XIII.11. 2023-R-078 Authorizing and approving a fee waiver and a tax abatement agreement between the City of Laredo and Luna Hospitality Enterprise, LLC for a proposed project located at 2720 San Bernardo, Lot 1, 2, 3, 4, 5, 6, 7, 8 Block 575 Western Division that consists of multifamily (80 units apartments), in accordance with authorized guidelines and criteria established for the Neighborhood Empowerment Zone (NEZ) 8. This agreement will be for a ten-year period and will abate taxes on new improvements for the purpose of economic development. The project has an estimated capital investment total of $7,000,000.00, estimated annual tax abatement total of $39,900.00 and estimated total fee waivers of $41,563.50. Guidelines and criteria for the agreement are set forth in the attached agreement and inforrnation. This project is\ oated within City Council, District VI II.
XIII.13. 2023-R-102 Accepting a donation of Utility Easement of Parcel 3E Part 1 and Part 2 as further detailed below located at 8111 Las Cruces Drive, Laredo, TX, as part of the settlement in the condemnation proceedings of City of Laredo vs. J&R Gan Investments, LTD., Cause No. 2022EDA000001-C3. The total value of the property according to the 2021 Appraisal Report conducted by Mario Caro is $10,421.00.
XV. EXECUTIVE SESSION
XIII.26. Authorizing the use of the following Inter-Local Cooperative Purchasing Programs: The Inter-local Purchasing System (TIPS), Texas Procurement and Support services Cooperative Purchasing Program (TPASS), BuyBoard and Sole Source vendors for cumulative purchases of library materials such as books and audiovisual materials for an annual amount of $460,000.00. These co-op contracts supplement the Library's ability to purchase books and audiovisual materials to keep high quality of reading materials for efficient collection development. These contracts are subject to future appropriations and shall be for a two-year term, commencing on May 4, 2023, with an option to renew one additional two-year term. Funding is available in the General Fund Public Library Budget.
XIII.27. Authorizing the City Manager to enter into and execute an lnterlocal agreement between Laredo Independent School District and the City of Laredo for the purpose of sharing a joint use of certain outdoor recreational facilities, namely, Albert Ochoa Baseball Park, Freddie Benavides Baseball Field, Cigarroa Recreational Sports Complex Tennis Courts and Multi-purpose Field, Market Tennis Courts Complex, Inner City Pool and Kawas Elementary Parking lot. The initial term will be for five years subject to renewal at the consent of both governing bodies at no cost to the City of Laredo.
XIII.32.2023-R-101 Authorizing the City Manager to enter into and execute a Memorandum of Understanding between the City of Laredo Police Department (LPD) and the GEO Group, Inc. Rio Grande Processing Center for the purpose of providing additional assistance upon emergency situations. The Police Department's participation is part of the community services provided to the citizens and other law enforcement agencies, with no additional cost to the City of Laredo.
43.D.2. Discussion with possible action to submit a resolution for public comment regarding the Midwest Sterilization's TCEQ permit renewal and to encourage the community to comment, and any other matters incident thereto.
XIV.40. Discussion with possible action on ongoing audits and/or irregularities identified by the Internal Auditor including the potential assignment of other and/or additional auditing duties; and any other matters incident thereto.
XIV.41. Status report with possible action by the Utilities Department on the water, including but not limited to quality, infrastructure, level status, improvements, and any other matters incident thereto.
XIV.42. Presentation and discussion with possible action on proposed amended ordinance for Community Events.
43.A.2. Discussion with possible action to raise the importance of public health, and to raise the current 2% allocation from the City of Laredo's general fund to address our community's medical under service, and any matters related thereto.
43.B.1. Discussion with possible action to instruct City Manager to authorize staff to install speed humps at the following locations under the Special Provision of the Speed Hump Installation Policy and any other matters incident thereto. City Council District V Priority Funds will be used for this project. -2900 Melville Loop
43.B.2. Presentation from Health Department of Healthy Living "Viviendo Mejor Program" to bring awareness to chronic disease prevention support resources; and any matter incident thereto.
43.C.1. Discussion with possible action to instruct the City Manager to authorize staff to install LED "Edge-Lit" flashing all-way stop signs for Springfield and Topaz Trail in preparation for a safe opening of the Springfield Extension from Shiloh Rd. to San Isidro Parkway, and any other matters incident thereto. City Council District 6 Priority Funds will be used for this project in consultation with the Interim Traffic Director.

Discussion with possible action to submit a resolution to the Chairman of the Transportation Committee of the House, Terry Canales, and also the Chairman of the Transportation Committee of the Senate, Robert Nichols, supporting HB3805 and HB4422, and any other matters incident thereto. HB305 would create a new category for funding Texas transportation projects focused on providing greater security in the movement of goods near the Texas/Mexico border, HB3805 Contingency Rider would allocate $500 million to the border security category created by HB3805, and HB 4422 would study enhancing border security through public safety, technology and transportation improvements near the Texas/Mexico border.
I.1. Discussion with possible action declaring a State of Emergency for the influx of immigrants in Laredo, Texas upon the expiration of Title 42, and any other matters incident thereto.
