This grant is accounted for in Fund 223- Financial Task Force. 2015-0-168 An Ordinance Amending Chapter 19 (Motor Vehicles and Traffic)ofthe Code of Ordinances of the City of Laredo, by Amending Section 19-1 (Definitions) to include six new definitions: "Agricultural Equipment," "Commercial Motor Vehicle," "Overnight," "Semitrailer," "Trailer," and "Truck Tractor," by Amending Article VIII (stopping, standing or parking) to add a new subsection (I) to section 19-347(a)(1) to prohibit overnight parking of certain commercial vehicles and trucks on public streets; and adding a new subsection (13) to section 19-350(a) authorizing the impoundment of certain commercial vehicles and trucks in violation hereof; providing that this ordinance shall be cumulative; providing a 6 severability clause; providing a savings clause; providing a penalty clause; providing for publication; and providing an effective date. 2015-0-169 Authorizing the City Manager to exercise the first renewal option for a lease agreement of three (3) years, by and between The Laredo Transit Management, Inc., (Lessor) and The City of Laredo Police Department (Lessee) for the lease of 1,732 square feet of building space plus an additional 949.61 square feet; for a total of 2,681.61 square feet, located in the same area on the second floor west wing of the Laredo Transit Center, 1301 Farragut St. The rate per square foot is $.6920, for a total monthly sum of $1,855.67, commencing on December 1, 2015. The prorated share cost of 25% of the electric bill and the rental fee of $30.00 per month for Parking will remain the same. In addition, 25% of the water bill will be added to the contract. All other terms of the agreement will remain the same. 2015-0-170 Authorizing the City Manager to enter into a lease agreement by and between Laredo Transit Management, Inc., (Lessor) and the City of Laredo Department of Community Development, (Lessee) for the leased building space at the Laredo Transit Center located at 1301 Farragut Street, of 6,628 square feet, second and third floors (East); for a term of three (3) years commencing on December 1, 2015. The monthly sum is $4,586.58 ($.6920 per square foot). The prorated share cost of 20% of the electric and water bills and all other terms of the agreement will remain the same.

The City of Laredo will match $8,064.00 for a total grant amount of $33,264.00. This grant is to pay overtime for officers in order to increase enforcement to arrest individuals driving under the influence of a controlled substance. 14. 2015-R-111 Authorizing and approving a Tax Abatement Agreement between the City of Laredo and Mastronardi Produce-USA, Inc., in accordance with authorized guidelines and criteria and established reinvestment zone. This Agreement will be for a five (5) year period and will abate taxes on new improvements for the purpose of economic development and the creation of jobs. The amount of taxes abated depends on the number of jobs created and the amount of investment. Mastronardi Produce-USA, Inc. is representing that they will create a total of sixty (60) new permanent full time jobs and invest $5,500,000.00 in real and personal property improvements at their facility located at 1130 Black Diamond Circle in the International Commerce Center. Based on these representations, the total five (5) year abatement is expected to be $39,812.50. The guidelines and criteria for the abatement are set forth in the attached agreement and exhibits. District VII 16. 2015-R-114 Consideration to grant fee waivers and a Tax Abatement Agreement between the City of Laredo and Adolfo Carrasco for the residential property located at 2401 Lane St., being Lot 1A, Block 1403 Eastern Division. The proposed residential property eligible for property tax abatement includes the new construction of a 4,632 sq. ft. structure in the total amount of $559,339.27 which is equal to or in excess of 20% of the Base Value of the property in accordance with authorized guidelines and criteria established for the Neighborhood Empowerment Zone (NEZ). This agreement will be for a five (5) year period and will consist of an estimated annual tax abatement total of $2,885.61 and estimated total fee waiver of $2,379.00 based on capital investment for the purpose of economic development. Guidelines and criteria for the agreement are set forth in the attached agreement and information. District III 17. 