Citizen comments Citizens are required to fill out a witness card and submit it to the City Secretary no later than 5:45 p.m. and identify themselves at the microphone. Comments are limited to three (3) minutes per speaker. No more than three (3) persons will be allowed to speak on any side of an issue. Discussion with possible action to direct the City Manager to negotiate and bring to fruition an agreement with Mines Road Development Ltd., for the construction of infrastructural improvements in the Mines Road area from approximately Cerralvo Dr. to Zebra Dr. for purposes of enhancing traffic connectivity and circulation in that general area.

Authorizing the City Manager to approve a sublease for a portion of Hangar 1307, consisting of 3,810 square feet on the leased premises approved by Ordinance No. 2004-O-184 dated August 02, 2004 between the City of Laredo as LESSOR and Ronny Salamon, d/b/a Avionics Services International, as LESSEE located at 4400 Maher, at the Laredo International Airport, said lease provides for the right to sublease subject to City approval, which approval shall not be unreasonably withheld. Amending Chapter 7 of the Code of Ordinances of the City of Laredo by adopting Chapter 11 of the 2015 edition of the International Residential Code (IRC), 1. adopting the 2015 edition of the International Energy Conservation Code (IECC), 2. repealing all ordinances and/or parts of ordinances in conflict therewith; providing for publication and effective date. 17. An Ordinance approving the adoption of a pet policy agreement for all single-family units managed on behalf of the City of Laredo Airport's Federal Acquisition Regulation (FAR) Part 150 Noise Compatibility Program and the Jose A. Flores Duplexes located at the Old Air Force Base; setting forth the terms and conditions by which tenants shall be allowed to keep a maximum of two (2) pets per leased unit; establishing non-refundable one hundred ($100.00) dollar security deposit fee effective October 1, 2016; prescribing other miscellaneous requirements for administration and enforcement of the agreement; providing for indemnification of the Laredo Municipal Housing, its agents, and employees; and providing for an effective date. Funds will be used for the purchase of needed equipment. 32. 2016-O-089 Authorizing the City Manager to accept and enter into contract with the Department of State Health Services (DSHS) Office of Border Health, to conduct disease self management and chronic disease prevention and amending the FY 2015-2016 budget by appropriating additional revenues and expenditures in the amount of $60,000.00, and amending the FY 2015-2016 Full Time Equivalent (FTE) listing by adding one (1) Nutritionist, R36 position for the term from May 1, 2016 through August 31, 2016 and renewable three (3) more years contingent on funding availability.
RESOLUTIONS 33. 2016-R-88 Amending Resolution #2016-R-64 by adding one (1) additional memorandum of understanding to the list of cooperative working agreements/mutual assistance agreements/memorandums of understanding between the City of Laredo Police Department and various federal, state and local agencies, including but not limited to: Drug Enforcement Administration (DEA), Federal Bureau of Investigations (FBI), SCAN, et al., a comprehensive list is attached hereto as “Exhibit A”. The Police Department’s participation is part of the community service provided to our citizens, with no cost to the City of Laredo. 34. 2016-R-93 Resolution authorizing the consolidation of the Scott-Sanchez Street Railroad Grade Separation Study (CSJ #0922-33-105) with TxDOT contract No. 83-5IDP5050 for a broader study to include the Union Pacific rail corridor.
