35. Consideration for approval of change order No. 1, an increase of $44,312.00 to Midas Contractors, LLC, Laredo, Texas., for El Portal Meeting Space Project FY21-ENG-21 to include a server room inside Suite A, door installation on Suite B, paint existing bathrooms in both suites, electrical work and fixtures, panic device installation, glass repairs and installation of 4" conduit. Current total contract amount including this change order is $221,562.00. Funding is available in the Convention & Visitors Bureau Operational Budget.

52. Consideration to award a service contract FY22-059 to Sports Facilities Management, Clearwater, FL, for $415,000.00. This contract includes the initial phase of planning, design and management as well as Phase I of design/build of the Buena Vista Sports Complex. Sports Facilities Management shall advise the City and the City's consultant throughout the design, construction, pre-opening processes of the Buena Vista Sports Complex. This firm will be responsible for marketing, booking the facility(s) starting/during the construction process, securing uses; providing for a maintenance plan, establishing an operational management plan and building economic development opportunities for the community. Contract award of Phase II to manage, coordinate, operate and maintain for the City's sports complex will be awarded when the construction is complete. Funding is available in the Sports and Community Venue Fund.
79 D.2. Discussion with possible action on the submission of a bid proposal to host the American Legion 18 and over World Series at the Uni-trade Stadium, and any other matters incident thereto.
27. 2022-R-141 Authorizing the Interim City Manager to enter into a donation agreement and accept the donation of eight (8) tiny homes from Last Chance Ministries on behalf of the Veterans of Foreign Wars Post 9194, in coordination with Genesis Light Committee. These tiny homes will be located on the 2200 block of Lafayette and will benefit individuals and households that are homeless. Preference will be provided to homeless veterans. The estimated value for each tiny home is $10,000.00 for a total donated value of $80,000.00.
71. Authorizing the Interim City Manager to approve a Design Build procurement contract with BRH Garverfor a "not to exceed" value of $39,599,931.00 as per owner's representative Lockwood Andrew & Newnam's recommendation. This 42" Zacate Tunnel project has the design capacity to divert all sewer flows from the Zacate Wastewater Treatment Plant to the South Laredo Wastewater Treatment Plant. BRH Carver's base bid is $33,932,931.00 with an allowance of $4,656,000.00 for additional steel casing requirements noted by Kansas City Railroad within their rail yard if mandated, plus a city allowance of $1,000,000.00 for unforeseen city requirements. Funds are available in the Sewer Construction Fund and the 2017, 2019, and 2020 Sewer Revenue Bonds.
72. Discussion with possible action on ongoing audits and/or irregularities identified by the Internal Auditor including the potential assignment of other and/or additional auditing duties; and any other matters incident thereto. The following are the ongoing audits/review: Solid Waste Operational Audit; Vehicle Repair Process Audit, and Evaluation of City Policies.
73. Presentation with possible action by Fire Chief/EMC, Guillermo Heard, and Utilities Director, Arturo Garcia, on the drought condition affecting Laredo; and any other matters incident thereto.
74. Presentation with possible action of the City's Water Master Plan related to secondary water and impact fees, and any other matters incident thereto.
75. Discussion with possible action to consider a first request for an extension of Injury Leave with pay in accordance with 143.073 (b) of the Texas Local Government Code for Patrol Officer Arturo Benavides for an additional 150 working days of Injury Leave. Human Resources and Police Department recommend an extension.

Discussion with possible action to enter into a one-year consulting services contract not to exceed $70,000.00 with Laredo Main Street for the purposes of a two-phase downtown rehabilitation project that will include a physical inventory of the downtown area and a self-assessment building owner survey. The funding of this contract will be in lieu of the funding from a budgeted FTE within the Economic Development Budget.
79.B.1. Discussion with possible action on the status of the entrance signs/monuments for the City of Laredo at Highways 35, 359, 59, and 83; and any other matters incident thereto.
79.B.2. Discussion with possible action to add a turning lane on Masterson Rd, and any other matters incident thereto.
79.C.1. Discussion with possible action for the City of Laredo to go after the Federal Broadband Funds that the Texas Broadband Office (TBO) has available. The TBO wi! release guidelines on how to apply for those funds in September; and any other matters incident thereto.
79.D.3. Discussion with possible action on the adoption of an emergency plan that will be implemented when there is an outage or occurrence at our trade bridges that will increase traffic congestion on Mines Rd., including but not limited to, closing the overpasses, signage, intersection management, coordination with TXDOT, police presence, redirection of trucks, passenger-only lane for emergency and non-commercial vehicles, etc. in efforts to reduce residents getting stuck in trade traffic, and any other matters incident thereto.