2015-R-115 Consideration to grant fee waivers and a Tax Abatement Agreement between the City of Laredo and Maria de los Angeles Rodriguez for the residential property located at 2604 Santa Maria Ave., being Lot 5, Block 566 Western Division. The proposed residential property eligible for property tax abatement includes an addition of a 1,631 sq. ft. structure in the total amount of $107,375.00 which is equal to or in excess of 20% of the Base Value of the property in accordance with authorized guidelines and criteria established for the Neighborhood Empowerment Zone (NEZ). This agreement will be for a five (5) year period and will consist of an estimated annual tax abatement total of $425.68 and estimated total fee waiver of $733.20 based on capital investment for the purpose of economic development. Authorizing the City Manager to conduct a public sale of airport non-aeronautical use land located at the Laredo International Airport also known as Building No. 55 consisting of approximately 8, 640 square feet and situated on an approximate 32,552 square feet, more or less, tract of land out of Block No. 10 of the Subdivision Plat of the Laredo Airport, as recorded in vol.5, page 1, Webb County Plat Records (W.C.P.R.) in the City of Laredo, Webb County, Texas more specifically located at 4818 Thomas Avenue. 19. Consideration to authorize the purchase of three (3) vehicles for the Airport Division from Silsbee Ford, Silsbee, Tx., in the amount of $77,861.50. The purchase of these vehicles shall be made utilizing the BuyBoard Cooperative Purchasing Program. Funding is available in the Airport Operations Fund. 20. Consideration to award contract FY16-012 for the purchase of motor vehicles requested by City departments to the following low bidders: 1. Sames Motor Co., Laredo, Texas is being awarded Section 2; Section 271.9051 (b) (2) of the Texas Local Government Code allows for an award to a bidder whose principal place of business is in the municipality if the governing body of the municipality, in writing, determines that the local bidder offers the municipality the best combination of contract price and additional economic development opportunities for the municipality created by the contract award, including the employment of residents of the municipality and increased tax revenues to the municipality. Funding is available from 2015 Capital Outlay Bond Proceeds and department operational budget. 21. Authorizing the City Manager to enter into multiple contracts and award 2015 Emergency Solutions Grant (ESG) Program Funds made available by the U.S. Department of Housing and Urban Development in the total amounts of: 1. $265,400.00 to Bethany House of Laredo, Inc., for Bethany House Shelter Complex shelter operations, provision of Essential Services, Street Outreach Services, Homelessness Prevention Assistance, Rapid Re-Housing Assistance, and Homeless Management Information System (HMIS) administrative services; and 2. $27,900.00 to Casa De Misericordia (CASA) for operation of their shelter. 22. Authorizing the City Manager, in support of the City of Laredo International Airport FAR Part 150 Airport Residential Noise Mitigation Program, to award a contract for professional engineering and consulting services to W.D. Schock Company of Nashville TN, in the amount of $648,029.00 to develop Phase X Sound Insulation Program Implementation Guidelines mandated by FAA, evaluate dwellings, implement interior noise level sound testing, provide construction plans, bid review and construction oversight for all eligible residential units in Phase X. Funding is available under Federal 10 Aviation Administration, (FAA) AirPort Improvement Projects (AIP), Grant No. 78. 23. Authorizing staff to acquire the "Surface Only" of two (2) parcels of land not to exceed the amount of $20,000.00 plus supplement costs. Property owners are Mr. Carlos Fernandez, Robert Antonio Fernandez, Ricardo Fernandez and the late Roberto Fernandez III. Consideration for approval of the City of Laredo Municipal Housing Elderly Rental Housing Complex located at 620 Santa Rita Avenue as complete, release of retainage and approval of final payment in the amount of $25,257.12 to ALC Construction, Inc., Laredo, Texas. Consideration for approval of the CDBG El Eden Multipurpose Field Improvements as complete, release of retainage and approval of final payment in the amount of $8,832.92 to ALC Construction, Inc., Laredo, Texas. Consideration for approval of the selection of consultant LAN, Inc. based on Request for Qualifications (RFQ) received and authorizing the City