1. Presentation by Mayor Dr. Victor Trevino, providing general 26-1811 comments on city matters, upcoming initiatives, and other relevant updates for the Council and the public.

2. Discussion with possible action to adopt Chapter 3, “Council 26-1812 Meetings, Agendas, and Directives,” of the City of Laredo Council Governance Manual, establishing comprehensive procedures governing City Council meetings, agenda preparation and placement, public participation, meeting decorum, Council directives, and related administrative processes; directing the City Manager and City Attorney to prepare any necessary conforming amendments to the City Code, Council Priority Procedures, and other applicable policies; and any other matters incident thereto.

3. Discussion establishing a continuing policy for organizational 26-1886 efficiency, consolidation of complementary functions, improved utilization of City assets and facilities, and cost-effective delivery of municipal services; declaring the City Council's intent to consider certain departmental consolidations and realignments; supporting the creation and consolidation of certain administrative functions; providing for the evaluation of alternative service-delivery models; establishing a citywide facilities utilization framework; recognizing organizational consolidations previously authorized by the City Council; recognizing the respective legislative and administrative responsibilities of the City Council and City Manager; and providing for related matters.

4. Employment matter discussion and possible action pursuant to 26-1760 2.06 of the City Charter.

Consultation with outside legal counsel concerning the 26-1889 development of an ordinance establishing procedures and enforcement mechanisms for alleged violations of the City Charter, including procedures for complaints, investigation, notice and opportunity to respond, due process protections, determination of violations, appropriate remedies or sanctions authorized by law, conflicts of interest, and any matters incident thereto.
