62. Presentation by Girl Scout Troop 91087 regarding Silver Award Project Proposal. Girl Scout Troop 91087 will present their proposed Silver Award project ideas to the Laredo City Council for consideration, feedback, and approval. The Cadette Girl Scouts are working toward completing their Silver Award, the highest award a Girl Scout Cadette can earn, by identifying a community need and developing a project that creates a lasting positive impact.

EXECUTIVE SESSION

45. Submission of the 2026 Certified Appraisal Roll from the Webb County Appraisal District for the development of the City's tax roll; acceptance of the Tax Rate Calculation Worksheets for the No-New-Revenue Tax Rate and Voter-Approval Tax Rate for Tax Year 2026; recommend to propose a tax rate of $0.506080 per $100 of value; setting a date for a Special City Council Meeting for the Public Hearing and Introductory Ordinance of the proposed tax rate. The meeting must be held on September 14, 15, 16, or 17 of 2026.

A Resolution requesting that U.S. Customs and Border Protection, the International Boundary and Water Commission, and members of the Texas Congressional Delegation reassess the current buoy deployment program along the Rio Grande through the appropriate federal review process, including an evaluation of its engineering, environmental, navigational, and operational impacts; a review of its performance during the recent flood event; and consideration of alternative strategies that achieve border security objectives while improving resilience, minimizing disruptions to international trade, and enhancing operational effectiveness, while continuing coordination with the City of Laredo regarding proposed future border wall construction in the Laredo sector.

57. Discussion with possible action to suspend the enforcement of the tree ordinance for existing businesses until the ordinance is reviewed and updated; and any other matters incident there to.
