1. Recognizing Andrea Lozano a 5th grader at Matias De Llano Elementary for receiving a spot at the U.S. Kids Golf World Championship 2022 the world’s largest junior tournament. Andrea is an 11-year-old and ready to represent her hometown and put Laredo on the map at this worldwide event.
2. Congratulations to our Laredo Juniors Volleyball 13's Navy team on double qualifying and earning a spot to compete in the 2022 USAV Girls Junior National Championship in Indianapolis, Indiana on June 22nd - 24th. We are proud to say that this is the first team in Laredo to ever double qualify for the Girls Junior National Championship. We are extremely proud of what this team and coaching staff have accomplished thus far in the season. We would like to wish them the very best as they prepare to compete at the 2022 National tournament and represent Laredo and their community. We are Laredo Proud!

The City of Laredo solicited formal request for proposals for the naming rights of the City's Professional Baseball Stadium; Uni-Trade Forwarding submitted a proposal for the naming rights in compliance with RFP terms which includes a three-year, $360,000.00 commitment. XII.23. 2022-R-107 Resolution authorizing the creation of the Laredo Binational River Park working group for the purposes of advising the City of Laredo and Webb County on items such as but not limited to the planning, design, project management, construction, and construction phasing for the development of flood control, water conservation, security, and amenity improvements on the Binational River Park.
XII.28. Dynamic and Sustainable Consideration for approval of the selection of the top ranked consultant for the Request for Qualifications (RFQ) FY22-ENG-11 City of Laredo Municipal Water Park to be located adjacent to the proposed Sports Complex Venue; and authorization to negotiate
XII.30. Consideration to renew contract number FY19-094 to Akin, Gump, Strauss, Hauer & Feld LLP, Washington, DC, to provide federal legislative and lobbying consulting services for the City of Laredo. The contract amount should not exceed $240,000.00 annually. This is the second of a 3-year renewal period. Funding is available in the General Fund.
XII.61. Consideration to renew annual contract FY19-064 with Rafter P. Transport, Floresville, Texas, in an amount up to $700,000.00 to provide hauling and disposal services of approximately 5,500 cubic yards of wastewater bio-solids from the City of Laredo South Wastewater Treatment Plant to San Antonio which is the approved State of Texas TCEQ registered solids disposal facility. All services will be secured on an as needed basis. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. Due to increase in fuel costs, there is a proposed price increase for this last extension period. Funding is available in the Sewer System Fund - Wastewater Treatment Division Budget.
XII.57. Consideration to select and negotiate for the engineering and surveying services with the two submitted qualification statements being Lockwood, Andrews & Newnam, Inc out of Laredo, Texas and Binkley & Barfield out of Houston, Texas for the 36-inch water transmission main. Six (6) firms submitted qualification statements and were reviewed and ranked by City staff. The project will be divided into two (2) sections and each team will be assigned to a section based on their expertise. There is no cost involved during the interview, review and selection process.
XIII.64. Discussion with possible action on ongoing audits and/or irregularities identified by the Internal Auditor including the potential assignment of other and/or additional auditing duties; and any other matters incident thereto.

XIII.68. Discussion with possible action to enter into an Agreement with the Laredo Pony Association for sponsorship in an amount not to exceed $70,000.00 of the 2021 World Series Softball Tournament to be held from July 12, 2022 through July 17, 2022, and the World Series Baseball Tournament to be held from July 28, 2022 through August 1, 2022. It is anticipated that over 100 teams will participate from throughout the United States and Mexico and between 25,000 to 30,000 team members and visitors will be in our city for these tournaments. The Laredo hotels are expected to be at capacity and hotels in Cotulla and Zapata have been contracted to handle the overflow. This tournament will produce an economic benefit for our local restaurants, hotels, entertainment venues and retail businesses.
XIII.69. Authorizing the Interim City Manager to donate six (6) vehicles to the municipality of Colombia, Nuevo Leon, under the agreement between the City of Laredo and the State of Nuevo Leon, Mexico. (2014 Chevrolet Caprice Unit # 01146, 2010 Ford Crown Victoria Unit # 1264, 2010 Ford Crown Victoria Unit # 1284, 2010 Ford Crown Victoria Unit # 1267, 2010 Ford Crown Victoria Unit # 1243, 2010 Ford Crown Victoria Unit # 1262, 2010 Ford Crown Victoria Unit # 1244). The City of Laredo donates these vehicles as is and does not assume any liability associated with its use after it has been transferred. The vehicles have been fully depreciated and have a book value of zero (0). They were originally purchased with funds from the Police Trust Fund. Donation is contingent upon approval from the Department of Justice.
XV. RECESS AS THE LAREDO CITY COUNCIL AND CONVENE AS THE LAREDO MASS TRANSIT BOARD
XV.72. 2022-RT-13 Authorizing the Interim City Manager to submit a Bus Replacement Grant Proposal in the amount of $8,761,630.00 to the U.S. Department of Transportation Fiscal Year 2022, Section 5339(c) Low or No Emission Program and Section 5339(b) Bus and Bus Facilities Competitive Program for fourteen (14) Compressed Natural Gas (CNG) Transit buses and replacing the existing fourteen (14) diesel buses which will complete the City of Laredo commitment to provide a Near-Zero safe, sustainable Transit fleet for the community. The required 15% local match will be funded from the Transit Sales Tax Fund in the amount of $1,334,244.50.
XVI. ADJOURN AS THE LAREDO MASS TRANSIT BOARD AND RECONVENE AS THE LAREDO CITY COUNCIL
73.B.1. Discussion with possible action to instruct Interim City Manager to authorize staff to install speed humps at the following locations under the Special Provision of the Speed Hump Installation Policy and to authorize the use of asphalt type speed humps instead of speed cushions which is currently required under the policy and any other matters incident thereto. City Council District IV Priority Funds will be used for this project.

Discussion with possible action on the creation of a Sports Management and Tourism Department to address the City of Laredo’s growing demands associated with its sports recreation programs to be tasked with responsibilities that include: hosting regional and national tournaments and championship sports events; programing, scheduling, and general oversight of the City’s sports fields, golf course, and baseball stadium; managing the Buenavista Sports Complex and Water Park; and working in tandem with the Convention and Visitor’s Bureau to promote Laredo as the leading destination for amateur sports; and any other matters incident thereto.
