Discussion with possible action to approve a Memorandum of Understanding for Non-Financial Partnership I nternship Program between Texas A&M I nternational University (TAMIU) Aires Program (Academic and Industry Read iness in Engineering and Science) and City of Laredo to provide STEM (Science, Technology, Engineering, and Math) students to complete a 1 3-week internship work with the City of Laredo Departments. The term of the partnership agreement will be from January 0 1 , 2024, to December 3 1 , 2025, and authorizing the City Manager to execute all relevant documents; and any other matters i ncident thereto.
63.D.1. Recognition of san Isidro Elementary 2nd Grader Ximena Juliette Luna for being appointed as Miss Laredo Elementary USA 2023-2024. Ximena is an outstanding 2nd grade scholar at San Isidro Elementary School and is a Girl Scout member. She inspired the "Ximena's Hope Project," which provides toys and/or art supplies to children hospitalized in pediatric units. She is an AL +LU Apparel model, an international High-End Fashion brand, and has modeled in Austin Fashion Week and Miami Swim Week. She is also a two time winner of the Miss Little Laredo Pageant Productions Headshot lnstagram Award and was a recipient of the Queens Bee Kind Youth Leadership Symposium Award 2023. Ximena is only seven years old and aims to bring the Miss Texas Elementary USA crown home. She will be competing for the crown this coming November in Houston, Texas. Ximena loves outdoor movie nights with her family and friends, she enjoys helping children in need, and hopes to continue making her hometown proud.

IX.8. 2023-0-209 Amending the Zoning Ordinance (Map) of the City of Laredo by rezoning approximately 25.150 acre tract of land situated in Porcion 14, Abstract 56, Jose Guajardo, Original Grantee, within the limits of the City of Laredo, in Webb County, Texas, said 25.150 acre tract being out and part of N.D. Hachar Ranch, as recorded in Volume 303, Pages 164-172 of the Webb County Deed Records, Webb County Texas, located north of Peoples Boulevard and west of Aransas Pass Drive, from B-1 (Limited Business District) and R-1 (Single Family Residential District) to R-1A (Single Family Reduced Area District).

X.23. Authorizing the City Manager to execute one individual contract with the following General Fund Recipient total of $55,000.00 for FY 2023-2024.
X.24. Consideration to award a service contract to Sanders\Wingo in an amount not to exceed $379,000.00. The contract services include design, public relations, account management, content & creative, media planning & placement, digital activation, production management, video production for the U.S. Campaign. The term of the contract is a twelve-month period, beginning on date of execution, with option to renew for two (2) additional one (1) year periods. Funds are available in the Convention and Visitors Bureau Department.
X.39. Consideration to ratify the issuance of Purchase Orders 383791 and 383792 to LED Electric & Lightning, Laredo, Texas, in the total amount of $64,490.00. These purchase orders were issued for the urgent installation/completion of conduit and wiring at six designated locations for food trucks and for the installation of light fixtures at the new Vietnam Veterans Plaza located at 5111 McPherson Rd, Laredo, TX 78041. LED Electric is the City of Laredo's current contracted electrical service provider. Funding is available in the 2021 CO Bond.
X.54. Consideration to amend annual supply contract number FY23-001 by 25% with the following vendors: 1. Chemrite, Inc., Buford, Georgia 2. Brenntag Southwest, Houston, Texas 3. Chemtrade Chemicals, Parsippany, New Jersey 4. Polydyne, Inc., Riceboro, Georgia 5. DPC Industries, Corpus Christi, Texas for an amount increase of $875,000.00 and a new contract with a total annual amount of $4,375,000.00 for the purchase of water and wastewater treatment chemicals for the Utilities Department. The term of this contract shall expire on October 17, 2024. Contract amendment is due to an increase in usage and to cover future expenditures Funding is available in the Water and Wastewater Treatment Division's Operating Budgets.
X.34. Authorizing the Internal Auditor's position and salary to be governed by the adopted Segal Compensation and Classification study.
XI.59. Discussion with possible action on ongoing audits and/or irregularities identified by the Internal Auditor including the potential assignment of other and/or additional auditing duties; and any other matters incident thereto.
