Additionally, amending the FY21-22 Full-Time Equivalent (FTE) position listing by adding one (1) Administrative Assistant II, R35 and one (1) Clerk III, R27 positions for the City of Laredo Community Development Department HOME-ARP Program; and providing an effective date.

Public Hearing and Introductory Ordinance authorizing the City Manager to amend the City of Laredo FY21-22 General Fund - Police Department Annual Budget by increasing revenues and expenditures in the amount of $23,923.00. The revenues are from forfeiture cases involving abandoned and unclaimed money from the Laredo Police Department Property and Evidence Section. These funds will be used for maintenance, repairs, and improvements to the police department buildings.

Public Hearing and Introductory Ordinance amending the City of Laredo Capital Improvements Fund (CIF) and Health Department Fund by appropriating a draw down of fund balance in the Capital Improvement Fund for the Health Department Fund. The additional appropriation will be used to supplement funding for the Health Department Fund in the amount of $378,000.00. 90. Consideration to award a two (2) year contract (FY22-013) to Arguindigui Oil, Co. LTD, Laredo, TX in the annual amount of $115,328.00 ($230,656.00 for 2 years) for the purchase of engine motor oil and lubricants. Items will be purchased on an as needed basis during the term of the contract. This contract can be extended for an additional two (2) one (1) year periods contingent upon availability of funds and mutual agreement. Funding is available in Laredo Transit Management Operations Fund.

Authorizing the City Manager to accept and execute to the Federal Transit Administration (FTA) Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities under the Fixing America's Surface Transportation (FAST) Act grant application no. TX-2022-005-00 in the amount of $375,000.00 for the purchase of three (3) replacement El Lift paratransit vans. The required local match of $75,000.00 (15%) will be funded from Transit Sales Tax Fund.
92. Consideration to award contract FY22-027 Tire Lease/Purchase contract to the sole responsive, responsible bidder Goodyear Tire & Rubber Company, Akron, OH for the amount of $214,953.63. This contract is for a period of three (3) years with the option to renew an additional one (1) year term upon mutual agreement and contingent upon availability of funds. The contract is to lease tires and /or purchase for transit vehicles. Funding is available in El Metro Operations Fund.
93. Consideration to authorize a purchase contract with Motorola Solutions, Inc. through the Houston-Galveston Area Council of Governments (HGAC) Cooperative Purchasing Program Contract No. 17724 in the amount of $21,183.30 for the purchase of ten (10) replacement handheld mobile APX900 radios for the Operations Department and twelve (12) replacement APX1500 radios for $37,468.56 for the El Lift vans for a grand total of $58,651.86. Funding is available in the FTA Cares Grant No, TX-2020-100-00 ($21,183.00), FTA Section 5310 Grant No. TX-2019-063-00 ($36,776.52) and El Metro Operations ($692.04).
