52. Discussion with possible action to require Legacy Water Corporation, moving forward, to allow any willing and qualified landowner with available groundwater to participate in the City’s proposed secondary water supply projects, in order to increase competition and help secure the best possible water pricing for the public, and any matters related thereto.
53. Discussion with possible action to direct the City Manager to work with Webb County to pursue the creation of a Groundwater Conservation District for Webb County, including Laredo, to give our community representation in Groundwater Management Area 13 (GMA 13) and help protect and plan for our future groundwater supply, and any matters related thereto.
45. Consideration to authorize the City Manager to finalize and execute a Water Utility Service and Controlled Development Agreement with TDB World Industrial Park LLC and Webb County Municipal Utility District No. 1 for outside-city retail water service to World Logistics Park, including developer-funded infrastructure, applicable rates and fees, a four-year warranty and M&O evaluation period, future annexation, and any matters incident thereto; subject to approval as to form by the City Attorney.

Consideration to approve the selection of Hachar Media, Laredo, TX for contract FY26-071 Advertising Services Concession at the Laredo International Airport, and authorization to enter into negotiations with Hachar Media for a Terminal Advertising Concession Agreement. There is no financial expenditure impact for the selection and negotiation of this agreement
55. Consideration to support and participate in Wreaths Across America on December 19, 2026, to honor and remember the men and women who have served our nation by placing wreaths on veterans' graves and any other matters incident thereto.
61. Discussion with possible action regarding the continuation of the City of Laredo’s street maintenance and pavement preservation program initiated during the previous fiscal year, including identifying available funding sources, such as eligible prior Certificates of Obligation or other available funds, for preventative street maintenance and pavement preservation treatments intended to extend the useful life of existing roadways; and any other matters incident thereto.

CONSENT AGENDA
19. A Resolution adopting the City of Laredo State Legislative Agenda for the 90th Legislative Session of the Texas Legislature. The agenda provides generalized direction and guides the city's advocacy with legislators and agencies.
40. A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to ratify the submission of a grant application in the estimate amount of $11,100,000.00 to the U.S. Department of Justice for the funding of the FY2026 Model Cities Initiative (MCI). The City of Laredo will utilize this grant to fund salaries, fringe benefits, supplies, equipment, and technology. The expected grant performance will be for a period of three (3) years (36 months). No local match is required. No financial impact until the grant is awarded.
