39. Consideration to award contract FY22-091 to Austin Pets Alive (APA), from Austin, TX for an annual amount not to exceed $250,000.00. This contract is to provide full veterinarian services to the Animal Care Services Department. Services include general health and welfare of the animals, spay and neuter services, vaccinations, inspections and other animal health related matters. This contract shall be for a period of one-year (12 months) beginning as of the date of execution and has a renewal option for a one (1) year period, upon mutual agreement of the parties. Funding is available in General Fund-Animal Care Services Department.

14. 2022-0-207 Amending the Zoning Ordinance (Map) of the City of Laredo by authorizing the issuance of a Special Use Permit for a mini-storage/warehouse on Lot 3 and 6, Block 1, Avery Retail Subdivision, located at 6710 Springfield Avenue and 104 Mann Road.
53. Presentation by Segal on the overall findings of the Segal Compensation and Classification Study for the City of Laredo non-collective bargaining employees that includes a pay plan recommendation with an implementation cost with possible action.

31. Authorizing the Interim City Manager to enter into an amendment of the temporary right-of-entry and license agreement for vegetation control between the City of Laredo and the U.S. Customs and Border Protection Department of Homeland Security for the Laredo Roads Project. The amendment will require that all trees to be cleared be marked by U.S. CBP for review by the City or its designee.

40. Consideration to approve a supply/service contract with Park Place Recreation Designs, San Antonio, TX, in the total amount of $350,000.00, and to further authorize future related expenditures for the purchase and installation of playground equipment for the Parks & Recreation Department. This annual contract shall utilize the BuyBoard Cooperative Purchasing Contract Program. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. Funding for this contract is available in the General Fund - Parks Department and in District Priority Funds.

Discussion with possible action on ongoing audits and/or irregularities identified by the Internal Auditor including the potential assignment of other and/or additional auditing duties; and any other matters incident thereto50. 56.A.1. Discussion with possible action of fully implementing a Transportation Reinvestment Zone (TRZ) to the extent provided by law, covering and encompassing the northwest portion of the City, which boundaries include: Beginning at Colombia Solidarity Bridge then northeast along State Hwy 355, extending one (1) mile east of IH35, then south to Del Mar Blvd., then west to the Rio Grande, and then up-river back to Colombia Solidarity Bridge. Including establishing the rate (percentage) of participation as deemed reasonably appropriate by City Management, and any other matters related thereto.
1.A.1. Discussion with possible action to reallocate 2017 C.O. Bond funds in the amount of $450,000.00 from the Mayor's reserve to the Buena Vista Sports Complex and for any related road infrastructure connected there with; and any other matters incident thereto.
