Estimated annual cost of the four positions is $313,000.00. Funding for the new positions will be transferred from General Fund - Reserve Appropriations.

X.25. 2022-O-004 An Ordinance of the City of Laredo, Texas, amending Chapter 6 “Animals and Fowl” of the Code of Ordinances, specifically section 6-19 (Protection of Animals and Pets) and 6-119 (Registration, Vaccination, and Permit Fees) to provide for regulation and inspection of privately owned animal traps within city limits and to charge an annual fee of twenty-five dollars ($25.00) for privately owned animal traps within city limits; providing a severability clause; providing for a penalty; providing for publication; and declaring an effective date.
X.28. 2022-O-007 An Ordinance of the City of Laredo, Texas, amending Ordinance 2020-O-149 regarding the temporary parklet pilot program to extend the expiration date of the program for one hundred and twenty days (120) following the expiration of the Governor's COVID-19 disaster declaration; providing that this ordinance shall be cumulative; providing a severability clause; and declaring an effective date.
XI.31. 2022-R-015 A resolution of the City of Laredo authorizing the City Manager to execute an amendment to the Chapter 380 Agreement with Transportes Aeromar, S.A. de C.V. related to the enhancement of economic development, growth, job opportunities for citizens of Laredo, retail sales, and other businesses and commercial activity in Laredo Texas and surrounding areas by providing access to low-cost nonstop air transportation. The City and Aeromar S.A. de C.V. have agreed that the City of Laredo will purchase seats in advance for the route to and from Mexico City, Mexico for an amount that is not to exceed $390,500.00 and will equal to 142 tickets monthly until December 2022. Funding is available in the Capital Improvement Fund.
XI.32. Consideration to award contract FY22-025 to Madison Avenue Marketing, Laredo, TX in an amount up to $90,000 per year. These services are for Airport and Airline marketing campaigns that will include: social media management, professional videography & photography, website management and graphic design. The term of this contract is for one (1) year with an option to renew an additional two (2), one (1) year terms contingent upon mutual agreement and availability of funds. Funding is available in the International Airport Budget.
XI.56. This contract is not to exceed the amount of $200,000.00 and completion is estimated to be nine (9) months. The compensation and classification study aims to create a pay program that is fair, equitable, and competitive with both public and private employers in the surrounding geographic market area from which the City recruits. EXCUTIVE SESSION
XI.71. 2022-R-016 Ratification of a construction contract with R&A Construction in the amount not to exceed $106,450.00 for emergency repairs at the Uni-Trade Stadium, including foundation investigative work, plumbing drain line inspection, concrete repairs, and other improvements. The contract was made pursuant to Section 252.022 (a)(3) of the Local Government Code and is necessary because of unforeseen damage to public property that is occurring or has occurred which requires immediate action to preserve public property. Funding is available in the Sports Venue Fund.
XI.79. Authorizing the City Manager to sell the remaining capacity from the oversized water and sewer infrastructure in the form of Living Unit Equivalent (LUEs) to Phoenix Subdivision, Gator Point Subdivision, Bella Subdivision, Las Fincas Subdivision and La Herradura Subdivision (water infrastructure only); up to the capacities of the elevated storage tank at Las Blancas, and up to the capacity of the existing 24" sanitary sewer main as first-come, first-served basis. The monies collected from the sale of the LUEs will be used for any future water and sewer maintenance and repairs to the existing water and sewer infrastructure. Revenues collected will be deposited to the respective Water and Sewer Land Development Fees account.