MOTIONS MOTIONS 35. Adopting a schedule of hearings and proceedings for voluntary annexation for calendar year 2016. 36. Approving monthly adjustments to the tax roll. The proposed residential property eligible for property tax abatement includes a single family residence of 840 sq. ft. in the total amount of $ 41,822.69 which is equal to or in excess of 20% of the Base Value of the property in accordance with authorized guidelines and criteria established for the Neighborhood Empowerment Zone (NEZ). This agreement will be for a five (5) year period and will consist of an estimated annual tax abatement total of $266.41 and estimated total fee waiver of $349.05 based on capital investment for the purpose of economic development. Guidelines and criteria for the agreement are set forth in the attached agreement and information. 43. 2016-R-91 Consideration to grant fee waivers and a tax abatement agreement between the City of Laredo and Hugo Seca for a Multi-family project located at 102 Rosario St., being Lot 7C Block 87 Eastern Division. The proposed Multi-family project eligible for property tax abatement includes three (3) new apartment units of 1,946 sq. ft. in the total amount of $150,271.32 which is equal to or in excess of 20% of the Base Value of the property in accordance with authorized guidelines and criteria established for the Neighborhood Empowerment Zone (NEZ). This agreement will be for a five (5) year period and will consist of an estimated annual tax abatement total of $957.23 and estimated total fee waiver of $900.90 based on capital investment for the purpose of economic development. Guidelines and criteria for the agreement are set forth in the attached agreement and information. XII (b) MOTIONS 44. Authorizing the City Manager, in support of the City of Laredo International Airport (FAR) Part 150 Airport Residential Sound Reduction Program, to award a contract for professional engineering and consulting services to W.D. Schock Company of Nashville TN. in the amount of $1,507,093,00. to implement sound testing, design services and noise reduction studies and construction oversight for Phase 11 of residential sound insulation noise mitigation program improvements. Funding is available under Federal Aviation (FAA) Administration Airport Improvement Projects (AIP), Grants No. 78. 13 45. Consideration for approval of Amendment no. 3, an increase of $44,254.00 to the professional services contract with Lockwood, Andrews & Newnam, Inc., Dallas, Texas, for the Laredo International Airport Security System Improvements. Due to contractor’s delays, consultant required additional professional service time for coordination with contract, city staff, and inspector in order to bring the project to completion. Payment to be made from liquidated damages assessed to the contractor. Current contract amount with this amendment is $344,911.00. Funding is available in the Airport Construction Fund – FAA Grant No. 76. 46. Consideration for approval of the selection of Crane Engineering Corporation, Laredo, Texas for the International Boulevard at San Isidro Parkway - Roundabout for design, preparation of plans and specifications, and authorization to negotiate a professional services contract. There will be no financial impact and this item will be presented to Council again once consultant is selected and fee is negotiated. 47. Consideration for approval of the selection of TEC Engineers & Consultants, Inc., Laredo, Texas for the Meadow Avenue and Saunders (US 59) – Northbound Right-Turn Lane for design, preparation of plans and specifications, and authorization to negotiate a professional services contract. There will be no financial impact and this item will be presented to Council again once consultant is selected and fee is negotiated. 48. Consideration for approval of the selection of Seca Engineering, L.L.C., Laredo, Texas for the Calle Del Norte Drive at Springfield Avenue – Westbound Right-Turn Lane for design, preparation of plans and specifications, and authorization to negotiate a professional services contract. There will be no financial impact item will be presented to Council again once consultant is selected and fee is negotiated. 49. Authorizing the City Manager to accept and ratify a continuation contract request to the Texas Department of State Health Services (DSHS) in the amount of $69,750.00 for the Title V - Child Health and Dental primary care and preventive services and $40,446.00 for Title V - Prenatal patient care services for City of Laredo Health Department services for the term period from September 1, 2016 through August 31, 2017 and further authorizing the City Manager to execute any and all documents resulting from the award of this grant. 14 50. Recommendation on the selection of providers for the following Basic/ Voluntary Insurance Products: 1. Group Dental MetLife Dental (Agent Services by Laurel Agency) 2. Group Life/ AD&D a. Consideration to renew contract number FY15-037 to provide temporary contract employees to the following bidders: 1. Elite Employment Services, Laredo, TX, as the primary vendor; and 2. At Work Personnel Services, Knoxville, TN, as the secondary vendor. Currently both vendors provide the City of Laredo with a quality labor pool for those departments that might require temporary staff members throughout the fiscal year. All services will be secured on an as needed basis and the estimated contract amount for this fiscal year would be approximately $2,500,000.00. