40.A. 1. Discussion with possible action to restrict campaign contributions to City Council Members from Political Action Committees, campaign committees, lobbyists, or donors connected to or working with special interest groups, unions, or vendors while the City is in open contract negotiations with such groups, unions, or vendors, and any matters incident thereto.

11. Amending Ordinance 2016-0-132, Chapter 6, Article I, Section 5, of the Code of Ordinances by adding Section 6-5(c), granting authority to the Animal Care Services Director or designee to provide treatment to impounded animals at the time of impoundment.
12. 2023-0-067 An ordinance of the City of Laredo, Texas, clarifying that the Municipal Civil Service Commission does not have the power to hear grievances by employees related to the implementation of the City's classification and compensation study and any other adopted benchmarks because such powers would be outside the scope of the stated purpose of the Municipal Civil Service Commission created by Ordinance No 2010-0-17.

32. Discussion with possible action on ongoing audits and/or irregularities identified by the Internal Auditor including the potential assignment of other and/or additional auditing duties; and any other matters incident thereto.

Presentation and discussion with possible action to enter into a partnership agreement with the Rio Grande International Study Center (RGISC) and provide a Letter of Commitment for the submission of a grant application for the EPA's Environmental Justice Collaborative Problem Solving (EJCPS) Program, for the Boulevard of the Americas project.

Presentation by the Laredo Center for Urban Agriculture and Sustainability (LCUAS), a City of Laredo local government corporation created under Chapter 431 of the Texas Transportation Code by Resolution No. 2019-R-064 on May 6, 2019, including discussion and possible action concerning the progress of the Laredo Food Policy Council 5-year Action Plan for establishing a healthy food system and the forthcoming public engagement event. (Co-sponsored by Council Member Dr. Tyler King)

Discussion with possible action to have Animal Care Services Department, along with other City Departments, and/or state agencies to assist by providing a plan in deterring and preventing wild animals from going into private property, in existing neighborhoods; and any matter incident thereto. 34. Request for Executive Session under Texas Government Code 551.071 (1) (A) to consult with legal counsel concerning a telecommunications tower located at Fire Station 12 and any other matters incident thereto.
35. Request for Executive Session under Texas Government Code 551.071 (1) (A) to consult with legal counsel concerning collective bargaining negotiations with the Laredo Fire Fighters Union, Local 872, and any other matters incident thereto.
36. Request for Executive Session under Texas Government Code 551.074 to set the parameters for the investigation of members of the Police Department under 2.06 of the City Charter and any other matters incident thereto; and return to open session for possible action.
40.B.1. Discussion with possible action to support the annexation of Wormser Road between Ejido and Cuatro Vientos Road being approx. 6.59 acres based on the recent action taken by Webb County Commissioner's on February 13, 2023, and any other matters incident thereto.
40.B.3. Discussion with possible action on a status update on the vacancy of the finance director position; and any other matters incident thereto. (Co-Sponsored ,by_ Council Member Dr. Tyler King)
40.C.1. Discussion with possible action on conducting an investigation on Community Development Department for any information that was leaked before a proper open records was requested and on alleged information that has been deleted from City emails or computers in order to delay or interrupt an investigation from the City Attorney or Auditor; and any matter incident thereto.

Discussion with possible action on addressing the Three Points swimming pool restoration or setting a plan of action for restoration of that recreational area within this upcoming year since, when operational, it was the second most visited pool at the time. How many years has it been out of service and what needs to be done for the pool to be fully operational; and any matter incident thereto.
40.E.3. Discussion with possible action to authorize the use of the Sames Auto Arena for the annual Driscoll Health Plan Back to School community event; and any other matters incident thereto.

Discussion with possible action to direct the City Manager to draft an Ordinance adopting guidelines for the use of promotional funds by the Mayor and Council Members; allowing the use of public funds for the promotion of health, safety, and welfare of the community but limiting expenditures that do not serve a public purpose; and any other mattersincident thereto.