Manager to negotiate a contract for services for the enrollment of the City of Laredo into the National Flood Insurance Program (NFIP) Community Rating System (CRS). Enrollment will translate into an estimated savings of $165,000.00 per year for the community. Funding is available in the Environmental Services Stormwater Improvement Fund. 30. Consideration to authorize the purchase of three (3) 60" riding mowers from John Deere Government & National Sales, Cary, North Carolina in the total amount $ 57,851.13 for the Public Works Department. The purchase of this equipment shall be made utilizing the BuyBoard Cooperative Purchasing Program. Funding is available in the Environmental Department Fund. 31. Consideration to renew annual supply contract number FY15-008 to Vulcan Construction Materials L.P., San Antonio, Texas in an amount up to $298,050.00 for the purchase of crushed limestone rock asphalt, type I, grade AA. The term of this contract shall be for a one (1) year period. There will be no price increase during this extension period. All materials are purchased on an as needed basis utilizing the Public Works Department and construction project budgets. 32. Consideration to renew contract FY15-006 to MG Landscaping, Laredo, Texas, in an amount up to $65,000.00 for lawn and landscaping repairs caused by utility repairs. This contract is based on square and linear footage rates and when needed a licensed irrigator; plus any landscaping materials. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. There will be no price increase during this 12 extension period. Funding is available in the Water and Sewer Fund. 33. Consideration to renew the existing annual service contract FY14-019 with Andy's Auto Air & Supplies, Inc., Laredo, Texas in amount up to $60,000.00 for air conditioning system repairs for the City's medium and heavy duty trucks and construction equipment for the Fleet Department. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. All services will be secured on an as needed basis. There will be no price increase during this extension period. This is the last extension period for this contract. Funding is available in the Fleet Maintenance Budget. 34. Authorizing the City Manager to execute a contract with Park Place Recreation Designs, Inc., for the purchase and installation of a playground for Seven Flags Park in the amount of $57,794.00, This purchase is through the BuyBoard Cooperative Purchasing Program's Contract Pricing, Contract 423-13. Funding is available in the Community Development Block Grant 39th Action Year. 35. Consideration to award a two (2) year contract from the sole provider Security Wave, Laredo, TX for the monitoring services of GPS units for various City departments. Contract amount is for an estimated annual amount of $60,000.00. All monitoring services will be secured on an as needed basis. This contract establishes a monthly recurrent fee of $29.99 per unit per month for the monitoring of the GPS systems. The term of this contract shall be for a period of two (2) years and subject to future appropriations. Funding is available in various City Departments budget. 36. Consideration to award a contract to Siddons-Martin Emergency Group, Denton, Texas in the amount of $ 476,954.00 through the Houston Galveston Area Council of Governments (H-GAC) - Cooperative Purchasing Program, for the purchase of two (2) medium duty ambulances. These ambulances are replacement units which will be located at Fire Station #2 on 2100 Zacatecas and Station #11 on 5210 HWY 359. LF Enterprises, Laredo, Texas is being awarded Section 1; Section 271.9051 (b) (2) of the Texas Local Government Code allows for an award to a bidder whose principal place of business is in the municipality if the governing body of the municipality, in writing, determines that the local bidder offers the municipality the best combination of contract price and additional economic development opportunities for the municipality created by the contract award, including the employment of residents of the municipality and increased tax revenues to the municipality. Funding is available within the various city departments budget. 