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. There will be no price increase during this extension period. This is the first of two extension periods. Funding is available in the respective departmental budgets. 52. Consideration to authorize the purchase of one hundred and twenty (120) vests for the Police Department in the estimated amount of $98,434.00 from G.T. Distributors, Inc., Austin, Texas through the Buyboard Cooperative Purchasing Program’s contract pricing. Funding is available in the 2015 C. O. Bond and the Police Department Trust Fund. 53. Consideration to authorize the purchase of one (1) Ford F-350 regular cab 15 53. Consideration to authorize the purchase of one (1) Ford F-350 regular cab truck with a mounted valve operating machine, one (1) Ford Explorer SUV, three (3) Ford F-250 trucks, one (1) Ford F-550 truck with tool boxes and crane, one (1) Ford F-150 extended cab truck in the total amount of $ 289,964.00 from Silsbee Ford, Silsbee, Texas through the BuyBoard’s Cooperative Purchasing Program’s contract pricing. These trucks are replacement vehicles which will be assigned to the Utilities Department for operations. The SUV is a new vehicle for Utilities Administration. Funding is available in the Water System Fund Budget. 54. Consideration to award a contract to Grande Truck Center, San Antonio, Texas in the amount of $ 118,971.00 for the purchase of one (1) 2016 Ford F-550 Jetter Truck for use by the Utilities Department utilizing the BuyBoard Cooperative Contract. This truck is a replacement truck. Funding is available in the Water System Fund Budget. 55. Consideration to award contract FY16-051 to sole bidder Praxair, Laredo, Texas for an annual amount not to exceed $50,000.00. This contract is to provide welding gases/medical oxygen to various City Departments to include: Fire, Traffic, Parks and Recreations. This two year contract is subject to future appropriations. If the contract pricing does not exceed the current pricing structure, the contract may be automatically renewed up to two (2) additional two (2) year periods. Funding is available in the respective departmental budgets. 56. Consideration to renew the existing annual contracts FY14-002 for the purchase of Original Equipment Manufacturer (OEM) parts/service for the City’s Case and John Deere equipment currently awarded to: RDO Equipment, South Fargo, North Dakota, in an amount up to $90,000.00; and 1. Nueces Power Equipment, Corpus Christi, Texas, in an amount up to $50,000.00. 2. All parts will be secured on an as needed basis. There will be no price increase during this extension period. The term of these contracts shall be for a period of one (1) year beginning as of the date of its execution. This is the third of four extension periods. Funding is available in the Fleet Maintenance Budget. 57. Consideration to authorize a contract with Graybar Electric., Corpus Christi, 16 57. Consideration to authorize a contract with Graybar Electric., Corpus Christi, Texas, through the U.S. Communities Cooperative Purchasing Program’s contract pricing, in the total amount of $64,978.75 for the purchase of one 400 HP 18 Pulse Variable Frequency Drive (VFD) for the Sierra Vista Pump Station located at 4810 S. Lucy, Laredo, Texas. Funding for this purchase is available in the Water System Fund Budget. 58. Consideration to award contract FY16-042 to the following providers: 1.) Primary Bound Tree Medical, Dublin, OH. 2.) Secondary Henry Schein, Moore Medical, Quadmed, for the purchase of medication, medical equipment and gloves used by the Fire Department-EMS. This contract establishes a fixed contract price for three (3) years terms and allows the Fire Department to purchase medications, medical equipment and medical gloves as needed throughout the contract period. Approximately $400,000.00 purchased on an annual basis. Funding is available in the Fire Department – EMS Budget. 59. Consideration to authorize a purchase contract utilizing the BuyBoard Cooperative Purchasing Program pricing to the low bidder, Holt Caterpillar, San Antonio, Texas for the purchase of one (1) backhoe loader in the amount $69,964.72 for the Utilities Department. Funding is available in the Water System Fund. 60. Consideration to award annual supply/service contract FY16-054 to the sole bidder Laredo Mechanical Industrial Services, Laredo, TX, in an amount up to $ 40,000.00 for the purchase of original equipment manufacturer (OEM) truck parts and service for the City’s automated side and rear loader trucks. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This contract may be extended for five (5) additional one year periods upon mutual agreement. All parts and services will be secured on an as needed basis. RESOLUTIONS 33. 2016-R-88 Amending Resolution #2016-R-64 by adding one (1) additional memorandum of understanding to the list of cooperative working agreements/mutual assistance agreements/memorandums of understanding between the City of Laredo Police Department and various federal, state and local agencies, including but not limited to: Drug Enforcement Administration (DEA), Federal Bureau of Investigations (FBI), SCAN, et al., a comprehensive list is attached hereto as “Exhibit A”. The Police Department’s participation is part of the community service provided to our citizens, with no cost to the City of Laredo. 34. 2016-R-93 Resolution authorizing the consolidation of the Scott-Sanchez Street Railroad Grade Separation Study (CSJ #0922-33-105) with TxDOT contract No. 83-5IDP5050 for a broader study to include the Union Pacific rail corridor.

