20. Authorizing the Interim City Manager to award contract to TransCore, Houston, Texas for an amount not to exceed $862,225.00 to incorporate the Weigh-in-Motion (WIM), Front Vehicle Enforcement System (VES), and the Automatic Vehicle identification (AVI) information to capture, identify, and process overweight vehicles traveling into the United States through the Laredo World Trade Bridge U.S. Customs and Border Protection (CBP) FAST Lanes Relocation Project. Funding is available in the Laredo Bridge System Construction Fund.
23. 2022-R-199A Resolution of the City Council of the City of Laredo, Texas approving a Chapter 380 Agreement between the City of Laredo and Lineage Logistics, L.C., pursuant to an economic development incentive under Chapter 380 of the Texas Local Government Code and authorizing the Interim City Manager to execute all relevant documents, and any other matters incident thereto; providing for severability; providing for an effective date; and providing for publication. The eight (8) year agreement obligates Lineage Logistics, LC. to invest an aggregate estimated amount of at least $78,800,000.00 in an estimated 247,844 square feet of combined cold storage facility, office and dock area, and create at least eighty (80) new full-time permanent jobs with minimum pay starting at $19.00/hour plus benefits generating a total of approximately $4,000,000.00 in annual payroll. 41. Authorizing the Interim City Manager to enter into a mutual agreement between the City of Laredo and Texas A&M International University (TAMIU) for the purpose of providing academic programs to the City of Laredo employees through the Certified Public Management Program (CPM) not to exceed $72,975.00, subject to funding appropriations within the participating departments. Term of this agreement will be from January 20, 2023, through November 3, 2026, for a term of three years; agreement is subject to future budget appropriations and will include two (2) one-year renewal for an additional two years.

Consideration to award contract FY23-004 for the purchase of pool chemicals for the City's swimming pools/splash parks to the vendor, Mayfield Pool Supply dba Texas Pool Supply, Laredo, Texas, in an amount up to $234,941.58. All pool chemicals will be secured on an as needed basis. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. This contract has three extension periods. Funding is available in the General Fund - Parks & Recreation Budget. ( Part 1 of 2 )

The contract may be renewed for another year, contingent on funding availability. Funding is available through the Health Department Budget.

Presentation by the Rio Grande International Study Center's Climate Cohort with possible action to empower the creation of a Laredo Climate Task Force to research, recommend, and help implement climate initiatives grounded in Chapter 6 (Sustainability) of the Viva Laredo Comprehensive Master Plan. The task force will be comprised of Climate Cohort students, community members, and subject matter experts; and any other matters incident thereto.
61.E.1. Request by Mayor Pro-Tempore Vidal Rodriguez 1. Discussion with possible action to rescind the donation to Rio Bravo and redirect the donation to the City of El Cenizo of a working Solid Waste truck; and any matter incident thereto.
61.E.2. Discussion with possible action to redirect all remaining funding from Los Presidentes Arterial in the 2019 CO. to street and sidewalk improvements in District II upon completion and acceptance of the project, and any matter incident thereto.

Discussion with possible action on ongoing audits and/or irregularities identified by the Internal Auditor including the potential assignment of other and/or additional auditing duties; and any other matters incident thereto. The following are the ongoing audits/review: Asset Management Review, Credit Card Review and Unannounced Cash & Inventory Control Audit for November.

Request for Executive Session pursuant to Texas Government Code Sections 551.071 and 551.072 to deliberate concerning real property and to consult with its attorneys regarding a potential lease offer by 2L4L Baseball, LLC, owner of the Tecolotes Dos Laredos professional baseball team, for purposes of conducting spring training, games, practices and related baseball events, and return to open session for possible action.
61.A.A. Request by Mayor Pete Saenz 1. Discussion with possible action naming the Laredo International Airport after Congressman Henry Cuellar. (Co-sponsored by Council Member Ruben Gutierrez Jr.)
61.A.2. Discussion with possible action of full implementation of the Transportation Reinvestment Zone (TRZ) to the extent provided by law, covering that 2 mile corridor of south Loop 20, from U.S. 59 to South U.S. 83, and to the south 4-5 Bridge location, including establishing the rate (percentage) of participation as deemed reasonably appropriate by City Management, and any other matters related thereto.
