XII.72. Authorizing the City Manager to award a contract to Grace Water Services for up to $300,000.00 for installation, calibration, preventive maintenance and equipment repairs for the chlorination control and equipment at the Wastewater plants. Grace Water is the sole-source manufacturer's authorized local representative and service supplier for Hydro-Chlorination system. Funding is available in the Wastewater Operation Fund.
XIII.75. Status report with possible action by the Utilities Department on the water, including but not limited to quality, infrastructure, level status, improvements, and any other matters incident thereto.
XIII.76. Discussion with possible action on ongoing audits and/or irregularities identified by the Internal Auditor including the potential assignment of other and/or additional auditing duties; and any other matters incident thereto.
XIII.78. Discussion with possible action to consider a second request for an extension of Injury Leave with pay in accordance with 143.073 (b) of the Texas Local Government Code for Patrol Officer Christopher Garza of 180 working days. Human Resources Department and Police Department recommend an extension.

XIV. EXECUTIVE SESSION
83. Consideration to approve ratification of a 25% increase to our original Purchase Order# 351023, for the purchase of two (2) ARBOC Spirit of Mobility Ford Para-Transit vans at $134,196.00 each for a total purchase amount of $268,392.20. This was approved by the Laredo Mass Transit Board on Sept. 20, 2021. The amount of the Increase per unit is $167,745.00 for a new order total of $335,490.00. The Purchase Order amendment is due to the ongoing supply chain issues. ARBOC Specialty Vehicles has experienced significant increases in material cost for nearly every component that is utilized in the manufacture of each bus, labor, and transportation (fuel) costs. Funding is available to cover the cost overrun from Grant TX-2022-005-00 and has been confirmed by FTA.
84.B.1. Discussion with possible action to work together with Webb County to coordinate a City vs. County softball tournament at Benavides Softball fields to boost employee morale; and any other matters incident thereto.
84.B.2. Discussion with possible action to instruct the City Manager to authorize staff to install speed humps at the following locations, under the Special Provision of the Speed Hump Installation Policy, and to authorize the use of asphalt type speed humps, instead of speed cushions, which is currently required under the policy: and any other matters incident thereto. City Council District 2 Priority Funds will be used for this project. (2200 Cortez, 2300 Cortez, 700 Jarvis, 200 N. Malinche)
84.C.1. Discussion with possible action to bring back off the table item No. 42 from the May 01, 2023, agenda related to community events and be placed on the next agenda and any other matters incident thereto.
84.D.1. Discussion with possible action to adopt an ordinance prohibiting the sale and distribution of e-cigarettes within range of schools, childcare homes and centers, including playgrounds; and any other matters incident thereto.
84.D.2. Discussion with possible action to draft a letter of interest offering incentives to DG Market Stores in order to provide fresh food selections to food desert areas around the city, prioritizing downtown; and any other matters incident thereto.

Discussion with possible action to host the Texas High School Baseball Coaches Association Junior Combine at Uni-Tradc Stadium for two days (June 30-July 1, 2023) to benefit Laredo and surrounding area students seeking university and college recruitment and scholarship opportunities; and any other matters incident thereto. 84.E.1. Discussion with possible action for the Traffic and Police Departments to create a long term plan for ending senseless and preventable motor vehicle accidents and fatalities at Havana Drive and Loop-20, and any other matters incident thereto.
84.E.2. Discussion with possible action for the Police Department to provide an update on the plan to address the dangerous drag racing in the community, and any other matters incident thereto.
84.F.1. Discussion with possible action to initiate an investigation to ensure all ordinances and processes were followed in the issuance of a certificate of occupancy for the trucking business at the corner of Verde and FM1472; a report should be provided to include the history, proof drainage requirements are met, justification for allowing a mobile business, traffic impact, possible misuse of Verde road by having industrial traffic on a non-industrial roadway, any ordinance violations, status on the curb cut granted by TxDOT, and any other matters incident thereto.
84.F.2. Discussion with possible action on our paved parking ordinances, enforcement efforts for industrial and commercial vehicles parking on dirt lots, and any other matters incident thereto.
