CONSENT AGENDA
43. Consideration to replace burned rental garbage truck for the total amount not to exceed $403,599.55 and use $414,490.22 to purchase equipment for a total of $818,089.77 Funding is available in the Solid Waste fund.
45. Consideration to select and negotiate RFQ professional 26-66 consulting services contract with the top score, Carollo Engineers, Inc., Dallas, TX, for an assessment and optimization study of the City’s surface water treatment plants. This assessment will evaluate the performance, efficiency, and condition of the Jefferson Street and El Pico Water Treatment Plants, with a focus on filter assessments, process optimization, reliability, and long-term capital planning for the Utilities Department. The contract term is for one year and is contingent upon annual budget appropriations. The firms that responded to the RFQ and their consensus scores were: 1. Carollo Engineers, Inc. - Score: 1 2. Garver, LLC - Score: 2 3. Ardurra - Score: 3 4. Freese and Nichols, Inc. - Score: 4 The Selection Committee recommends proceeding to scope refinement and fee negotiations with the highest‐ranked firm, Carollo Engineers, Inc. There is not financial impact at this time.
EXECUTIVE SESSION
62. Discussion with possible action regarding the final passing of a City resolution of support as motioned by Council on November 3rd 2025 in advocating for new state legislation that could lead to a Project Finance Zone (PFZ) designation with the state of Texas, which allows for municipalities to designate a three-mile zone centered around a convention center or arena in which growth in state hotel taxes collected within the zone would be rebated to the City for a 30-year period to pay for improvements to a convention center or arena, by working with Dean Senator Judith Zaffirini and State Representative Richard Raymond to file legislation for the 2027 Session that would allow Laredo to qualify for a PFZ designation in the future, and also have the City produce an economic impact study to strengthen the City’s case for one, and any other matters incident thereto
