60.C.2. Recognizing the Illinois National Guard for their volunteer work forthe past year during their service deployment in staffing City -Wide dog vaccine clinics. Also recognizing Pets Alive Laredo fortheir efforts in 2023 to provide free dog vaccines and dog foodand in organizing these clinics to improve pet health in our City.This Illinois National Guard regiment will return to their homestate soon; luckily Pets Alive Laredo will continue their work. As aCity we express our gratitude for their dedication and support inproviding this valuable resource for Laredo's pet owners. (Co-Sponsored by Council Member Gilbert Gonzalez)

XI.44. Consideration to renew contract FY22-088 with Industrial Disposal Supply, San Antonio, Texas, in an amount up to $125,000.00 for the purchase of Original Equipment Manufacturer (OEM) parts/service for the City’s street sweepers. All parts will be secured on an as-needed basis. The term of this contract shall be for a period of one year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. There was no price increase during the last extension period. This contract can be renewed two additional one year extension periods, upon mutual agreement of the parties. Funding is available in the Fleet Maintenance Budget.

XI.49. Consideration to nominate a Council Member/Person as the City of Laredo's candidate to the Webb County Appraisal District Board of Directors for the 2024-2025 Year Term as per Section 6.03 of the Texas Property Tax Code.
XI.54. Authorizing the City Manager to award a Buy Board Contract (Contract 662-22) to Utility Service Co. Inc.(USC) in the amount of $1,716,565 to be paid over a 5-year period. USC performed a visual inspection of all tanks and identified the deficiencies in each water tank. This contract is phase 2 of the Utilities Department's plan to fix the deficiencies identified on five water tanks and to bring them into compliance to avoid any TCEQ violations. This contract will be paid over five years as follows: Year 1 $350,557.00, Year 2 $341,502.00, Year 3 $341,502.00, Year 4 $341,502.00 and Year 5 $341,502.00. Funding is available in the Waterworks Construction Account.
XI.56. Discussion with possible action on ongoing audits and/or irregularities identified by the Internal Auditor including the potential assignment of other and/or additional auditing duties; and any other matters incident thereto.

XI.59. 2023-RT-08 Authorizing the City Manager to accept and execute additional funds from the Federal Transit Administration (FTA) Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities under the Fixing America's Surface Transportation (FAST) Act grant in the amount of $42,105.00 FTA share (50%) and $42,105.00 In-Kind Match (50%) for the total of $84,210.00 additional funds will be added to grant application TX-2022-005-01. The additional funds will be used to cover El Lift - Paratransit operating expenses.
XV. ADJOURN AS THE LAREDO MASS TRANSIT BOARD AND RECONVENE AS THE LAREDO CITY COUNCIL
60.B.1. Discussion with possible action to amend Ordinance 2019-O-111 for voluntary committee members and retract the years of service portion, as they are willing to volunteer their time. This would address the problem of vacant position in committees established members can help with experience, knowledge, and stability for City of Laredo committees
60.D.1. Discussion with possible action to establish policy/code for thrift store/non-profit donation bins; and any other matters incident thereto
60.E.1. Discussion with possible action to instruct City Manager to authorize staff to install speed humps at the following locations, where deemed necessary, under the Special Provision of the Speed Hump Installation Policy and to authorize the use of asphalt type speed humps instead of speed cushions which is currently required under the policy and any other matters incident thereto. City Council District V Priority Funds will be used for this project.

Discussion with possible action to finalize a strategy for how the City plans to move forward with the $333,875.00 Shiloh Hike and Bike Trails grant that the City recently accepted from the Texas Parks and Wildlife Department (TPWD), including the bidding process and other matters incident thereto.
