XIV.39. 2022-R-180 Authorizing and approving a fee waiver and a tax abatement agreement between the City of Laredo and Arturo Garcia for a proposed project located at 117 South Mendiola Avenue, Lot 9,8,7 Block 914 Eastern Division that consists of multi-family (12 units), in accordance with authorized guidelines and criteria established for the Neighborhood Empowerment Zone (NEZ). This agreement will be for a ten (10) year period and will abate taxes on new improvements for the purpose of economic development. The project has an estimated capital investment total of $1,681,600.00, estimated annual tax abatement total of $9,585.12 and estimated total fee waivers of $9,241.50. Guidelines and criteria for the agreement are set forth in the attached agreement and information.
XIV.40. Authorizing the Interim City Manager to ratify an increase of $40,000 for legal services to the firm of Denton Navarro Rocha Bernal & Zech, P.C., in connection with collective bargaining issues contained in the Notice of Intent to Bargain by Laredo Firefighters Association, Local 872. Total contract amount will be $135,000.00. Funding is available in General Fund.
XIV.44. Consideration to reject the sole response received for RFP FY22-ENG-15 City of Laredo Conference or Convention Center, and authorization to initiate a new solicitation of the request for proposal. One (1) firm responded to the request for proposal on or before Thursday, March 31, 2022, at 4:00 p.m. as follows: Bexhill Group LLC., Houston, Tx. The response received did not meet the RFP criteria valuation factors listed under the solicitation. There is no financial impact at this time.

Consideration to authorize purchases from the following local businesses with estimated annual purchase amounts: Home Depot (Contract: UCOMM16154) - $300,000.00 Lowe's (Contract: TCPR192006) - $200,000.00 Dr. Ike's - $70,000.00 Business prices include Omnia Partners Cooperative Program and U.S. Communities contracts for FY2023 purchases of maintenance, repair and operations (MRO) supplies, industrial supplies, equipment and related products and services offered through these purchase contracts. Due to continuous year-round, as needed, cumulative city-wide purchases, which include urgent operational goods and allow for future unforeseen emergency expenditures; these exceed the $50,000 purchase limits, which require City Council approval. The city is a member of the State of Texas - Texas Procurement and Support Services (TPASS) Cooperative Purchasing Program which allows the City of Laredo to take advantage of approved state contracts. Funding for cooperative purchase contracts and services are available in the respective departmental budgets.
XIV.54. Discussion with possible action to authorize the Interim City Manager to enter into an agreement between the City of Laredo, Texas and Enterprise FM Trust (Enterprise Fleet Management) for the lease of 35 vehicles. The lease term of this contract will be 36 months (3 years). The total annual capital cost for all 35 units will be $381,817.92. After taking into account the equity gained from the 35 disposals in the amount of $318,662.50, the total cost in year 1 will be $63,155.42. The estimated equity return at the end of the lease term will be $254,886.19. The total annual cost including maintenance for all vehicles will be $393,673.92, assuming 12 months of possession. This information is illustrated below: Total 12 month lease payments are $381,817.92. Total 12 month lease payments with maintenance are $393,673.92. Funding is available in the Fleet Department Fund.

XVII. 89. 2022-RT-19 Authorizing the Interim City Manager to submit a competitive grant application for $1,200,000.00 to the Laredo -Webb County Area Metropolitan Planning Organization (MPO) Transportation Alternatives (TA) Set-Aside Program from the Surface Transportation Block Grant (STBG) to construct and design ten (10) ADA bus stops and enhancement project with the possibility up to fifteen (15) bus stops. In addition, the Texas Department of Transportation imposes a 15% administrative fee. The required local match of $200,000.00 will be funded from the Transit's local sales tax. The bus stop locations are as follows