The proposed residential property eligible for property tax abatement includes a single family residence of 840 sq. ft. in the total amount of $ 41,822.69 which is equal to or in excess of 20% of the Base Value of the property in accordance with authorized guidelines and criteria established for the Neighborhood Empowerment Zone (NEZ). This agreement will be for a five (5) year period and will consist of an estimated annual tax abatement total of $266.41 and estimated total fee waiver of $349.05 based on capital investment for the purpose of economic development. Guidelines and criteria for the agreement are set forth in the attached agreement and information. 43. 2016-R-91 Consideration to grant fee waivers and a tax abatement agreement between the City of Laredo and Hugo Seca for a Multi-family project located at 102 Rosario St., being Lot 7C Block 87 Eastern Division. The proposed Multi-family project eligible for property tax abatement includes three (3) new apartment units of 1,946 sq. ft. in the total amount of $150,271.32 which is equal to or in excess of 20% of the Base Value of the property in accordance with authorized guidelines and criteria established for the Neighborhood Empowerment Zone (NEZ). This agreement will be for a five (5) year period and will consist of an estimated annual tax abatement total of $957.23 and estimated total fee waiver of $900.90 based on capital investment for the purpose of economic development. Authorizing the City Manager, in support of the City of Laredo International Airport (FAR) Part 150 Airport Residential Sound Reduction Program, to award a contract for professional engineering and consulting services to W.D. Schock Company of Nashville TN. in the amount of $1,507,093,00. to implement sound testing, design services and noise reduction studies and construction oversight for Phase 11 of residential sound insulation noise mitigation program improvements. Funding is available under Federal Aviation (FAA) Administration Airport Improvement Projects (AIP), Grants No. 78. 13 45. Consideration for approval of Amendment no. 3, an increase of $44,254.00 to the professional services contract with Lockwood, Andrews & Newnam, Inc., Dallas, Texas, for the Laredo International Airport Security System Improvements. Due to contractor’s delays, consultant required additional professional service time for coordination with contract, city staff, and inspector in order to bring the project to completion. Payment to be made from liquidated damages assessed to the contractor. Current contract amount with this amendment is $344,911.00. Funding is available in the Airport Construction Fund – FAA Grant No. 76. 46. Consideration for approval of the selection of Crane Engineering Corporation, Laredo, Texas for the International Boulevard at San Isidro Parkway - Roundabout for design, preparation of plans and specifications, and authorization to negotiate a professional services contract. There will be no financial impact and this item will be presented to Council again once consultant is selected and fee is negotiated. 47. Consideration for approval of the selection of TEC Engineers & Consultants, Inc., Laredo, Texas for the Meadow Avenue and Saunders (US 59) – Northbound Right-Turn Lane for design, preparation of plans and specifications, and authorization to negotiate a professional services contract. There will be no financial impact and this item will be presented to Council again once consultant is selected and fee is negotiated. 48. Consideration for approval of the selection of Seca Engineering, L.L.C., Laredo, Texas for the Calle Del Norte Drive at Springfield Avenue – Westbound Right-Turn Lane for design, preparation of plans and specifications, and authorization to negotiate a professional services contract. There will be no financial impact item will be presented to Council again once consultant is selected and fee is negotiated. 49. Authorizing the City Manager to accept and ratify a continuation contract request to the Texas Department of State Health Services (DSHS) in the amount of $69,750.00 for the Title V - Child Health and Dental primary care and preventive services and $40,446.00 for Title V - Prenatal patient care services for City of Laredo Health Department services for the term period from September 1, 2016 through August 31, 2017 and further authorizing the City Manager to execute any and all documents resulting from the award of this grant. 14 50. Consideration to renew contract number FY15-037 to provide temporary contract employees to the following bidders: 1. Elite Employment Services, Laredo, TX, as the primary vendor; and 2. At Work Personnel Services, Knoxville, TN, as the secondary vendor. Currently both vendors provide the City of Laredo with a quality labor pool for those departments that might require temporary staff members throughout the fiscal year. All services will be secured on an as needed basis and the estimated contract amount for this fiscal year would be approximately $2,500,000.00. