XIX.F.2. Discussion and possible action to partner as a stakeholder with Webb County through Webb County Court-at-Law II. The partnership is to approve a plan of action to apply for a grant through Department of Justice, FY24 Community Courts Initiative to provide in kind match funds not to exceed $150,000.00 for four years. In kind match services may be and not limited to Health Department essential services, Public transit services, public housing services, Police & Fire services, Community Development services, and or other services the City of Laredo might deem reasonable to provide to citizens with family court cases; and any other matters incident thereto.

XIV.31. Discussion with possible action to enter into an Agreement with the Laredo PONY Association for sponsorship in an amount not to exceed $60,000.00 of the 2024 Super Regional Baseball Tournament to be held from July 5 through July 7, 2024, and the South Zone Colt & Palomino Tournament Baseball Tournament to be held from July 17 to July 20, 2024, and World Series Bronco & Palomino Baseball Tournament to be held from July 25 to the 29, 2024. It is anticipated that over 80 teams will participate from throughout the United States, Mexico, Europe, and, Asia. Funding is available in the Convention and Visitor's Bureau Fund.
XIV.38. Consideration to award a construction contract to the lowest responsible, responsive bidder Capstone Industrial Services, LLC, Lake Jackson, TX, in an amount not to exceed $132,840.00 for FY24-ENG-23 CDBG Los Martinez Walking Trail Phase 1 project for the total base bid including a $10,000.00 contingency allowance. The construction contract time for the project is 60 working days. Funding is available in the Community Development Fund - 2020 and 2021 CDBG Grant Years.
XIV.40. Consideration for approval of amendment No. 2 an increase of $2,989,739.00 to the professional services contract with RS&H, Inc., San Antonio, Texas, for the Laredo International Airport Terminal Improvements Program. This amendment No. 2 is for design adjustments, construction administration and Periodic on-site observation services, construction materials testing services and direct expenses. Current professional services contract with this amendment is $6,406,480.00. Funding is available in Airport Construction Fund, FAA AIP Grant 102.
XIV.42. Consideration to award annual service contracts FY24-067, Outside Tire Repair Contract to the following vendors:
XIV.47. Authorization to reject a proposal for an MOU with the Rio Grande International Study Center (RGISC) for independent air monitoring at International Bridges Two and Three due to concerns regarding duplication of efforts with the Texas Commission on Environmental Quality (TCEQ).

XVII. RECESS AS THE LAREDO CITY COUNCIL AND CONVENE AS THE LAREDO MASS TRANSIT
XVII.65. Authorizing the City Manager to waive bus fares for all El Metro bus services on June 30, 2024, for the 19th Annual National "Dump the Pump" Day. El Metro is teaming up with transportation agencies nationwide to celebrate the 19th Annual National "Dump the Pump" Day on Sunday, June 30, 2024, by offering free rides on all El Metro transit mobility services we offer such as fixed-route services and the El Lift Paratransit services. The day is dedicated to raising community awareness whereas public transportation can save people money, promote walking ability, and reduce the harmful greenhouse gases emitted into our environment. El Metro Operations budget will be used for this event.

XIX.F.3. Discussion with possible action authorizing the City Manager to negotiate and execute a license agreement with Coca Cola and Osprey to initiate the Zacate Creek Litter Reduction Project, installing Litter capture devices and tactical cleanup along Zacate Creek and any other matters incident thereto.
XIX.C.2. Discussion with possible action addressing issues surrounding contractors who dig for fiber optic lines or any other utility and cause damage to existing underground utilities and any other matter incident thereto.
XIX.D.2. Discussion with possible action to pursue incentive packages that the City can offer to help recruit physicians in high demand specialties to Laredo in order to address the critical healthcare shortage and to work with the Laredo Economic Development Corporation’s (LEDC’s) Healthcare Committee in this effort, and any other matters incident thereto.
