XV. 57) F1. 1. Proudly recognizing the dedicated City of Laredo employees who played a vital role in the planning and coordination efforts to welcome and host The Wall That Heals—a three-quarter scale replica traveling exhibit of the Vietnam Veterans Memorial in Washington, D.C. Laredo was one of only thirty communities nationwide selected to showcase this meaningful exhibit. The Wall That Heals arrived on April 1, 2025, and was greeted with a community parade featuring local law enforcement, firefighters, schools, and veterans who escorted the exhibit to its display site at Uni-Trade Stadium. The exhibit was open to the public 24 hours a day from April 2 through April 6, offering the community a powerful opportunity to reflect and honor the service of over three million Americans who served in the Vietnam War, including the 58,281 men and women who made the ultimate sacrifice. During its stay, a series of ceremonies were held to commemorate the legacy and bravery of our veterans. The City of Laredo extends its heartfelt gratitude to the employees whose efforts ensured a successful and respectful presentation of this historic tribute.

X. 21. Authorizing the City Manager to execute Agreement with the Tax Increment Reinvestment Zone No. 1 Board of Directors, (hereinafter "TIRZ No. 1") relating to the design, development and implementation of the Transportation Alternative Set-Aside (TASA) Downtown Safe Sidewalk Improvement Project for Salinas Avenue.

A Resolution of the City Council of the City of Laredo, Texas authorizing the City Manager to submit a grant pre-application in the amount not to exceed $1,000,000.00 to The Economic Development Administration (EDA) for the 2025 Economic and Infrastructure Development (EID) Grant Program to support facility improvements to El Mercado building for the purpose of creating economic development programs and projects. Grant has a 20% matching requirement not to exceed $200,000.00. This notice of funding opportunity is on a reimbursement basis.
X. 46. Consideration to renew annual contract FY23-045 with Square E. Services LLC, Los Fresnos, Texas, in an amount of $875,000.00 to provide services in the maintenance of all the water treatment plants' SCADA monitoring and electrical controls under preventative maintenance and emergency response objectives. Pricing is based on a flat hourly rate for management, a technician, a system integrator, a journeyman electrician, and a professional engineer. All services will be secured on an as needed basis. The term of this contract shall be for a period of one year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. There was no price increase during the last extension period. This contract can be renewed one additional one-year extension period, upon mutual agreement of the parties.
