1. Recognizing City of Laredo Employees who celebrated “Milestone" REC.-01 years of service during the Month of December.
2. Recognizing Brianna Andrews for being selected as a representative REC.-02 for the Distinguished Young Women of Texas organization. Recognizing Ms. Andrews "scholastics, leadership and talent". This scholarship program rewards only a few young women from all over the State, and also youth from all over the country. Brianna serves as a role model for our Laredo students to work hard at their studies and expand their horizons.
2. Presentation by Rochelle V. Gonzalez, President of the Washington's 24-0255 Birthday Celebration Association (WBCA), to invite the City of Laredo Mayor, Laredo City Council and the citizens of Laredo and Webb County to the upcoming WBCA events with a presentation of the 2024 WBCA Commemorative Artwork to the Mayor and City Council.
87.D.1. Discussion with possible action to assist the Laredo Association of 24-C-008 Realtors with the annual WBCA 5K Run George Run 5K Run scheduled to take place on Saturday, February 3, 2024 establish a partnership; and any other matters incident thereto.
87.A.1. Discussion with possible action revisiting future planning and potential 24-C-002 development of a Laredo Convention Center and any matters related thereto.
87.A.2. Discussion with possible action on updating the public on water 24-C-003 infrastructure projects, including river water conservation projects and incorporating these discussions to the Water Master Plan, Capital Improvements and Budget discussions, and any matters related thereto.
87.A.3. Presentation and Invitation to the public of the 1st Annual Los Dos 24-C-004 Laredos Binational Marathon, a certified Boston Qualifying Marathon. The race date is February 18, 2024.

Discussion with possible action to consider a deeper review of City 24-C-012 ordinances to be even more inclusive for those with disabilities, for example, not forcing parents of children with Autism to pay to be in a City pool when assisting their children who they have already paid for, and any other matters incident thereto.
87.F.3. Discussion with possible action to begin a discussion or process with 24-C-017 the Rio Grande International Study Center to submit a letter of commitment to obtain funds for carrying out feasibility studies on a wastewater reclamation project, pending legal review and approval; this would include applying for technical assistance funds from various federal agencies and other funding entities.

Discussion with possible action to instruct the City Manager for the 24-C-011 usage of El Eden Recreation Center on March 22 and 23, 2024 and to support the SOUND THE ALARM Save a Life with American Red Cross to supply and install free smoke alarms to the 78046 area and any other matters incident thereto.

27. Consideration for approval of Amendment No. 1, an increase in the 24-0132 amount of $1,080,000.00 to include additional architectural and engineering services to the professional services contract with JHS Architect, Inc., Laredo, Texas, for the City of Laredo Sports Complex Venue Phase II. Current contract amount with this amendment is $4,035,000.00. Funding is available in the Sports Venue Tax Fund.
56. Authorizing the City Manager to submit an application for the 2024 24-0091 Texas Parks and Wildlife Department (TPWD) Texas Recreational Trails Program grant in the amount of $375,000.00 to create new trails, as well as to provide, promote and support outdoor recreation, conservation, and environmental education to the community, and execute all relevant documents as determined by TPWD. Grant has a match of 20% for $75,000.00 that will be funded with Parkland Improvement Fund.
70. A Resolution of the City Council of the City of Laredo, Texas, 2024-R-040 authorizing the City Manager to accept setting the speed zone limit to 50 mph approximately SH 359 (mile point 20.818) to approximately 2,000 feet prior to Jalapa Street (mile point 10.841/0.955 miles), and 55 mph approximately 2,000 feet prior to Jalapa street (mile point 10.841) to Mangana Hein Road (mile point 17.050/6.209 miles).
