Discussion with possible action regarding having the City support the exploration and advocacy for more Applied Behavior Analysis (ABA) therapy services in Laredo for children with Autism Spectrum Disorder (ASD), working with State, Federal and County partners, with presentation from local pediatricians, and any other matters incident thereto.

87. Authorizing the City Manager to renew the contract for the Collection of Delinquent Property Taxes and Other Charges with the firm Flores, Flores & Canales, PLLC in light of the impending expiration of the existing contract on September 30, 2026. The term of the contract will be the same as the current one, which is for three years, commencing October 1, 2026 and ending September 30, 2029, with a two year option to extend commencing on the first day after the expiration date of the previous term. Funding is available in General Fund-Tax Department.

48. Discussion with possible action to approve the proposed design as one of the official designs to be adopted and utilized by the City of Laredo for various municipal and community-related purposes.
50. A Resolution of the City of Laredo authorizing the City Manager to accept a grant from Texas Parks and Wildlife under the National Park Service for the Outdoor Legacy Partnership Grant Program 2023 (ORLP) in the amount of $3,799,996.00 with a required Non-Federal 1:1 match, for a total estimated project cost of $7,599,992.00 Grant funds will be used to improve existing trails and embankments along Zacate Creek, as well the development of newly extended trails, and improve recreational accessibility to surrounding neighborhoods. Matching funds will be derived from in-kind contributions of land, private donations, land value, 2019 Bond for $1,800,000.00 and $2,000,000.00 Webb County Match contingent upon County approval.
96. Consideration to award service contract RFB2026-045 to the lowest responsive/responsible bidder Murphy Pipeline Contractors, Sunrise, Florida, in the amount of $11,153,320.00 for the water line installation by pipe bursting and/or horizontal directional drilling (HDPE) for the Utilities Department. Estimated time for completion of this project is two hundred twenty (220) working days. Funding is available in the Waterworks Fund - 2024 Water Revenue Bond
