Recognizing two Laredoans, Ironman Coach Victor Trevino, Jr. and Samantha Rojo for their contribution to multi-sport in Laredo, and for qualifying for the USA Triathlon National Championships in Omaha, Nebraska on August 13th and August 14th. Mr. Trevino qualified for the Olympic Distance and Mrs. Rojo qualified for the sprint distance. It is the first time that two Laredoans have qualified and competed at the National Championships. 2. Recognizing the Laredo Lady's All Star team for getting 2nd place at the AAU West Coast National Championships on July 14-17, 2016 in Las Vegas, Nevada.

Public Hearing and Introductory Ordinance amending the Zoning Ordinance (Map) of the City of Laredo by rezoning Lot 11, Block 414, Eastern Division, located 3820 Cedar Avenue, from R-3 (Mixed Residential District) to R-O (Residential/Office District); providing for publication and effective date. Staff is in support of the application and the Planning and Zoning Commission recommends approval of the zone change. 3. Amending Chapter 7 of the Code of Ordinances of the City of Laredo by adopting Chapter 11 Energy Efficiency of the 2015 edition of the International Residential Code (IRC), repealing all ordinances and/or parts of ordinances in conflict therewith; providing for publication and effective date. This will be effective September 1, 2016 for Single Family Residences and Duplexes in accordance with House Bill 1736.
FINAL READING OF ORDINANCES 5. 2016-O-090 to Amend Article VI [Investment Policy] of Chapter 2 [Administration] of the Code of Ordinance in order to: 1. Adjust the Broker/Dealer list in order to have Article VI of Chapter 2 of the Code of Ordinance to conform with Chapter 2256 of the Government Code, popularly known as "The Public Funds Investment Act" of the Texas Government Code; and 2. Provide for an effective date. 6. 2016-O-091 Authorizing the City Manager to accept a voucher payment reimbursement of additional funds in the amount of $50,562.00 (for clinic operations- one (1) vehicle, phone system upgrade, travel, and moving of clinic, previously $350,000.00 had been accepted for remodeling roof repairs of the Santo Nino Community Center) from the Texas Department of State Health Services (DSHS) and amending the FY 2015-2016 Health Department Budget by appropriating additional revenues and expenditures for a total of $6,015,388.00 for the Women, Infants and Children (WIC) Program of the City of Laredo Health Department (CLHD) for the period of October 1, 2015 through September 30, 2016. 7. 2016-O-092 Authorizing the City Manager to accept and execute a contract amendment from the Department of State Health Services (DSHS) and amending the FY 2015-2016 budget by appropriating additional revenues and expenditures in the amount of $4,018.00 for an award amount of $331,135.00, with an in-kind match of $33,114.00 for a total award of $728,498.00 for the continuation of the City of Laredo Health Department Public Health Emergency Preparedness (PHEP) program for the term period from July 1, 2016 through June 30, 2017. 8. 2016-O-093 Authorizing the City Manager to accept and enter into contract with the Health and Human Services Commission (HHSC), amending the FY 2015-2016 budget by appropriating additional revenues and expenditures in the amount of $405,010.00, and amending the FY 2015-2016 full time equivalent (FTE) listing by adding the following three (3) positions: one (1) RN, Nurse Practitioner Supervisor, R40, One (1) Caseworker, R34 and One (1) Clerk III, R27. This project will further support the City of Laredo Health Department (CLHD) to provide primary care, women’s preventive health care, prenatal care, family planning, chronic disease prevention clinic services, diagnostic, and laboratory services to an additional 350 women for the term period from July 1, 2016 through August 31, 2017 and can be renewed for up to 2 years contingent on funding availability. 9. 2016-O-094 Amending the Zoning Ordinance (Map) of the City of Laredo by authorizing a Conditional Use Permit for children’s amusement services (indoors) on Lot 3, Block 1, San Isidro / McPherson No. III Subdivision, located at 9902 Crystal Court, Suites 103, 104 and 105; providing for publication and effective date. District VI 10. 