38. Consideration to authorize the purchase of passenger terminal seating from Arconas, Mississauga, Ontario, Canada, in the total amount $ 244,354.17 for the Airport Department. The purchase of this equipment shall be made utilizing the State of Texas - TXMAS Cooperative Contract Pricing Program. Funding is available in the 2016 Airport Construction Fund. 39. Consideration to renew the annual contracts FY13-021 for the purchase of tractor and heavy equipment tires currently awarded to: 1. Southern Tire Mart, L.L.C., Dallas, Texas, in an amount up to $106,250.00; and 2. GCR Tire Centers, Nashville, Tennessee, in an amount up to $50,000.00. The contract increase is due to additional City utilization. Contracts are currently awarded to a primary and secondary vendor in order to provide the City of Laredo with a supply of tires. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. All tires will be secured on an as needed basis. There will be a 2% increase being proposed by the primary vendor Southern Tire Mart. There will be no price increase from GCR Tire Centers. Funding is available in the Fleet Maintenance Budget. 14 40. Authorizing the City Manager to approve Amendment No. 3 to Terracon Consultants, Inc., in the amount of $18,340.00 for additional testing services required for the South Laredo Wastewater Treatment Plant 6.0 MGD Expansion Project including the perimeter road by Public Works. The new contract amount is $305,400.00 Funding is available in the 2010 Sewer Revenue Bond. 41. Consideration for approval of the selection of engineering consultants LNV, Inc. based on Request For Qualifications (RFQ) received and authorizing the City Manager to negotiate a contract to prepare a study, recommendations for improvements, and design plans and specifications of approved recommendations for the SCADA (Supervisory Control and Data Acquisition) and AMI (Advanced Meter Infrastructure) Communications. Funding is available in the 2015 Water Revenue Bond account. 42. Authorizing the City Manager to award an Architectural and Engineering Services contract in the amount of $96,975.00 to Sepulveda Associates Architects, Inc., Laredo, Texas for the design, technical drawings, bidding documents, specifications, construction administration services with production printing, and as-built for the South Laredo Waste Water Treatment Plant Administration Building. Funding is available in the 2013 Sewer Revenue Bond. 43. Authorizing the City Manager to award a contract to Insituform Technologies, Inc., Houston, Texas through the Buy Board Cooperative Purchasing Program's contract pricing in the amount of $636,415.00 for the pipe rehabilitation of 3,510 LF of the 24" sanitary sewer interceptor located on the west side of IH-35 from Manadas Creek to Mines Road. The sewer interceptor has major deterioration throughout the proposed pipe length. This project consist of lining the pipe with anti-corrosive material which will prevent sewer interruptions and stop infiltration of ground water. Funding is available in the 2008 B Combination Tax & Revenue Bond. 44. Consideration for acceptance of project, approval of final payment amounting to $113,914.82, and release of retainage amounting to $626,987.28 for a total sum of $740,902.10 for a total contract amount of $15,788,596.71 to Mountain Cascade of Texas LLC, Mansfield, Texas for the 60 inch Transmission Main Project. Work has been completed and improvements are in service, final documentation is pending to be submitted by the contractor, check will not be released until all contract requirements are fulfilled by Mountain Cascade of Texas LLC. 2015-R-113 Authorizing and approving a Tax Abatement Agreement between the City of Laredo and Kas Holdings, LLC, in accordance with authorized guidelines and criteria and established reinvestment zone. This Agreement will be for a five (5) year period and will abate taxes on new improvements for the purpose of economic development and the creation of jobs. The amount of taxes abated depends on the number of jobs created and the amount of investment. Kas Holdings, LLC, is representing that they will create a total of seventy (74) new full time jobs and invest $6,000,000.00 in real and personal property improvements at their new facility to be located along the Mines Road. Based on these representations, the total five (5) year abatement is expected to be $39,812.50. The guidelines and criteria for the abatement are set forth in the attached agreement and exhibits. Consideration for approval to award a design/build contract to Sunset Pools, Inc., Laredo, Texas, in association with Aquatic Excellence, Georgetown, Texas, and Williams Architects/Aquatics, Itasca, IL. in the amount of $1,169,181.30 for the Neighborhood Recreational Swimming Pool (5,330 S.F.) at Bartlett Avenue Soccer Field Complex with equipment building and restroom facilities and miscellaneous amenities located at 6002 Thomas Avenue. This grant is accounted for in Fund 223- Financial Task Force. 