44. 2023-R-185 Nominating Council Member Alberto Torres, Jr. as the City of Laredo's candidate to the Webb County Appraisal District Board of Directors for the 2024-2025 Year Term as per Section 6.03 of the Texas Property Tax Code and directing the City Secretary to transmit a copy of this resolution to the Chief Appraiser of the Webb County Appraisal District before October 15, 2023. Prior to December 15, 2023, City Council will cast its 950 Votes in any manner it wishes for those individuals listed on the ballot provided by the Chief Appraiser.
15. 2023-0-193 Amending the Zoning Ordinance (Map) of the City of Laredo by amending Ordinance 2022-0-083, which authorized a special use permit for a restaurant serving alcohol on Lot 1, Block 1, Emami Plaza Plat, located at 3311 East Del Mar Boulevard, Suite 101 (6,924 square feet) in order to reduce the square footage and amend the hours of operation. IX.1. Public Hearing and Introductory Ordinance Amending the Zoning Ordinance (Map) of the City of Laredo by rezoning approximately 0.059 acres being the north 46.05 feet of the north 92.10 feet of Lot 10, in Block 91, situated in the Western Division of the City of Laredo, Webb County, Texas, such property fronting 55.56 feet on Hidalgo Street and extending south for a depth along San Francisco Avenue 46.05 feet as described in Gift Deed dated October 2, 1975 recorded in Volume 497, pages 979-982, Webb County Deed Records, Texas, located at 419 Hidalgo Street, from R-3 (Mixed Residential District) to B-1 (Limited Business District). The Planning and Zoning Commission recommended denial of the proposed zone change and staff does not support the application. ZC-077-2023 District VIII
50.A.2. Discussion with possible action to name the Independence regional dog park to K-9 Marimar Dog Park. K-9 Marimar was a competitive K-9 that worked together with Ben Bondoc, certified k9 handler. Together they ensured the safety for students and teachers of UISD for 10 years. K-9 Mari mar inspired many students at UISD during red ribbon week to stay drug free. K-9 Marimar together with her handler Ben Bondoc were able to hold the title of Top Dog, 1st Place in 2010 with Laredo Police Department 1st annual Narcotics K-9 Competition, Top Dog and 2nd Place in 2011 at Palmview Police Department 5th annual K-9 competition in South Padre Island, Texas; and 1st Place in 2012 at Laredo Police Department at the 3rd annual Narcotics K-9 competition. K-9 Marimar is the only K-9 to this day to have received the Chiefs Award in 2010 by then Chief Ray Garner. K-9 Marimar reached her end of watch on July 4, 2019. She was a character filled with lots of energy and joy. K-9 Marimar will continue to be loved and missed not only by students but by everyone.
50.B.1. Discussion with possible action to instruct the City Manager to authorize staff to install speed humps at the following locations, under the Special Provision of the Speed Hump Installation Policy, and to authorize the use of asphalt type speed humps, instead of speed cushions, which is currently required under the policy: and any other matters incident thereto. City Council District 2 Priority Funds will be used for this project.
50.B.2. Discussion with possible action to take adequate action of nuisance of property located at 2200 Cortez by either forced clean or demolition . This property has been burned and abandoned and there is constant illegal activity at the location, instruct City Manager to take any legal matters and any other matters incident thereto.
50.C.1. Discussion with possible action regarding the upcoming Ethylene Oxide community meeting scheduled Wednesday, October 4, 2023, starting at 6:30 pm at the Barbara Fasken Recreation Center, with an invitation for the public to attend the meeting and submit comments, and any other matters incident thereto.
1.A.1. Discussion with possible action on Declaration of Emergency to address possible disruptions from a federal government shutdown and any other matters incident thereto. (Co-Sponsored by Mayor Pro Tempore Vanessa Perez, Council Member Alberto Torres, Jr. and Council Member Ruben Gutierrez, Jr.)
1.B.1. Discussion with possible action to amend City of Laredo Code of Ordinances Chapter 32 to raise the towing fees from an average of $110.00 to always match the Texas State Law maximum (currently $255.00), add enforcement provisions for tow services that do not comply with requirements, and any matters incident thereto.