2016-O-095 Amending the Zoning Ordinance (Map) of the City of Laredo by rezoning the East half (1/2) of Lot 6, Block 765, Western Division, located at 2820 San Agustin Avenue, from R-3 (Mixed Residential District) to B-1 (Limited Business District); providing for publication and effective date. District II 12. 2016-O-097 Amending the Zoning Ordinance (Map) of the City of Laredo by authorizing a Special Use Permit for Oil and/or Gas Extraction and Production, plug/abandonment of McNary-Ramsey #1 Well on one acre, located North of Wormser Road and East of Cuatro Vientos Road; providing for publication and effective date. District I 13. 2016-O-098 Authorizing the City Manager to amend the City of Laredo 2015-2016 Auto Theft Task Force Fund and General Fund Budget by increasing revenues and expenditures in the amount of $3,642.00, respectively; and to amend the FTE's by reducing one Sergeant position and adding one Lieutenant position as awarded by the Texas Auto Burglary & Theft Prevention Authority. The grant award is in the amount of $637,768.00 with a cash match of $341,959.00 for a total grant amount of $979,727.00. The performance period is September 1, 2016 through August 31,2017. Funding for the local match is available in the General Fund. 14. 2016-O-099 Authorizing the City Manager to convey a tract of land to The Texas Department of Mental Health and Mental Retardation as part of a signed agreement from 1999. This property is a Tract of Land Containing 43,653.78 SQ. FT. (1.0022 Acres), out of Block 28, of the Subdivision Plat of Laredo Airport, as Recorded in Volume 5, Page 1, Webb County Plat Records, in the City of Laredo, Webb County, Texas. 15. 2016-O-100 Authorizing the City Manager to approve a sublease for a portion of Hangar 1307, consisting of 3,810 square feet on the leased premises approved by Ordinance No. 2004-O-184 dated August 02, 2004 between the City of Laredo as LESSOR and Ronny Salamon, d/b/a Avionics Services International, as LESSEE located at 4400 Maher, at the Laredo International Airport, said lease provides for the right to sublease subject to City approval, which approval shall not be unreasonably withheld. This proposed sublease is to the Texas Department of Public Safety, as SUB-LESSEE. 16. 2016-O-101 Requiring that all executive sessions during regularly scheduled or special city council meetings be audio recorded pursuant to Tex. Gov’t Code Ann. §551.103. 17. 2016-O-102 An Ordinance approving the adoption of a pet policy agreement for all single-family units managed on behalf of the City of Laredo Airport's Federal Acquisition Regulation (FAR) Part 150 Noise Compatibility Program and the Jose A. Flores Duplexes located at the old Air Force Base; setting forth the terms and conditions by which tenants shall be allowed to keep a maximum of two (2) pets per leased unit; establishing non-refundable one hundred ($100.00) dollar security deposit fee effective October 1, 2016; prescribing other miscellaneous requirements for administration and enforcement of the agreement; providing for indemnification of the Laredo Municipal Housing, its agents, and employees; and providing for an effective date. 18. 2016-O-103 Amending Chapter 19, Motor Vehicle and Traffic, Article VIII, Stopping or Parking, Section 19-364, Restricted Parking Areas, of the Code of Ordinances, City of Laredo: Specifically adding Sub-Section 19-364 (18) which establishes the East and West side of Northcrest Drive, between Shiloh Drive and Northstar Drive, as a "No Parking Anytime/Tow Away" Zone; providing severability and for an effective date and publication. 19. 2016-O-104 Setting the maximum speed limit on that section of Highway FM 1472 approximately 0.285 of a mile north of La Bota Ranch to 0.100 of a mile north of Killam Industrial Boulevard, within the city limits of Laredo, Webb County, Texas, as 45 MPH, Northbound only, from Mile Point 13.400 to Mile Point 14.460 as defined in the Texas Department of Transportation Control Section Map 2150-04, to be in effect during the construction providing for the installation of appropriate signs to indicate new speed changes in the designated areas and providing for publication and effective date.
