Recognizing Laredo Police Officer Gerardo Montemayor for placing 1st in Division III-Metrics Novice at the 10th annual Capitol of Texas Motorcycle Police Chute Out in Buda, Texas on March 3, 2023. The Chute Out is a police motorcycle skills and training competition held annually to raise funds for the Sunshine Kids Foundation and other local non-profit organizations in Hays, Williamson, and Travis Counties.
C.1.2. Recognizing Jorge Hilario Rangel II for placing 4th in the Super heavyweight Division at the Regional Power lifting Meet in Edinburg, Texas, on March 11, 2023. Representing Cigarroa High School, Jorge squatted 660 lbs., benched pressed 425 lbs. and deadlifted 565 lbs. for a total of 1650 lbs.; qualifying him for the State Power lifting Meet to be held on March 25, 2023, in Abilene, Texas.

19. 2023-O-050 Authorizing the City Manager to accept and enter into a contract with United States Department of Housing and Urban Development (HUD) for the Section 108 Loan, establishing the Section 108 - Southern Hotel Fund, and appropriating revenues and expenditures in the amount of $4,115,000.00. Section 108 Loan funds will be utilized for the rehabilitation of an existing City-owned historical building known as the Southern Hotel located downtown at the 1200 block of Matamoros St., for the purpose of providing twenty-two (22) mixed income affordable rental housing units of which thirteen (13) will be designated for low-moderate income households. Loan is subject to the approval of the Texas Attorney General, as applicable and required to meet the following conditions set forth on the funding approval documents. The City agrees to establish a debt service reserve account within their General Fund accounting with a minimum funding level equal to the highest debt service payment through maturity of the loan.
24. 2023-O-055 An ordinance of the City of Laredo amending the Laredo Land Development Code, Section 24.65.9, entitled R-1B Single Family High Density District, and Section 24.77.1, entitled Dimensional Standards, to allow for R-1B zoning in the eastern and western divisions, revising requirements in R-1B (Single Family High Density District) zoning districts, and revising the minimum lot width required in R-1B zones in the eastern and western divisions from 35 feet to 34 feet, providing that the ordinance shall be cumulative, providing for severability clause, and providing for publication and effective date.

Consideration to renew contract FY22-019 with ADS Comunicacion/Ariel Agustin Rodriguez, Nuevo León, Mexico for Communication & Marketing Services for the Port Laredo- International Bridge Department in annual amount not to exceed $33,880.00. The original term of this contract was for a period of one (1) year with the options to renew two (1) year extension periods, upon mutual agreement of the parties, this is extension one (1) of two (2). Funding is available in the Bridge System, Airport and Conventions and Visitors Bureau Funds.
32. 2023-R-067 Authorizing the City Manager to enter into a Survey Agreement with Dos Caminos, LLC. to provide access to conduct a metes and bounds survey and to stake a route for a proposed pipeline and associated facilities, more specifically located east of IH 35, and north of Sophia Industrial Park and described in the attached Exhibit "A". The access shall be for a term of sixty days from the date hereof. Providing an effective date.
35. Consideration to reject bid solicitation FY23-ENG-10 Laredo World Trade Bridge U.S. Customs and Border Protection Existing Lanes Weigh-In-Motion. No bids were received at the City Secretary's Office located at 1110 Houston Street, 3rd floor, Laredo, Texas, on or before Thursday, January 12, 2023. This project consists of constructing infrastructure for Weigh-In-Motion scales, including installation of underground conduits, ground box, electrical service, concrete medians, overhead sign bridge and drilled shafts, concrete footing, small roadside signs, and limited pavement markings. There is no financial impact at this time.

Consideration for approval to award a design/build contract to Mage 4 Group, Ltd., Laredo, Texas, in association with Slay Architecture, Laredo, Texas, in the amount not to exceed $896,580.00 for FY22-ENG-20 CDBG Arturo N. Benavides Sr. Memorial Park Splash Pad, Water Features and Other Amenities (Design-Build/Turn-Key) Project, which includes design plans, specifications, construction and installation of water play features, mechanical room, water piping and pumps, mechanical, electrical, plumbing and all other components associated with the construction of the splash pad. Funding is available in 2020, 2021, and 2022 CDBG grant years, 2021 C.O. and 2022 Certificate of Obligation Bonds.
48. Consideration to approve a supply/service contract with Rush Truck Center, Laredo, Texas in an annual amount of $100,000.00 for the service of a Global Positioning Tracking System (GPS) for city fleet. Services include the tracking of approximately 200 vehicles. This two (2) year contract shall utilize the Sourcewell Cooperative Purchasing Contract Program. The term of this contract shall be for a period of two (2) years beginning the date of its execution (subject to future appropriations) and can be extended for one additional, one year period, upon mutual agreement of the parties. All supply and services will be secured on an as needed basis. Funding for this contract is available in various user department funds.
53. Consideration to ratify professional executive consulting services with Strategic Government Resources (SGR), Keller, Texas, for a cumulative amount of $73,200.00 and to allow for future consulting services, as needed, not to exceed $120,000.00; subject to funding availability. Funding is available in the respective department's budget.
56. 2023-R-064 Adopting the Future Thoroughfare Plan as Appendix "D" of the Comprehensive Plan.
