Authorizing the City Manager to negotiate the execution of a first amendment to the executed Joint Use Lease Agreement between the City of Laredo and United Day School for use of outdoor tennis courts. The Amendment is to include additional facility usage, remove improvements to be completed by the City and increase the monthly rental fees from $3,000.00 to $3,800.00 per month. Funding is available in the General Fund/Parks Budget.
XII.19. Authorizing the City Manager to negotiate and execute contracts with Mexico and U.S. billboard, print, electronic, digital and other media vendors for event activations, media management and familiarization tours for influencers. Media plan advertisements for the Laredo Convention & Visitors Bureau will be placed beginning January 2022.The total amount is not to exceed $1,494,738.00 comprised of $725,748.00 for Mexico and $768,990.00 for U.S. promotions. Funding is available in the CVB Fiscal Year 21-22 Budget.
XII.31. Authorizing an office lease agreement at 6909 Springfield Avenue Suite #202 in the total amount of $275,185.92 for the term period of December 1, 2021, through November 30, 2025, for City of Laredo Health Department operations with the option to extend for another year, contingent on funding availability. Funding is available through the WIC Funds.
XIII.54. Status update on current COVID-19 information as presented by Local Health Authority, Health Director and Emergency Management Coordinator (EMC); and any other matters incident thereto.
XIII.55. Status report by the Utilities Department regarding low water issues by HWY 359 area with possible action, and any other matters incident thereto.
XIII.58. Discussion with possible action to change the amount for small business grants approved by Council under the City's American Rescue Plan funding from $3 million to $2 million and re-appropriate the $1 Million for workforce development and skills certification training programs, and any other matters incident thereto. Laredo College tentatively agreed to match the City's funding with $1 million of its own for the joint workforce training initiative.