RESOLUTIONS 20. 2016-R-92 Authorizing the City Manager to submit a grant application, if offered, to the Federal Aviation Administration in the amount not to exceed $8,500,000.00 and to accept said grant for the extension of Taxiway G, Rehabilitation of Air Cargo Apron Phase 9, and reconstruction of Taxiway G. The City’s ten (10%) local match will be $944,444.00 and is available in the Airport Construction Fund thru value of previously purchased land for Runway 17L Runway Protection Zone (RPZ). 21. 2016-R-94 Authorizing the City Manager to submit a grant application, if offered, to the Federal Aviation Administration in the amount of $4,000,000.00 for the Noise Abatement Program at the Laredo International Airport and authorizing the City Manager to execute all necessary documents resulting from the award. The purpose of the grant is to provide funding for acquisition, soundproofing of residential structures and for the acquisition of aviation easements. The City’s ten (10%) percent local match will be $444,444.00 and is available in the Airport Construction Fund Budget. 22. 2016-R-96 Accepting the conveyance of the following fifteen (15) foot Public Utility and Utility Access Easement, for the right to install, construct, reconstruct, repair and perpetually maintain utility improvements from: G.D.L.M., LLC By: Lucia D. Montemayor, Manager - Utility easement as follows: A tract of land containing 0.3 acres, (13,587 square feet) more or less being within Lot 1, Block 2, Sophia Industrial Park, in Webb County, a copy of which conveyance is attached as Exhibits A & B: And directing that said Easement be filed of record in official property records of Webb County, Texas. 23. 2016-R-97 Authorizing the City of Laredo to enter into Inter-Local Cooperative Purchasing Agreement with the 1Government Procurement Alliance (1GPA) and authorizing the City Manager to execute the membership agreement. The purpose of this agreement is to facilitate compliance with the State of Texas bidding requirements, to identify qualified vendors of commodities, goods and services, and to realize potential cost savings for the City of Laredo. 24. 2016-R-98 Amending Resolution #2016-R-88 by adding one (1) additional memorandum of understanding to the list of cooperative working agreements/mutual assistance agreements/memorandums of understanding between the City of Laredo Police Department and various federal, state and local agencies, including but not limited to: Drug Enforcement Administration (DEA), Federal Bureau of Investigations (FBI), SCAN, et al., a comprehensive list is attached hereto as “Exhibit A”. The Police Department’s participation is part of the community service provided to our citizens, with no cost to the City of Laredo. 25. 2016-R-99 Authorizing the City Manager to accept and execute a contract from the Texas Department of State Health Services (DSHS) to continue to provide tuberculosis prevention, treatment, surveillance, intervention and diagnosis services in the amount of $156,757.00 with a cash contribution of $31,351.00 and projected program income of $30,939.00 for a total of $219,047.00 for the City of Laredo Health Department (CLHD) Tuberculosis Elimination/State Program for the term of September 1, 2016 through August 31, 2017. 26. 2016-R-100 Authorizing the City Manager to accept and enter into contract with the Texas Department of State Health Services in the amount of $230,491.00, with a projected amount of program income of $108,763.00 for a total of $339,254.00 for the continuation of the Immunization Action Plan (IAP) Program (that provided immunizations to over 20,000 mostly children;over 43,000 immunizations annually) for the City of Laredo Health Department for the term beginning September 1, 2016 through August 31, 2017.
