Discussion with possible action to instruct management to devise an emergency plan that will be implemented when there is an outage or situation at our trade bridges that will increase traffic congestion to dangerous levels on Mines Rd., including but not limited to, closing the overpasses, signage, intersection management, coordination with TXDOT, redirecting trucks to another bridge, passenger-only lane for emergency and non-commercial vehicles, etc. in efforts to reduce residents getting stuck in trade traffic, and any other matters incident thereto.

X. CONSENT AGENDA
X.49. Consideration to award a service contract FY22-059 to Sports Facilities Management, Clearwater, FL, for $415,000.00. This contract includes the initial phase of planning, design and management as well as Phase I of design/build of the Buena Vista Sports Complex. Sports Facilities Management shall advise the City and the City's consultant throughout the design, construction, pre-opening processes of the Buena Vista Sports Complex. This firm will be responsible for marketing, booking the facility(s) starting/during the construction process, securing uses; providing for a maintenance plan, establishing an operational management plan and building economic development opportunities for the community. Contract award of Phase II to manage, coordinate, operate and maintain for the City's sports complex will be awarded when the construction is complete. Funding is available in the Sports and Community Venue Fund.
XI.59. Discussion with possible action on ongoing audits and/or irregularities identified by the Internal Auditor including the potential assignment of other and/or additional auditing duties; and any other matters incident thereto. The following are the ongoing audits/review: Solid Waste Operational Audit; Unannounced Cash & Inventory Control Audit for July, Vehicle Repair Process Audit, and Evaluation of City Policies.
XI.61. Discussion with possible action on the status of the Sister Cities Agreements and Donations process to prioritize communities within a 75-mile radius of Laredo. Vehicles and Equipment to be considered for donation must have been sent to auction and not sold. Vehicles and Equipment must be determined to have zero value and must not be in use by any City department, and any other matters incident thereto.
