76. Recognizing Raymond & Tirza Martin High School Administration 25-C-162 and Principal Mr. Mario Mireles for being the only school in Laredo Independent School District and the City of Laredo to earn an “A” rating from the Texas Education Agency for the fourth consecutive year. In addition, we commend their 2025 distinction in Academic Achievement in Reading/Language Arts, Mathematics, and Science. These accomplishments reflect the dedication, vision, and leadership of Principal Mireles, as well as the tireless hard work of the entire Tigerland team. Martin High School’s achievements serve as a powerful reminder that through perseverance, pride, and “Ánimo”, we can continue to shape a brighter future for Laredo’s students and generations to come.

73. Discussion with possible action regarding the possibility of having the City hire professional feral hog trappers for areas that have large infestations of feral hogs which pose serious danger to residents and damage private property, and any other matters incident thereto.
25. A Resolution of the City Council of the City of Laredo, Texas, adopting the City of Laredo International Bridge Closure Policy. The City of Laredo operates and maintains multiple International Bridges (e.g., World Trade Bridge, Colombia - Solidarity Bridge, Juarez - Lincoln Bridge, and Gateway to the Americas Bridge) serving as critical points for commerce, pedestrians, and vehicular traffic. Temporary closures of these crossings may be necessary due to severe weather (e.g., freezing conditions, and black ice), safety hazards, security concerns, or other unforeseen circumstances. A formal policy will ensure consistent, transparent, and timely decision making, minimize disruptions, and protect public safety and economic interests, and authorizing the City Manager to execute all relevant documents, and any other matters incident thereto; providing for severability; and providing for an effective date.
26. A Resolution of the City Council of Laredo, Texas, authorizing a fee waiver for the Pit Kings event to be held at the Uni-Trade Stadium on November 14-15, 2025, and providing a fee waiver in an amount up to $8,000.00 through Community Support and Sponsorship Funds from participating Council Districts approved through motion at the October 6, 2025, Council Meeting, subject to the availability and allocation of funds by participating districts, and authorizing the City Manager to identify other appropriate funding sources, if required and subject to Council approval.
29. A Resolution of the City of Laredo, Texas, authorizing the City Manager to execute all necessary documents to purchase the Hamilton Apartments from Hamilton Housing Partners Ltd., A Texas limited partnership owned by the Laredo Housing Finance Corporation, its general partner. The property is located in Lot 1 and Lot 10, and the West 35.55 Feet of Lots 2 and 9, Block 73, Western Division, save and except those portions of Lots 1 and 2 described in volume 1527, page 134, real property records of Webb County, Texas, located at 815 Salinas Avenue, Laredo, Texas, and more particularly described and depicted in Exhibit “A.” The purchase price is the existing balance of a HUD note, executed on November 17, 2016, under project no. 115-11250, with an original value of $6,375,500.00 and an approximate current balance of $5,300,000.00 which includes accrued interest and applicable penalties. This is a HUD-Financed Multifamily Project, and the note is subject to a U.S. Department of Housing and Urban Development (HUD) Regulatory Agreement for Multifamily Projects. Funding is available in the Capital Improvement Fund. Providing for an effective date.
44. Consideration to award contract number FY25-087 to conduct a comprehensive salary, benefits, retirement, and operational study for the City of Laredo Professional Police and Fire uniformed personnel. The contract amount shall not exceed $225,000. Funding is available through Police and Fire accounts.
61. Staff report on current status of plan to improve city services related to online registration and payment systems, as directed through Council Item 25-C-113.
62. Discussion with possible action to accept and approve reports/reviews presented by Internal Audit.