MOTIONS 27. Authorizing the City Manager to enter into and execute a contract in the amount of $79, 215.65 between the Webb County Elections Administrator and the City of Laredo relating to the conduct and supervision of the Joint General/Special Elections of November 8, 2016. 28. Consideration for approval of Amendment No. 5 an increase of $127,605.00 to the professional services contract with Puig Engineering, Laredo, Texas, Laredo Division of Civil Engineering Consultants for mitigation studies which involve work off-site at North Central Park to the West Laredo Corridor – Flecha Lane/Las Cruces Intersection re-alignment Project. We received a letter of approval from TxDOT on July 6, 2016 to proceed with the amendment. Current engineering contract amount with this amendment is $547,950.00. Funding is available in the Capital Improvement Fund-West Laredo Corridor – Phase II. A time extension for the mitigation work, which includes 5 years of annual monitoring, until August 31, 2023 is being authorized. 29. Consideration to award a Professional Services Contract to Canales, Garza, & Baum, PLLC, Certified Public Accountants for a period of one year in the amount not to exceed $93,000.00 in order to provide audit services for fiscal year ending September 30, 2016. This is the first of a two, one year extensions as per the contract. Audit fees will be allocated to the professional services line item among the different funds to be audited. This contract is subject to future budget appropriations. 30. Authorizing the City Manager to enter into and execute a contract between CenturyLink and the City of Laredo for the purchase of Software Subscription Support and Software Protection and Remote Technical Services Support through the Houston Galveston Area Council of Governments (HGAC) Cooperative Purchasing Contract EC07-16 in the total amount of $131,365.40. This software and technical support will be provided for each of eight (8) Public Safety Answering Points (PSAPs) located throughout the South Texas Region. Funding is available in the Regional 9-1-1 Fund. 31. Consideration to renew existing contract FY14-077 between the City of Laredo and Laredo Examiners, Inc., as primary provider, as well as with Dr. David H. Cruz, as secondary provider, to perform drug and alcohol testing services pursuant to the City of Laredo Drug and Alcohol Testing Ordinance. Term of the contract shall be for one (1) year, this is the last extension period for this contract, subject to future funding appropriations. Cost of services contracts is approximately $120,000.00 per year for both contract providers. Funding is contingent upon availability in the FY-17 Risk Management Fund - Employee Health & Wellness Division. 32. Consideration to award contract FY16-055 to the sole bidder Chungas Smokehouse, Laredo, TX for Food Catering Truck Services Operation at Downtown City Hall. The City of Laredo will receive a $1,000.00 monthly payment. The term of this contract shall be for a period of one (1) year beginning as of the date if its execution and contract may be extended for one (1) additional year period upon mutual agreement of the parties. 33. Consideration to award contract number FY16-056 to the sole proposer, McWilliams Governmental Affairs Consultants located in Austin, Texas to provide State Legislative and Lobbying Consulting Services for the City of Laredo for the period of October 1, 2016 to September 30, 2020. The contract amount is for approximately $78,000.00 annually and is for a four (4) year term and is subject to future appropriations. This contract may be renewed for an additional four year term upon mutual agreement. All legislative and lobbying consulting services will be on a continuous basis. Funding is available through Utilities, Solid Waste and General Funds. 34. Consideration to award contract FY16-061 to the lowest bidder, Magnadata USA, Inc., in the amount of $52,150.00 for the purchase of custom magnetic swipe passes (Gateway Passes) for the Laredo Bridge System pedestrian gates. Funding for this purchase is available in the Laredo Bridge System's Operation Fund. 35. Consideration to renew the existing six (6) month contract FY14-039 to Hollon Oil Company, Weslaco, Texas in an amount up to $88,000.00 for the purchase of motor oil and lubricants for the Fleet Department. The term of this contract shall be for a period of six (6) months beginning as of the date of its execution. There will be no price increase during this extension period. This is the fifth of eight extension periods. All lubricants will be secured on an as needed basis. Funding is available in the Fleet Maintenance Budget. 36. Consideration to award contract FY16-060 to the sole bidder La Flecha Materials, Laredo, Texas, in an amount up to $152,000.00 for the purchase of red top soil and fill dirt for the Parks & Leisure Department. