Request for Executive Session regarding personnel matters pursuant to Texas Government Code Section 551.074 for a City Charter Section 2.06 inquiry into official conduct of Laredo Police Officers involved in Cause No. 2022CVK001669D1; Ricardo Richie Rangel, Jr. v. Daisy Campos Rodriguez; in the 49th District Court of Webb County, Texas; return to open session for possible action; and any other matters incident thereto.
VI. APPOINTMENTS TO COMMISSIONS, BOARDS AND COMMITTEES
VII.1. Public hearing and Introductory Ordinance Authorizing the Interim City Manager to ratify the acceptance of Federal Aviation Administration Grant No. 3-48-0136-103-2023 and amend the City of Laredo FY 22-23 Airport Operations budget to appropriate the grant funds in the amount of $2,637,579.00. The purpose of the grant is for the Airport Terminal Program through the Bipartisan Infrastructure Law (BIL); 95% federal funds ($2,500,000.00) and 5% ($131,579.00) local match for a total of $2,631,579.00. Federal grant funding is available under Airport Operations Budget and providing for an effective date.
IX. FINAL READING OF ORDINANCES
X. CONSENT AGENDA
29. Consideration to renew and amend contract FY22-025 to Madison Avenue Marketing, Laredo, TX to allow for a 25% increase of $22,500.00 to the contract, for a new annual total of $112,500.00. These services are for airport and airline marketing campaigns that will include: social media management, professional videography & photography, website management and graphic design. This is the first extension, one (1) year renewal, of two (2) renewal options, contingent upon mutual agreement and availability of funds. Funding is available in the International Airport Budget.
32. 2023-R-028 Authorizing the Interim City Manager to execute an agreement and accept a land donation from Watson-Laredo Company, Ltd. a 1.977 acre tract more particularly described on the attached Exhibit A. Parcel intended use is for Hike and Bike Trail. The parcel has an estimated value of $98,850.00
50. Consideration to award contract (parts only) FY23-026 for the purchase of Chevrolet/GM Original Equipment Manufacturer (OEM) parts to the following vendor's: 1) Gonzalez Auto Parts, Laredo, TX in an amount of up to $125,000.00 (Primary Vendor); 2) Toro Auto Sales, Laredo, TX in an amount of up to $75,000.00 (Secondary Vendor); for the City’s fleet vehicle repairs. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution and is subject to future budget appropriations. This contract can be renewed three (3) additional one (1) year extension periods, upon mutual agreement of the parties. All parts will be purchased on an as needed basis and funding will be secured from the Fleet Management Fund.
70. Status report with possible action by the Utilities Department on the water, including but not limited to quality, infrastructure, level status, improvements, and any other matters incident thereto.
72. Discussion with possible action to consider a first request for an extension of Injury Leave with Pay in accordance with 143.073 (b) of the Texas Local Government Code for Patrol Officer Christopher Garza of 90 working days. Human Resources Department and Police Department recommend an extension.
75.B.1. Discussion with possible action to instruct Interim City Manager to authorize staff to install speed humps at the following locations under the Special Provision of the Speed Hump Installation Policy and to authorize the use of asphalt type speed humps instead of speed cushions which is currently required under the policy and any other matters incident thereto. City Council District V Priority Funds will be used for this project.
75.C.2. Discussion with possible action to request legal to draft an ordinance in furtherance of Chapter 2.06 of the City of Laredo Charter, including any other matters incident thereto. (Co-Sponsored by Council Member Melissa Cigarroa)
41. 2023-R-053 A Resolution of the City Council of the City of Laredo, Texas, expressing the City’s support for the Texas Department of Transportation (TxDOT) to designate Hachar-Reuthinger extension as a new location On-System Roadway from FM 1472 to IH35 West Frontage road. The City of Laredo will be obligated to assume future responsibility to operate and maintain Spur 400, San Bernardo Ave., and Jaime Zapata Memorial Highway; and providing an effective date.
