45. Consideration to award contracts to the following artists and contractors for the Public Arts Program Projects in the estimated amounts
49. A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to ratify the submission of a grant application in the estimate amount of $11,100,000.00 to the U.S. Department of Justice for the funding of the FY2026 Model Cities Initiative (MCI). The City of Laredo will utilize this grant to fund salaries, fringe benefits, supplies, equipment, and technology. The expected grant performance will be for a period of three (3) years (36 months). No local match is required. No financial impact until the grant is awarded.
57. Consideration to authorize the City Manager to finalize and execute a Water Utility Service and Controlled Development Agreement with TDB World Industrial Park LLC and Webb County Municipal Utility District No. 1 for outside-city retail water service to World Logistics Park, including developer-funded infrastructure, applicable rates and fees, a four-year warranty and M&O evaluation period, future annexation, and any matters incident thereto; subject to approval as to form by the City Attorney.
58. A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager and/or his designee to accept the conveyance of a 15-foot Sanitary Sewer and Access Easement from N.D. Hachar Trust, et al., being a 0.2277-acre tract out of N.D. Hachar Trust, as recorded in Volume 3655, Pages 838-853, of the Webb County Deed Records; said easement having an estimated intangible asset value of $700.00; providing for an effective date.
73. Discussion with possible action to direct the City Manager to develop official protocols for use of Police Department Personnel outside of their regular duties to include an Executive Protection, Official Transportation, Cost Recovery, and Public Notification Policy in support of official governmental activities.
74. Discussion with possible action to receive an update regarding the status of the Rio Grande Flood Study, and any other matters incident thereto.

Discussion with possible action to direct the City Manager to conduct a feasibility study regarding the potential purchase of the recently closed Matias De Llano Elementary School from United Independent School District (UISD) and its potential conversion into a recreational center, community center, public library, and/or other community-serving facility; including an evaluation of acquisition and renovation costs, potential funding sources, and opportunities for partnership with UISD, Webb County, and other entities, subject to public input, and any other matters incident thereto.
