44. 2023-R-155 Authorizing the City Manager to execute all necessary documents to purchase for $350,000.00, plus closing costs from Guillermo Caldera, the "surface only" of Lot 1 Paso del Norte Industrial Park I, being more or less 4.8789 acre tract conveyed to Guillermo Caldera, recorded in Volume 5233-Page 266, Webb County Records. Funding is available in the 2017 - 2020 Community Development Block Grant Years (CDBG) Providing for an effective date.
45. Approving the submission of the 2023-2024 One Year Action Plan to the U.S. Department of Housing and Urban Development (HUD) request for funding in the amounts of $3,228,384.00 in 49th Action Year Community Development Block Grant (CDBG) funds, $1,260,999.00 through the HOME Investment Partnership Program, and $299,176.00 through the Emergency Solutions Grant (ESG). An additional $80,000.00 is anticipated to be received in Housing Rehabilitation Revolving Loan funds, and $125,000.00 in HOME Program Income. Also authorizing the City Manager to execute all documents as a result of the Plan's submission. 51. Authorizing the City Manager to award a two (2) year contract extension to PNC Bank N.A. for depository banking services for fiscal years 2024 and 2025 at a net estimated cost of $206,800.00. Funding is available in across various funds.
73. Authorizing the City Manager to enter into and execute a contract between SecuLore Solutions, a Cybersecurity company focused on public safety, and the City of Laredo to provide cybersecurity technology and monitoring services to safeguard the 9-1-1 Public Safety Answering Points (PSAPs), as well as the 9-1-1 Database Network in the four county region of Jim Hogg, Starr, Webb and Zapata. SecuLore will provide Paladin Overwatch cybersecurity monitoring services for a one-year period to the South Texas Region in the amount $149,049.00. The managed services will be purchased from SecuLore Solutions through the Houston Galveston Area Council of Governments (HGAC) Contract No. EC07-20. Funding is available in the Regional 9-1-1 Fund.
79. Discussion with possible action to direct staff on the possible development of an amendment to the Laredo Land Development Code regarding outdoor entertainment venues in Historic Residential-Office (H-R-O) zoned districts with a Conditional Use Permit, and any matters incident thereto
83. 2023-R-141 A Resolution authorizing the City Manager to execute an Advance Funding Agreement (AFA) with the Texas Department of Transportation (TxDOT) for the Highway Safety Improvement Project (HSIP), which includes traffic signal improvements at two different locations: Sanchez Street from San Eduardo St. to San Enrique St. and Gustavus Street from Springfield Ave. to Meadow Ave. The project has been awarded federal funds in the amount of $380,038. and the City of Laredo shall cover any cost overruns including direct state costs in the estimated amount of $17,000. Funding is available in the 2021A CO. Bond.
85. Authorizing the City Manager to approve a change order to Valdez Engineering for $153,275.00 for the Sombreretillo 12-inch force main and Pan American Lift Station Elimination Project design. This amount is required for additional work in surveying and easement acquisition services. The new contract total is now $805,120.00. Funds are available in the 2019 Sewer Revenue Bond.

These are four of seven total Sulzer HST Blowers needed for wastewater aeration treatment and are thus a critical part of plant operation. The Blowers are identical to original specifications to match existing electrical control panel supplied by Sulzer and to match existing piping configurations, with technology covered under US Patent # D899,463.
