89.A.1. Discussion with possible action on status report by City Manager's Office on City's progress in providing all necessary information to our State Senator and Representatives to advance legislation in the upcoming Austin's legislative session to secure funding for: a. feasibility study or studies by the Texas Development Board, or others, to address a regional approach in identifying, securing and supplying an emergency-secondary source of potable water to the Laredo region, independent of the Rio Grande; including monetary or other incentives under any public-private partnerships. b. Construction costs to implement such feasibility study or studies.
89.C.1. Presentation with possible action from the National Alzheimer's Association to bring awareness, and possible support from the City of Laredo, for the 7th Annual Walk to End Alzheimer's taking place on November 5, 2022 at TAMIU; and any matters incident thereto.

40. Consideration for approval to award construction contract FY22-ENG-34 to the lowest responsible, responsive bidder REIM Construction, Inc., Mission, Texas, in the amount not to exceed $9,629,230.00 including the base bid and all bid alternates, following FAA (Federal Aviation Administration) General Provisions Section 80-01 of the federal bid requirements for the Laredo International Airport Construction of Taxiways H1 and H2 and Reconstruction of a portion of Taxiway A with a construction contract time of four hundred fifty (450) calendar days; and authorizing the Interim City Manager to execute all related contract documents contingent upon receipt and approval of insurance and bond documents. After a notice to proceed is issued, the estimated completion date for the project is scheduled for April 2024. Funding is available in the Airport Construction Fund: FAA Grant No. 100, FAA Grant 101, FAA Grant 90, and Airport Operations Fund.
42. Containing Building Materials Investigation Services FY2023 - FY2026, and authorizing the Interim City Manager to negotiate professional service contracts for each respective project assigned on a rotation basis. Professional service contracts will be issued per project upon funding available for a two (2) year term, with one (1) option for a two (2) year renewal, for a total term of four (4) years beginning October 18, 2022, and ending September 30, 2026. Four (4) firms responded to the Request for Qualifications on or before Thursday, September 29, 2022, at 4:00 P.M. The evaluation committee recommends the selection of the following consultants based on the final rankings below: 1. Terracon Consultants, Inc. Laredo, Tx. 2. Alpha Terra Engineering, Inc. San Antonio, Tx 3. ERC Environmental & Construction Services, Inc. Houston, Tx. 4. O'Connor Engineering & Science, Inc. Laredo, Tx. Funding will not exceed $50,000.00 per project, per vendor in the respective budget account unless authorized otherwise by City Council. There is no financial impact at this time. Consultant work performance of services will be monitored in accordance with the established guidelines and any deficiencies may result in removal from the rotation list.
52. Consideration to renew and amend contract FY16-063 with Rochester Armored Car Co. Inc., Omaha, Nebraska to allow for a 25% contract amount increase of $18,043.98; the new total annual amount will be $90,219.90. This service contract is for providing bank courier service for city operations to various city departments. The term of this contract shall be for a period of two (2) years beginning as of the date of its execution and is contingent upon the availability of appropriated funds. There was a 25% price increase during the last extension period. This is the last extension period for this contract. Funding is available in the respective departmental budgets.
54. Consideration to amend and renew contract FY20-071 to Mendoza Maintenance Group, Laredo, TX for the cumulative amount of $50,220.00. This contract is for janitorial services for the Fire Department Administrative Center and includes the first two (2) year original term for an amount of $32,400.00 and this first one (1) year renewal extension of $17,820.00, which includes a 10% increase in price. The term of this contract renewal is for one (1) year with a possible one (1) year extension contingent upon mutual agreement and availability of appropriated funds. Funds are available in the General Fund - Fire Department.
62. Authorizing the Interim City Manager to award and execute a professional services contract in the amount of $70,535.00 to Able City, LLC for consulting services to develop the Del Mar Boulevard "Main Street District" Overlay study intended to provide: existing conditions assessment, community outreach, economic benefits analysis, draft implementation ordinance, prioritized short, mid and long term improvement recommendations, and planning level cost estimates for improvements for that portion of Del Mar Boulevard, from McPherson Drive to Fenwick Drive. Funding is available in the General Fund
