XV.82. Update with discussion and possible action on Ordinance No. 2021-O-152 Vacant Building Registration.

XIV. 34. Consideration for approval of the selection of the top ranked consultant for the RFQ FY25-ENG-19 Shiloh Bike Trails Improvements (Design-Build) Project; and authorization to negotiate a professional services contract. A total of (2) firms responded to the request for qualifications and presented before the evaluation committee on Wednesday, June 25, 2025. The committee recommends the selection of Nature Trails NC, LLC, Brevard, North Carolina. There is no financial impact at this time.
XV.83. Consideration and action on approving the proposed Plan of Finance, as presented by the City’s Financial Advisor, Estrada Hinojosa. The plan includes the issuance of various debt instruments, including Certificates of Obligation, Tax Notes, and Public Property Finance Contractual Obligations, to support funding for municipal projects and equipment.
XV.84. Status report with possible action by the Utilities Department on thewater, including but not limited to quality, infrastructure, level status, improvements, and any other matters incident thereto.
XIV.38. Motion to authorize the City Manager to enter into a developer agreement for property transfer and improvements with Murphy Oil USA, Inc. The City’s participation will include an estimated $50,000 in traffic improvement costs, which will be funded by the City of Laredo; and agreement is contingent upon Murphy Oil USA, Inc. acquiring fee simple title to the property and fulfilling all platting and permitting requirements as outlined. The property proposed for donation has an appraised value of $680,000. Funding will be available in General Fund-Engineering Traffic Department.

XIV.72. Authorizing the City Manager to award a contract for the Sombreretillo 12-Inch Forcemain Project and the Panamerican Lift Station Elimination Project to the sole bidder, Spiess Construction Company, Inc. of El Paso, Texas, in the amount of $5,223,775.00, for the provision of all necessary machinery, equipment, labor, supervision, and related appurtenances required for the projects. Funding for this project is available from the 2024 Sewer Revenue Bond.