2015-0-168 An Ordinance Amending Chapter 19 (Motor Vehicles and Traffic)ofthe Code of Ordinances of the City of Laredo, by Amending Section 19-1 (Definitions) to include six new definitions: "Agricultural Equipment," "Commercial Motor Vehicle," "Overnight," "Semitrailer," "Trailer," and "Truck Tractor," by Amending Article VIII (stopping, standing or parking) to add a new subsection (I) to section 19-347(a)(1) to prohibit overnight parking of certain commercial vehicles and trucks on public streets; and adding a new subsection (13) to section 19-350(a) authorizing the impoundment of certain commercial vehicles and trucks in violation hereof; providing that this ordinance shall be cumulative; providing a 6 severability clause; providing a savings clause; providing a penalty clause; providing for publication; and providing an effective date. 2015-0-169 Authorizing the City Manager to exercise the first renewal option for a lease agreement of three (3) years, by and between The Laredo Transit Management, Inc., (Lessor) and The City of Laredo Police Department (Lessee) for the lease of 1,732 square feet of building space plus an additional 949.61 square feet; for a total of 2,681.61 square feet, located in the same area on the second floor west wing of the Laredo Transit Center, 1301 Farragut St. The rate per square foot is $.6920, for a total monthly sum of $1,855.67, commencing on December 1, 2015. The prorated share cost of 25% of the electric bill and the rental fee of $30.00 per month for Parking will remain the same. In addition, 25% of the water bill will be added to the contract. All other terms of the agreement will remain the same. 2015-0-170 Authorizing the City Manager to enter into a lease agreement by and between Laredo Transit Management, Inc., (Lessor) and the City of Laredo Department of Community Development, (Lessee) for the leased building space at the Laredo Transit Center located at 1301 Farragut Street, of 6,628 square feet, second and third floors (East); for a term of three (3) years commencing on December 1, 2015. The monthly sum is $4,586.58 ($.6920 per square foot). The prorated share cost of 20% of the electric and water bills and all other terms of the agreement will remain the same.

This grant is to pay overtime for officers in order to increase enforcement to arrest individuals driving under the influence of a controlled substance. 14. 2015-R-111 Authorizing and approving a Tax Abatement Agreement between the City of Laredo and Mastronardi Produce-USA, Inc., in accordance with authorized guidelines and criteria and established reinvestment zone. This Agreement will be for a five (5) year period and will abate taxes on new improvements for the purpose of economic development and the creation of jobs. The amount of taxes abated depends on the number of jobs created and the amount of investment. Mastronardi Produce-USA, Inc. is representing that they will create a total of sixty (60) new permanent full time jobs and invest $5,500,000.00 in real and personal property improvements at their facility located at 1130 Black Diamond Circle in the International Commerce Center. Based on these representations, the total five (5) year abatement is expected to be $39,812.50. The guidelines and criteria for the abatement are set forth in the attached agreement and exhibits. District VII 16. 2015-R-114 Consideration to grant fee waivers and a Tax Abatement Agreement between the City of Laredo and Adolfo Carrasco for the residential property located at 2401 Lane St., being Lot 1A, Block 1403 Eastern Division. The proposed residential property eligible for property tax abatement includes the new construction of a 4,632 sq. ft. structure in the total amount of $559,339.27 which is equal to or in excess of 20% of the Base Value of the property in accordance with authorized guidelines and criteria established for the Neighborhood Empowerment Zone (NEZ). This agreement will be for a five (5) year period and will consist of an estimated annual tax abatement total of $2,885.61 and estimated total fee waiver of $2,379.00 based on capital investment for the purpose of economic development. Consideration for approval of the selection of consultant LAN, Inc. based on Request for Qualifications (RFQ) received and authorizing the City Manager to negotiate a contract