Discussion with possible action for the City of Laredo to pursue a formal partnership (similar to the West Texas Water Partnership between San Angelo, Abilene, and Midland) with the cities, counties and other municipalities along with the US-Mexico border who receive their water from Amistad Dam to more effectively advocate to the State of Texas Water Development Board for water infrastructure dollars as a cohesive unit, and any other matters incident thereto. (Co-Sponsored by Mayor Pro Tempore Vanessa Perez, Council Member Melissa Cigarroa and Council Member Ruben Gutierrez, Jr.)

70. Authorizing the City Manager to award Amendment #1 to Binkley and Barfield, Inc of Houston, Texas in the amount of $1,045,200.00 for professional engineering services for a total revised contract amount of $2,633,000.00 for the Replacement of the Jefferson WTP West High Service Pump Station (HSPS). This service includes preliminary engineering report (PER), final design with plans, specifications, bid phase and project construction management through completion. The existing West HSPS is over 50 years old and requires replacement in conjunction with the new 36" water line project. Funding is available in the America Rescue Plan Act Fund.
