89.E.1. Discussion with possible action to instruct the Interim City Manager to authorize staff to install speed hump at the following location, under the Special Provision of the Speed Hump Installation Policy, and to authorize the use of asphalt type speed humps, instead of speed cushions, which is currently required under the policy; and any other matters incident thereto. City Council District 2 Priority Funds will be used for this project.

XII.45. Authorizing the Interim City Manager to enter into a temporary right-of-entry agreement for surveying between the City of Laredo and the U.S. Customs and Border Protection Department of Homeland Security for the Laredo Roads Project. The right of entry agreement will provide limited access to survey and conduct environmental assessment of properties owned by the City of Laredo located near the Rio Grande. The right of access shall be for a limited term of 1 8 months.
XII.75. Authorizing the Interim City Manager to approve a contract to Southern Trenchless Solutions of Weslaco, Texas through Buyboard Cooperative Purchasing Contract No. 635-21 for the construction of 24-inch HOPE water transmission main from Loop 20 Airport to Bustamante for $5,773,625.00. This project is to provide redundancy delivering water from MHOC to South Laredo. Funding is available in the 2020A Water Revenue Bond
XII.80. Authorizing the Interim City Manager to award a construction contract for Manadas Wastewater Treatment Plant to the lowest and responsive bidder, PLW Waterworks, LLC., of Woodlands, Texas, for $51 ,269,000.00; subject to approval of the contract by the Texas Water Development Board (TWDB). Funding is available in the 2020 Sewer Revenue Bond TWDB, and 2017 Sewer Revenue Bond.
XIII.81. Discussion with possible action on ongoing audits and/or irregularities identified by the Internal Auditor including the potential assignment of other and/or additional auditing duties; and any other matters incident thereto.

XIII.84. Presentation on the final statistics of the City's Zero Percent Loan Program. Lift Fund, Inc, received funding in the form of a $1 million grant from the Michael and Susan Dell Foundation for low interest loans to local small businesses. The City committed to buying-down the interest rate to zero percent (0%) on each individual loan and helped numerous local small businesses who otherwise would be challenged to borrow capital in the market.

XVI. ADJOURN AS THE LAREDO MASS TRANSIT BOARD AND RECONVENE AS THE LAREDO CITY COUNCIL
89.B.1. Discussion with possible action on conducting a thorough investigation pursuant to Section 2.06 of the Charter into the cause of, and response to, the most recent boil water notice, prolonged water shortages, low-pressure issues, as well as the overall pattern of systemic issues with our water, including but not limited to, gathering sufficient facts on whether the City was prepared for this emergency situation, whether there was sufficient controls in place to have avoided such an event, and how the Utilities Department compares with others across the state in terms of protocols, technology, training, and human error, in order for the Council to make informed decisions about any and all corrective actions necessary to prevent further disruptions and restore the public's full faith and trust in our water system, and any other matters incident thereto.
89.D.2. Request for status, with possible action, on the presentation of the proposed improvements to the Neighborhood Empowerment Zone (NEZ) policy in order to make the program more accessible and more targeted to blighted neighborhoods, and any other matters incident thereto.