for services for the enrollment of the City of Laredo into the National Flood Insurance Program (NFIP) Community Rating System (CRS). Enrollment will translate into an estimated savings of $165,000.00 per year for the community. Funding is available in the Environmental Services Stormwater Improvement Fund. 30. Consideration to authorize the purchase of three (3) 60" riding mowers from John Deere Government & National Sales, Cary, North Carolina in the total amount $ 57,851.13 for the Public Works Department. The purchase of this equipment shall be made utilizing the BuyBoard Cooperative Purchasing Program. Funding is available in the Environmental Department Fund. 31. Consideration to renew annual supply contract number FY15-008 to Vulcan Construction Materials L.P., San Antonio, Texas in an amount up to $298,050.00 for the purchase of crushed limestone rock asphalt, type I, grade AA. The term of this contract shall be for a one (1) year period. There will be no price increase during this extension period. All materials are purchased on an as needed basis utilizing the Public Works Department and construction project budgets. 32. Consideration to renew contract FY15-006 to MG Landscaping, Laredo, Texas, in an amount up to $65,000.00 for lawn and landscaping repairs caused by utility repairs. This contract is based on square and linear footage rates and when needed a licensed irrigator; plus any landscaping materials. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. There will be no price increase during this 12 extension period. Funding is available in the Water and Sewer Fund. 33. Consideration to renew the existing annual service contract FY14-019 with Andy's Auto Air & Supplies, Inc., Laredo, Texas in amount up to $60,000.00 for air conditioning system repairs for the City's medium and heavy duty trucks and construction equipment for the Fleet Department. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. All services will be secured on an as needed basis. There will be no price increase during this extension period. This is the last extension period for this contract. Funding is available in the Fleet Maintenance Budget. 34. Authorizing the City Manager to execute a contract with Park Place Recreation Designs, Inc., for the purchase and installation of a playground for Seven Flags Park in the amount of $57,794.00, This purchase is through the BuyBoard Cooperative Purchasing Program's Contract Pricing, Contract 423-13. Funding is available in the Community Development Block Grant 39th Action Year. 35. Consideration to award a two (2) year contract from the sole provider Security Wave, Laredo, TX for the monitoring services of GPS units for various City departments. Contract amount is for an estimated annual amount of $60,000.00. All monitoring services will be secured on an as needed basis. This contract establishes a monthly recurrent fee of $29.99 per unit per month for the monitoring of the GPS systems. The term of this contract shall be for a period of two (2) years and subject to future appropriations. Funding is available in various City Departments budget. 36. Consideration to award a contract to Siddons-Martin Emergency Group, Denton, Texas in the amount of $ 476,954.00 through the Houston Galveston Area Council of Governments (H-GAC) - Cooperative Purchasing Program, for the purchase of two (2) medium duty ambulances. These ambulances are replacement units which will be located at Fire Station #2 on 2100 Zacatecas and Station #11 on 5210 HWY 359. The anticipated delivery is expected within 10 to 11 months of order date. Funding is available in 2015 CO Bond. 37. Consideration to renew the annual contracts FY13-021 for the purchase of tractor and heavy equipment tires currently awarded to: 1. Southern Tire Mart, L.L.C., Dallas, Texas, in an amount up to $106,250.00; and 2. GCR Tire Centers, Nashville, Tennessee, in an amount up to $50,000.00. The contract increase is due to additional City utilization. Contracts are currently awarded to a primary and secondary vendor in order to provide the City of Laredo with a supply of tires. