Discussion with possible action on informing the community about National Day of Prayer on Thursday, May 2, 2024, where the City of Laredo would like to invite everyone to come together on Thursday, May 2, 2024 for the National Day of Prayer as we remember our past, give thanks for our present and pray for our future. Established in 1952, by a joint resolution of the United States Congress, the National Day of Prayer is an annual event that was signed into law by President Harry S. Truman. The observance of the National Day of Prayer is founded on the constitutional rights of freedom of speech and freedom of religion and can be celebrated by all Americans. On this day, let us remember in our thoughts and prayers all those affected and impacted by illness, poverty, and general suffering. Let us pray for Healthcare providers, Educators, police officers, fire fighters, and other first responders who put themselves in harm's way to protect their fellow Americans. Let us also pray for the safety of our brave men and women in uniform and their families who serve and sacrifice for our country. Let us come together to pray for peace and goodwill and over the world and in the days ahead as we work to meet and overcome the great challenges of our time.

IX.21. Consideration for approval of the selection of the top ranked consultant for RFQ FY24-ENG-12 Buena Vista Fire Station No. 16 & Future Fire Station No. 17, and authorizing the City Manager to negotiate a professional services contract. A total of seven firms responded to the request for qualifications on or before January 18, 2024. The top three consultants below prepared presentations before the evaluation committee on February 22, 2024. 1. Brown Reynolds Watford Architects, Inc., College Station, Texas 2. DeMunbrun Scarnato Associates, Inc., San Antonio, Texas 3. Sepulveda Associates Architects, Inc., Laredo, Texas The evaluation committee recommends the selection of Brown Reynolds Watford Architects, Inc., College Station, Texas in association with Gessner Engineering, Bryan, Texas, KCI Technologies, Inc., Laredo, Texas and DBR Engineering Consultants, Inc., Laredo, Texas. There is no financial impact at this time.
IX. CONSENT AGENDA (Part 2 of 3)
IX.30. Consideration to award contract FY24-053 to the sole bidder 24-0813 Cabello Recovery and Auction Services, Laredo, TX in the annual amount of $200,000.00 for towing services for non-police city owned vehicles. The term of this contract shall be for a period of two years beginning the date of its execution. This contract may be extended one additional two year periods, upon mutual agreement of the parties. All services will be secured on an as needed basis. Funding for this contract is available in the Fleet Management Fund.

IX.38. Authorizing City Manager to ratify Purchase Order 385303, Contract Number FY21-037 with E & E Air Conditioning in the amount of $53,252.00 for the repair of the HVAC (heating, ventilation, and air conditioning) systems and add an additional $25,500 for labor and materials for work to be done at El Pico Administration Building. The new total amount for contract FY21-037 is $178,752.00. Funding is available in the Waterworks Fund.
X.40. Status report with possible action by the Utilities Department on the water, including but not limited to quality, infrastructure, level status, improvements, and any other matters incident thereto.
XII. RECESS AS THE LAREDO CITY COUNCIL AND CONVENE AS THE LAREDO MASS TRANSIT
XII.45. Authorizing the City Manager to Amend contract FY24-038 for 2024-RT-13 automobile parts, transit parts, and supplies for Laredo Transit Management, Inc. (LTMI) approved by Council on March 18, 2024. Amending the amount not to exceed from $900,000.00 for two (2) years to amount not to exceed $900,000.00 per year and the vendor amounts as listed below. All other terms of the contract stay the same as presented to Council on March 18, 2024.

46.C.1. Discussion with possible action to request the Buena Vista

Discussion with possible action to include the City of Laredo Councilmember-Sponsored Events in the FY2025 Budget and for this discussion to include a presentation by City Management of all Councilmember-sponsored events from October of 2023 through March 30, 2024 (Q1 and Q2 of FY2024) listed by District and by department expenditures and any matters related thereto.
46.D.1. Discussion with possible action to repeal, in whole or in part section 24.92.2(b) of the City of Laredo Land Development Code. This section requires specific waiting periods before an applicant can reapply for a zone change, conditional use permit, or special use permit after an initial zone change, conditional use permit, or special use permit application was withdrawn or denied.
46.D.2. Discussion with possible action on status and commitment deadline on all the American Rescue Plan Act (ARPA) funded projects; and any matter incident thereto.