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This contract has four extension periods and may be extended upon mutual agreement. All soils will be purchased on an as needed basis. The Parks & Leisure Department will use these soils for the maintenance of its Parks. Funding is available in the Parks & Leisure Department Fund. 37. Consideration to renew existing contract FY14-070 to Gutierrez Machine Shop, Laredo, Texas in an amount up to $750,000.00 for professional welding services for the Utilities Department. The services requested include site repairs to various water and wastewater treatment plants, lift stations, and other municipal utility facilities. There will be no price increase during this extension period. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This is the second of six extension periods. All services will be requested on an as needed basis. Funding is available in the Utilities Department Budget. 38. Consideration to renew existing contract FY13-054 to Rotex Truck Center, Laredo, Texas for an amount up to $60,000.00 for the purchase of International Original Equipment Manufacturer (OEM) automotive parts for the City’s medium size trucks.The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. There will be no price increase during this extension period. This is the third of five extension periods. All parts will be secured on an as needed basis. Funding is available in the Fleet Maintenance Budget. 39. Consideration to amend the existing annual service contract FY14-007 for the purchase of Original Equipment Manufacturer (OEM) parts/service for the City’s Caterpillar heavy equipment currently awarded to Holt CAT, Laredo, Texas, in an amount up to $ 81,250.00. Due to an increase in usage, the proposed 25% increase would help fund these services before the end of the contract term. All parts and services will be secured on an as needed basis. Funding is available in the Fleet Maintenance Budget. 40. Consideration to award supply contract number FY16-059 to the following bidders: 1) City Ready Mix, Inc., Laredo, Texas, in an amount up to $2,300,000.00 (Primary Vendor); 2) Mobile-Crete, Laredo, Texas, in an amount up to $ 1,000,000.00 (Secondary Vendor), for the purchase of ready mix cement (job site delivered) for various City Departments. This contract has three extension periods. All materials shall be purchased on an as needed basis utilizing the Utilities, Parks and Leisure Services and Public Works Departments - construction projects budgets. 41. Approval of the 2016 Certified Appraisal Roll from the Webb County Appraisal District for the development of the City’s tax roll; acceptance of the Effective and Rollback Tax Rate calculations for Tax Year 2016; and setting of the public hearing dates of August 15th and September 6th, 2016 for the proposed tax rate of $0.637000/$100 value. (This will be the thirteenth year that the City adopts the same tax rate.)

Discussion with possible action to enter into an inter-local agreement with Webb County to register no objection to the County’s providing solid waste disposal services in the City’s extra territorial jurisdiction. 43. Discussion with possible action to consider a request for a third extension of Injury Leave with pay in accordance with 143.073 (b) of the Texas Local Government Code for Patrol Officer Jose Cisneros. 44. FINAL READING OF ORDINANCES 5. 2016-O-090 to Amend Article VI [Investment Policy] of Chapter 2 [Administration] of the Code of Ordinance in order to: 1. Adjust the Broker/Dealer list in order to have Article VI of Chapter 2 of the Code of Ordinance to conform with Chapter 2256 of the Government Code, popularly known as "The Public Funds Investment Act" of the Texas Government Code; and 2. Provide for an effective date. 6. 2016-O-091 Authorizing the City Manager to accept a voucher payment reimbursement of additional funds in the amount of $50,562.00 (for clinic operations- one (1) vehicle, phone system upgrade, travel, and moving of clinic, previously $350,000.00 had been accepted for remodeling roof repairs of the Santo Nino Community Center) from the Texas Department of State Health Services (DSHS) and amending the FY 2015-2016 Health Department Budget by appropriating additional revenues and expenditures for a total of $6,015,388.00 for the Women, Infants and Children (WIC) Program of the City of Laredo Health Department (CLHD) for the period of October 1, 2015 through September 30, 2016. 7. 2016-O-092 Authorizing the City Manager to accept and execute a contract amendment from the Department of State Health Services (DSHS) and amending the FY 2015-2016 budget by appropriating additional revenues and expenditures in the amount of $4,018.00 for an award amount of $331,135.00, with an in-kind match of $33,114.00 for a total award of $728,498.00 for the continuation of the City of Laredo Health Department Public Health Emergency Preparedness (PHEP) program for the term period from July 1, 2016 through June 30, 2017. 8. 2016-O-093 Authorizing the City Manager to accept and enter into contract with the Health and Human Services Commission (HHSC), amending the FY 2015-2016 budget by appropriating additional revenues and expenditures in the amount of $405,010.00, and amending the FY 2015-2016 full time equivalent (FTE) listing by adding the following three (3) positions: one (1) RN, Nurse Practitioner Supervisor, R40, One (1) Caseworker, R34 and One (1) Clerk III, R27. This project will further support the City of Laredo Health Department (CLHD) to provide primary care, women’s preventive health care, prenatal care, family planning, chronic disease prevention clinic services, diagnostic, and laboratory services to an additional 350 women for the term period from July 1, 2016 through August 31, 2017 and can be renewed for up to 2 years contingent on funding availability. 