VII.14. An Ordinance authorizing the City Manager to grant a non-exclusive franchise to STX Dump Services to use the present and future streets, avenues, alleys, roads, highways, sideways, easements and other public rights-of-way of the City of Laredo, Texas for purpose of constructing, maintaining and operating a commercial container refuse gathering and disposing service, setting forth terms and conditions to govern the franchise; Providing a severability clause, a savings clause and an effective date. Franchise fees will be deposited into the General Fund.

IX.62.Consideration to renew annual service contract FY23-052 with Rafter P. Transport, Floresville, Texas, in an amount up to $475,000.00 to provide hauling and disposal services of approximately 5,500 cubic yards of wastewater bio-solids from the City of Laredo South Wastewater Treatment Plant to San Antonio which is an approved State of Texas TCEQ registered solids disposal facility. All services will be secured on an as needed basis. The term of this contract shall be for a period of one year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. There was no price increase during the last extension period. This contract can be renewed two additional one-year extension periods, upon mutual agreement of the parties. Funding is available in the Sewer System Fund.
IX.63. Consideration to renew annual service contract FY23-052 with Rafter P. Transport, Floresville, Texas, in an amount up to $475,000.00 to provide hauling and disposal services of approximately 5,500 cubic yards of wastewater bio-solids from the City of Laredo South Wastewater Treatment Plant to San Antonio which is an approved State of Texas TCEQ registered solids disposal facility. All services will be secured on an as needed basis. The term of this contract shall be for a period of one year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. There was no price increase during the last extension period. This contract can be renewed two additional one-year extension periods, upon mutual agreement of the parties. Funding is available in the Sewer System Fund.
X.64. Discussion with possible action to consider the initiation of the revocation process for Ordinance 2016-O-015, which authorized a Conditional Use Permit, for an impound lot on Lots 3 and 4, Block 807, Eastern Division, located at 306 and 316 South Meadow Avenue, pursuant to the City of Laredo Land Development Code Section 24.94.10, entitled Revocation.
X.66. Staff report on changes to garbage service.
X.67. Discussion with possible action on ongoing audits and/or irregularities identified by the Internal Auditor including the potential assignments of other and/or additional auditing duties; and any other matters incident thereto.

Discussion with possible action for the City to put out a Request for Proposal (RFP) for professional xeriscaping, landscaping and nursery services along the City’s Right of Way (ROW) near the intersection of International Boulevard and Shiloh Drive in an effort to beautify the area and reduce the need for maintenance, and any other matters incident thereto. Money could be made available through District 6 Priority Funds.
