Discussion with possible action on City of Laredo submitting a public comment relating to ethylene oxide emissions in our medically underserved community at the TCEQ October 1 7, 2023, public meeting, and any matters related thereto. This comment will be in line with the new CDC and EPA warnings on ethylene oxide emissions and their impact on public health.
55.A.2. Discussion with possible action on engaging our local hospitals, other medical groups, and federal officials to discuss the framework for providing pediatric intensive care services in our medically underserved community, and any matters related thereto. This is in line with the National Institute of Health's recommendations that there should be 8 pediatric intensive care unit beds per 100,000 population. (Co-Sponsored by Council Member Dr. Tyler King)

Discussion with possible action regarding the severe traffic congestion at U NITEC Industrial Park to authorize City Management to update the thoroughfare plan for the City of Laredo in consultation with the Laredo and Webb County Area Metropolitan Planning Organization (MPO) to incorporate the proposed U NITEC relief road project (attached), authorize a feasibility study to confirm road alignment and budget, initiate dialogue between TxDot, RMA, MPO, Webb County and the City of Laredo to prioritize this project, identify possible funding sources and consider adding this area to the proposed North Laredo Transportation Reinvestment Zone (TRZ) study, and any other items incident thereto. Presentation from staff followed by discussion with possible action to initiate a strategy for how the City plans to move forward with implementing the $333,875.00 Shiloh Hike and Bike Trails grant that the City recently accepted from the Texas Parks and Wildlife Department (TPWD), and any other matters incident thereto.

27. 2023-R-194 Authorizing the City Manager to negotiate and execute a license agreement with U.S. Customs and Border Protection for controlling vegetation (carrizo cane removal) along the banks of the Rio Grande at South Laredo Nature Center (SOLA); said license agreement will allow the U.S. Customs and Border Protection's contractor to control vegetation (including, but not limited to, visually inspecting, marking, mowing, cutting, clipping, trimming, topping, pruning and/or shredding vegetation; removing cut vegetation and/or other debris; and/or implementing erosion control measures); there is no financial impact to the City of Laredo.
33. Consideration to amend and renew supply contract FY23-032 by 25% for the purchase of pool chemicals for the City's swimming pools/splash parks with the following vendors: 1) Items 2 & 3: Mayfield Pool Supply dba Texas Pool Supply, Laredo, Texas, for an amount increase of $25,250.00 and new contract amount of $126,250.00 ; 2) Items 1 & 4: HDL Construction, Laredo, Texas, for an amount increase of $24,750.00 and new contract amount of $123,750.00. All pool chemicals will be secured on an as needed basis. The reason for the early contract renewal and amendment is because this contract will fund out before the term of 2/21/24. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. This is the first of three extension periods. There was no price increase during the last extension period. Funding is available in the General Fund - Parks & Recreation Budget.

Request for executive session pursuant to Texas Government Code 551 .076(1) to deliberate the deployment, or specific occasions for implementation, of security personnel or devices to strategically combat crime trends and highest priorities with the City, and any other matters incident thereto.
XVI. RECESS AS THE LAREDO CITY COUNCIL AND CONVENE AS THE LAREDO MASS TRANSIT BOARD
XVI.54. 2023-RT-09 Authorizing the City Manager to accept and execute a grant in the amount of $8,302,51 2.00 from the Federal Transit Administration (FTA) for FY2023 Section 5307 Urbanized Area Authorized under the Bipartisan Infrastructure Law. Th grant funds will be used for operating and preventative maintenance assistance for the El Metro bus fixed route and Paratransit services. The federal share of this grant is $4,580,696.00. The required local match for this grant is $3,721,81 6.00. The local match will be funded with the Transit Sales Tax.
XVII. ADJOURN AS THE LAREDO MASS TRANSIT BOARD AND RECONVENE AS THE LAREDO CITY COUNCIL

Discussion with possible action to instruct the City Manager to authorize staff to install speed humps at the following locations, under the Special Provision of the Speed Hump Installation Policy, and to authorize the use of asphalt type speed humps, instead of speed cushions, which is currently required under the policy; and any other matters incident thereto. City Council District 2 Priority Funds will be used for this project. - 2600 Aldama Street
55.B.2. Discussion with possible action to address the traffic safety concern on Bianka Street addressing the need for traffic signs, stop signs and speed humps; and any other matter incident thereto.
55.C.1. Discussion with possible action to instruct the City Manager to authorize staff to put together an incentive program/plan to attract food truck vendors at the new Vietnam Veterans Plaza; and any matters incident thereto.
