Recognition of United South High School administration and Ms. Martha Alvarez, Principal for earning an A-rating from the Texas Education Agency and ranking No. 1 in the state among comparable high schools, with a score of 93. United South High School stands as a model of excellence and achievement for Texas schools.
XIX.59. Recognizing Aaron Garza, an 8-year-old third grader at San Isidro Elementary School, for his acceptance into the National Math Stars program. Out of 6,000 applicants nationwide, Aaron was one of only 80 students selected, placing him in the top 0.2% of I-Ready math performers. He is the only student from UISD and Laredo to advance to the final stage.

II.2. A resolution of the City Council of the City of Laredo, Texas authorizing the City Manager to ratify acceptance of a grant agreement in the amount of $4,000,000.00 from the US Department of Transportation Federal Railroad Administration (FRA) , under the Consolidated Rail Infrastructure and Safety Improvement (CRISI) grant for the purpose of funding the preliminary planning, engineering and other work required for the subsequent applications for the grade crossing and grade separation improvements. Local match of $1,000,000.00 from Texas Mexican Railway Company and The Kansas City Southern Railway Company accepted via Resolution 2025-R-142. Grant Funding is on a reimbursement basis. Funding is available in the Capital Grants Fund.

XIV.25. Consideration to contract FY24-100 to sole bidder Coca Cola Southwest Beverages, Laredo, Texas for an amount not to exceed $264,160.00 for providing drinks for the detoxification department. The term of this contract is subject to future appropriations and will commence on October 1st, 2024 through December 31, 2026; contract shall be for 27 months period beginning the date of execution, with an option to renew for two additional years. Funding for this contract is available in the Detoxification budget.
XIV.43. Motion to nominate a Council Member/Person as the City of Laredo's candidate to serve for the Webb County Appraisal District Board of Directors 2026-2029 Year Term commencing on January 1, 2026 as per the passage of Senate Bill 2 of the 88th Legislature in 2023 and Section 6.03 of the Texas Property Tax Code. City Council will cast its 1,039 votes in any manner it wishes for those individuals listed on the ballot provided by the Chief Appraiser.
XIV.44. Consideration to award annual service contract FY25-068 with the most responsive/responsible bidder SPL, Inc. Broussard, LA in an annual amount up to $211,000.00 for a total contract value of $1,055,000.00 to provide laboratory analytical services for water and wastewater samples in accordance to Environmental Protection Agency (EPA) approved standard methods. Sample testing is done on a daily, monthly, quarterly, and annual basis. The term of this contract shall be for a period of two years beginning as of the date of its execution and is contingent upon the availability of appropriated funds. Term of the contract is for two years with three additional one year periods, upon mutual agreement of the parties. Funding is available in the Waterworks and Sewer System Funds.