9. 2016-O-094 Amending the Zoning Ordinance (Map) of the City of Laredo by authorizing a Conditional Use Permit for children’s amusement services (indoors) on Lot 3, Block 1, San Isidro / McPherson No. III Subdivision, located at 9902 Crystal Court, Suites 103, 104 and 105; providing for publication and effective date. District VI 10. 2016-O-095 Amending the Zoning Ordinance (Map) of the City of Laredo by rezoning the East half (1/2) of Lot 6, Block 765, Western Division, located at 2820 San Agustin Avenue, from R-3 (Mixed Residential District) to B-1 (Limited Business District); providing for publication and effective date. District VIII 11. 2016-O-096 Amending the Zoning Ordinance (Map) of the City of Laredo by rezoning 18.09 acres, as further described by metes and bounds in attached Exhibit “A”, located South of Dorel Drive and Cheyenne Drive Intersection from R-1 (Single Family Residential District) to B-1 (Limited Commercial District); providing for publication and effective date. District II 12. 2016-O-097 Amending the Zoning Ordinance (Map) of the City of Laredo by authorizing a Special Use Permit for Oil and/or Gas Extraction and Production, plug/abandonment of McNary-Ramsey #1 Well on one acre, located North of Wormser Road and East of Cuatro Vientos Road; providing for publication and effective date. District I 13. 2016-O-098 Authorizing the City Manager to amend the City of Laredo 2015-2016 Auto Theft Task Force Fund and General Fund Budget by increasing revenues and expenditures in the amount of $3,642.00, respectively; and to amend the FTE's by reducing one Sergeant position and adding one Lieutenant position as awarded by the Texas Auto Burglary & Theft Prevention Authority. The grant award is in the amount of $637,768.00 with a cash match of $341,959.00 for a total grant amount of $979,727.00. The performance period is September 1, 2016 through August 31,2017. Funding for the local match is available in the General Fund. 14. 2016-O-099 Authorizing the City Manager to convey a tract of land to The Texas Department of Mental Health and Mental Retardation as part of a signed agreement from 1999. This property is a Tract of Land Containing 43,653.78 SQ. FT. (1.0022 Acres), out of Block 28, of the Subdivision Plat of Laredo Airport, as Recorded in Volume 5, Page 1, Webb County Plat Records, in the City of Laredo, Webb County, Texas. 15. 2016-O-100 Authorizing the City Manager to approve a sublease for a portion of Hangar 1307, consisting of 3,810 square feet on the leased premises approved by Ordinance No. 2004-O-184 dated August 02, 2004 between the City of Laredo as LESSOR and Ronny Salamon, d/b/a Avionics Services International, as LESSEE located at 4400 Maher, at the Laredo International Airport, said lease provides for the right to sublease subject to City approval, which approval shall not be unreasonably withheld. This proposed sublease is to the Texas Department of Public Safety, as SUB-LESSEE. 16. 2016-O-101 Requiring that all executive sessions during regularly scheduled or special city council meetings be audio recorded pursuant to Tex. Gov’t Code Ann. §551.103. 17. 2016-O-102 An Ordinance approving the adoption of a pet policy agreement for all single-family units managed on behalf of the City of Laredo Airport's Federal Acquisition Regulation (FAR) Part 150 Noise Compatibility Program and the Jose A. Flores Duplexes located at the old Air Force Base; setting forth the terms and conditions by which tenants shall be allowed to keep a maximum of two (2) pets per leased unit; establishing non-refundable one hundred ($100.00) dollar security deposit fee effective October 1, 2016; prescribing other miscellaneous requirements for administration and enforcement of the agreement; providing for indemnification of the Laredo Municipal Housing, its agents, and employees; and providing for an effective date. 18. 2016-O-103 Amending Chapter 19, Motor Vehicle and Traffic, Article VIII, Stopping or Parking, Section 19-364, Restricted Parking Areas, of the Code of Ordinances, City of Laredo: Specifically adding Sub-Section 19-364 (18) which establishes the East and West side of Northcrest Drive, between Shiloh Drive and Northstar Drive, as a "No Parking Anytime/Tow Away" Zone; providing severability and for an effective date and publication. 19. 2016-O-104 Setting the maximum speed limit on that section of Highway FM 1472 approximately 0.285 of a mile north of La Bota Ranch to 0.100 of a mile north of Killam Industrial Boulevard, within the city limits of Laredo, Webb County, Texas, as 45 MPH, Northbound only, from Mile Point 13.400 to Mile Point 14.460 as defined in the Texas Department of Transportation Control Section Map 2150-04, to be in effect during the construction providing for the installation of appropriate signs to indicate new speed changes in the designated areas and providing for publication and effective date.
