X.25. Authorizing the City Manager to negotiate and execute a license agreement with U.S. Customs and Border Protection for controlling vegetation (only removal of Carrizo Cane) along the banks of the Rio Grande at Chacon Creek. Said license agreement will allow the U.S. Customs and Border Protection’s contractor to control Carrizo Cane (including, but not limited to, visually inspecting, marking, mowing, cutting, clipping, trimming, topping, pruning and/or shredding vegetation; removing cut vegetation and/or other debris; and/or implementing erosion control measures); there is no financial impact to the City of Laredo. This is the same language in the agreement that was approved for the carrizo removal near the South Laredo Nature & Birding Center (SoLa Center).
X.44. Consideration to award a professional engineering contract to Lockwood, Andrews & Newnam (LAN) in the amount of $306,800.00 for benefit evaluation of Aquifer Storage and Recovery and System Storage considerations and assistance with WaterSMART Grant application. Funding is available in the Water Availability Fund.

XIV.B.1. Discussion with possible action authorizing the City Manager to enter into a Memorandum of Understanding (MOU) between the City of Laredo and the Rio Grande International Study Center (RGISC) for the purposes of installing PM 2.5 air sensors at two Laredo ports-of-entry, Juarez-Lincoln Bridge and World Trade Bridge, as part of a Border 2025 initiative funded by the U.S. EPA/NADBank, and any other matters incident thereto.
I.1. Discussion with possible action on the FY2024-25 CIP bonds
XIV.B.2. Discussion with possible action to partner with Laredo Learns to elevate levels of school readiness across the City by committing to implement community libraries within City facilities, thereby becoming a learning destination, and any other matters incident thereto.
XIV.C.1. Discussion with possible action to consider adjusting the required bond amounts for City construction projects; and any matters incident thereto.
XIV.D.1. Discussion with possible action to direct management and staff to develop a strategic plan for how the City plans to capitalize on the credits and deductions under the Inflation Reduction Act (IRA) of 2022, which expire in 2032, with sharp focus on elective pay, which allows applicable entities, including tax-exempt and governmental entities that would otherwise be unable to claim certain credits because they do not owe federal income tax, to benefit from clean energy tax credits, and any other matters incident thereto.
XIV.D.2. Discussion with possible action regarding Right-of-Way (ROW) and contractors licensed to do work on the City ROW to include topics such as current utility coordination processes, licensing requirements, incident and damage reporting, cost reimbursement, management and reports for City services, responding to repair expenses when ROW contractors cause unnecessary damages and/or disruptions to city operations/services, related penalties and/or fines, and any other matters incident thereto.
XIV.D.3. Discussion with possible action to direct staff to create a creek and Right-of-Way (ROW) maintenance inventory that assigns and identifies maintenance responsibility to its respective City department or Homeowner’s Association (HOA) and to publish this inventory on an interactive map on OpenLaredo.com to allow for further transparency and accountability, and any other matters incident thereto.