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. All tires will be secured on an as needed basis. There will be a 2% increase being proposed by the primary vendor Southern Tire Mart. There will be no price increase from GCR Tire Centers. Authorizing the City Manager to approve Amendment No. 3 to Terracon Consultants, Inc., in the amount of $18,340.00 for additional testing services required for the South Laredo Wastewater Treatment Plant 6.0 MGD Expansion Project including the perimeter road by Public Works. Consideration for approval of the selection of engineering consultants LNV, Inc. based on Request For Qualifications (RFQ) received and authorizing the City Manager to negotiate a contract to prepare a study, recommendations for improvements, and design plans and specifications of approved recommendations for the SCADA (Supervisory Control and Data Acquisition) and AMI (Advanced Meter Infrastructure) Communications. Funding is available in the 2015 Water Revenue Bond account. 42. Authorizing the City Manager to award an Architectural and Engineering Services contract in the amount of $96,975.00 to Sepulveda Associates Architects, Inc., Laredo, Texas for the design, technical drawings, bidding documents, specifications, construction administration services with production printing, and as-built for the South Laredo Waste Water Treatment Plant Administration Building. Funding is available in the 2013 Sewer Revenue Bond. 43. Authorizing the City Manager to award a contract to Insituform Technologies, Inc., Houston, Texas through the Buy Board Cooperative Purchasing Program's contract pricing in the amount of $636,415.00 for the pipe rehabilitation of 3,510 LF of the 24" sanitary sewer interceptor located on the west side of IH-35 from Manadas Creek to Mines Road. The sewer interceptor has major deterioration throughout the proposed pipe length. This project consist of lining the pipe with anti-corrosive material which will prevent sewer interruptions and stop infiltration of ground water. Funding is available in the 2008 B Combination Tax & Revenue Bond. 44. Consideration for acceptance of project, approval of final payment amounting to $113,914.82, and release of retainage amounting to $626,987.28 for a total sum of $740,902.10 for a total contract amount of $15,788,596.71 to Mountain Cascade of Texas LLC, Mansfield, Texas for the 60 inch Transmission Main Project. Work has been completed and improvements are in service, final documentation is pending to be submitted by the contractor, check will not be released until all contract requirements are fulfilled by Mountain Cascade of Texas LLC. 2015-R-113 Authorizing and approving a Tax Abatement Agreement between the City of Laredo and Kas Holdings, LLC, in accordance with authorized guidelines and criteria and established reinvestment zone. This Agreement will be for a five (5) year period and will abate taxes on new improvements for the purpose of economic development and the creation of jobs. The amount of taxes abated depends on the number of jobs created and the amount of investment. Kas Holdings, LLC, is representing that they will create a total of seventy (74) new full time jobs and invest $6,000,000.00 in real and personal property improvements at their new facility to be located along the Mines Road. Based on these representations, the total five (5) year abatement is expected to be $39,812.50. The guidelines and criteria for the abatement are set forth in the attached agreement and exhibits. Consideration for approval to award a design/build contract to Sunset Pools, Inc., Laredo, Texas, in association with Aquatic Excellence, Georgetown, Texas, and Williams Architects/Aquatics, Itasca, IL. in the amount of $1,169,181.30 for the Neighborhood Recreational Swimming Pool (5,330 S.F.) at Bartlett Avenue Soccer Field Complex with equipment building and restroom facilities and miscellaneous amenities located at 6002 Thomas Avenue. Contract time is one hundred fifty (150) calendar days (5 months). Funding is available in the 2009 CO, 2010 CO, 2014 CO, and 2015 CO.

Authorizing the City Manager to accept and execute the United States Department of Transportation (DOT), Federal Transit Administration (FTA) Grant No. TX-90-Y080-01, Section 5307 in the amount of $546,161.00 for Fiscal Year 2015 to be used for Operating Assistance, Capital Preventive Maintenance, and Transit Improvements. This amount is the remaining balance of the "Full Apportionment" for Fiscal Year 2015 for a total amount of $3,268,008. The local match is available from the Transit Sales Tax.
Consideration for approval to reject all bids received for the El Metro Operations and Maintenance Building Roof Replacement and Building Improvements since all four bids failed to comply with multiple required Federal Transit Administration (FTA) contract requirements, and approval to re-bid the project.