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. There will be no price increase during this extension period. This is the first of two extension periods. Funding is available in the respective departmental budgets. 52. Consideration to authorize the purchase of one hundred and twenty (120) vests for the Police Department in the estimated amount of $98,434.00 from G.T. Distributors, Inc., Austin, Texas through the Buyboard Cooperative Purchasing Program’s contract pricing. Funding is available in the 2015 C. O. Bond and the Police Department Trust Fund. 53. Consideration to authorize the purchase of one (1) Ford F-350 regular cab 15 53. Consideration to authorize the purchase of one (1) Ford F-350 regular cab truck with a mounted valve operating machine, one (1) Ford Explorer SUV, three (3) Ford F-250 trucks, one (1) Ford F-550 truck with tool boxes and crane, one (1) Ford F-150 extended cab truck in the total amount of $ 289,964.00 from Silsbee Ford, Silsbee, Texas through the BuyBoard’s Cooperative Purchasing Program’s contract pricing. These trucks are replacement vehicles which will be assigned to the Utilities Department for operations. The SUV is a new vehicle for Utilities Administration. Funding is available in the Water System Fund Budget. 54. Consideration to award a contract to Grande Truck Center, San Antonio, Texas in the amount of $ 118,971.00 for the purchase of one (1) 2016 Ford F-550 Jetter Truck for use by the Utilities Department utilizing the BuyBoard Cooperative Contract. This truck is a replacement truck. Funding is available in the Water System Fund Budget. 55. Consideration to award contract FY16-051 to sole bidder Praxair, Laredo, Texas for an annual amount not to exceed $50,000.00. This contract is to provide welding gases/medical oxygen to various City Departments to include: Fire, Traffic, Parks and Recreations. This two year contract is subject to future appropriations. If the contract pricing does not exceed the current pricing structure, the contract may be automatically renewed up to two (2) additional two (2) year periods. Funding is available in the respective departmental budgets. 56. Consideration to renew the existing annual contracts FY14-002 for the purchase of Original Equipment Manufacturer (OEM) parts/service for the City’s Case and John Deere equipment currently awarded to: RDO Equipment, South Fargo, North Dakota, in an amount up to $90,000.00; and 1. Nueces Power Equipment, Corpus Christi, Texas, in an amount up to $50,000.00. 2. All parts will be secured on an as needed basis. There will be no price increase during this extension period. The term of these contracts shall be for a period of one (1) year beginning as of the date of its execution. This is the third of four extension periods. Funding is available in the Fleet Maintenance Budget. 57. Consideration to authorize a contract with Graybar Electric., Corpus Christi, 16 57. Consideration to authorize a contract with Graybar Electric., Corpus Christi, Texas, through the U.S. Communities Cooperative Purchasing Program’s contract pricing, in the total amount of $64,978.75 for the purchase of one 400 HP 18 Pulse Variable Frequency Drive (VFD) for the Sierra Vista Pump Station located at 4810 S. Lucy, Laredo, Texas. Funding for this purchase is available in the Water System Fund Budget. 58. Consideration to award contract FY16-042 to the following providers: 1.) Primary Bound Tree Medical, Dublin, OH. 2.) Secondary Henry Schein, Moore Medical, Quadmed, for the purchase of medication, medical equipment and gloves used by the Fire Department-EMS. This contract establishes a fixed contract price for three (3) years terms and allows the Fire Department to purchase medications, medical equipment and medical gloves as needed throughout the contract period. Approximately $400,000.00 purchased on an annual basis. Funding is available in the Fire Department – EMS Budget. 59. Consideration to authorize a purchase contract utilizing the BuyBoard Cooperative Purchasing Program pricing to the low bidder, Holt Caterpillar, San Antonio, Texas for the purchase of one (1) backhoe loader in the amount $69,964.72 for the Utilities Department. Funding is available in the Water System Fund. 60. This is the third of five extension periods. All materials are purchased on an as needed basis utilizing the Public Works Department, Utilities Department, and construction project budgets. 62. Authorizing City Manager to award and execute the construction contract to the lowest bidder, Qro Mex Construction, Granite Shoals, Texas in the amount of $3,346,323.00 for the Installation of 24" Transmission Main Water Line on Casa Verde Road, pending the approval of Texas Water Development Board (TWDB). Construction time is one hundred and twenty (120) working days for final completion. Funding is available in the 2015A Waterworks Subordinate Revenue Bond - TWDB. 63. Consideration and authorizing the City Manager to execute Amendment No. 1 to the Water & Wastewater Hydraulic Model on Feasibility Study for Decommissioning of the Colombia Water Treatment Plant to Porras Nance Engineering of Laredo, Texas in the amount of $164,885.00. Funding is available in the 2015 Water Revenue Bond.
