Discussion with possible action to enter into a Memorandum of Understanding with the International Good Neighbor Council (IGNC) to establish assistance from the City of Laredo for the events organized by the Council with the objective to promote the principle of Good Neighbor and friendship between countries of the Western Hemisphere through activities that increase social, cultural, youth and educational exchanges, and support the principles of democracy based on constitutional authority; and any other matters incident thereto.

80.B.1. Recognition of Mrs. Magdalena Espinoza - Mrs. Espinoza is a dedicated seamstress known for her beautiful creations for the Princess Pocahontas Council. Over the years, she has meticulously crafted over 30 beautiful costumes. Mrs. Espinozas seamstress journey began in 2012 when her son was presented in the court, sparking her passion for creating elaborate attire. Each costume is a labor of dedication, taking months to complete as she hand- sews every bead and crystal, ensuring that every sequence is perfect. This year, she created Chief Mystic Wolf's costume, showcasing her talent and dedication.
80.B.2. Recognition of Laredo Police Officers David E. Brizuela, Alberto A. Ochoa , Alfredo Herrera Jr., Javier Cosio Jr. and Andrew T. Ochoa on their outstanding response time of seconds after the initial call at the recent emergency incident at Alexander High School.

80.E.2. Discussion with possible action on hosting the fourth annual “Family Night Under the Stars,” an overnight camping event on March 8, 2024 at the Jovita Idar Park, as authorized under Section 21-272a(2)&(3) of the City Code, and any matter incident thereto.
71. Consideration to renew annual supply contract with 24-0334 Pathmark Traffic Equipment, LLC., San Marcos, Texas from in an amount up to $70,000.00 for the purchase of speed hump signs and marking for the Traffic Safety Department. All speed hump signs and marking will be secured on an as needed basis. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. There was no price increase during the last extension period. This contract can be renewed two (2) additional one (1) year extension periods, upon mutual agreement of the parties. Funding is available in the General Fund - Traffic Safety Department.