RESOLUTIONS 20. 2016-R-92 Authorizing the City Manager to submit a grant application, if offered, to the Federal Aviation Administration in the amount not to exceed $8,500,000.00 and to accept said grant for the extension of Taxiway G, Rehabilitation of Air Cargo Apron Phase 9, and reconstruction of Taxiway G. The City’s ten (10%) local match will be $944,444.00 and is available in the Airport Construction Fund thru value of previously purchased land for Runway 17L Runway Protection Zone (RPZ). 21. 2016-R-94 Authorizing the City Manager to submit a grant application, if offered, to the Federal Aviation Administration in the amount of $4,000,000.00 for the Noise Abatement Program at the Laredo International Airport and authorizing the City Manager to execute all necessary documents resulting from the award. The purpose of the grant is to provide funding for acquisition, soundproofing of residential structures and for the acquisition of aviation easements. The City’s ten (10%) percent local match will be $444,444.00 and is available in the Airport Construction Fund Budget. 22. 2016-R-96 Accepting the conveyance of the following fifteen (15) foot Public Utility and Utility Access Easement, for the right to install, construct, reconstruct, repair and perpetually maintain utility improvements from: G.D.L.M., LLC By: Lucia D. Montemayor, Manager - Utility easement as follows: A tract of land containing 0.3 acres, (13,587 square feet) more or less being within Lot 1, Block 2, Sophia Industrial Park, in Webb County, a copy of which conveyance is attached as Exhibits A & B: And directing that said Easement be filed of record in official property records of Webb County, Texas. 23. 2016-R-97 Authorizing the City of Laredo to enter into Inter-Local Cooperative Purchasing Agreement with the 1Government Procurement Alliance (1GPA) and authorizing the City Manager to execute the membership agreement. The purpose of this agreement is to facilitate compliance with the State of Texas bidding requirements, to identify qualified vendors of commodities, goods and services, and to realize potential cost savings for the City of Laredo. 24. 2016-R-98 Amending Resolution #2016-R-88 by adding one (1) additional memorandum of understanding to the list of cooperative working agreements/mutual assistance agreements/memorandums of understanding between the City of Laredo Police Department and various federal, state and local agencies, including but not limited to: Drug Enforcement Administration (DEA), Federal Bureau of Investigations (FBI), SCAN, et al., a comprehensive list is attached hereto as “Exhibit A”. The Police Department’s participation is part of the community service provided to our citizens, with no cost to the City of Laredo. 25. 2016-R-99 Authorizing the City Manager to accept and execute a contract from the Texas Department of State Health Services (DSHS) to continue to provide tuberculosis prevention, treatment, surveillance, intervention and diagnosis services in the amount of $156,757.00 with a cash contribution of $31,351.00 and projected program income of $30,939.00 for a total of $219,047.00 for the City of Laredo Health Department (CLHD) Tuberculosis Elimination/State Program for the term of September 1, 2016 through August 31, 2017. 26. 2016-R-100 Authorizing the City Manager to accept and enter into contract with the Texas Department of State Health Services in the amount of $230,491.00, with a projected amount of program income of $108,763.00 for a total of $339,254.00 for the continuation of the Immunization Action Plan (IAP) Program (that provided immunizations to over 20,000 mostly children;over 43,000 immunizations annually) for the City of Laredo Health Department for the term beginning September 1, 2016 through August 31, 2017.
MOTIONS 27. Authorizing the City Manager to enter into and execute a contract in the amount of $79, 215.65 between the Webb County Elections Administrator and the City of Laredo relating to the conduct and supervision of the Joint General/Special Elections of November 8, 2016. 28. Consideration for approval of Amendment No. 5 an increase of $127,605.00 to the professional services contract with Puig Engineering, Laredo, Texas, Laredo Division of Civil Engineering Consultants for mitigation studies which involve work off-site at North Central Park to the West Laredo Corridor – Flecha Lane/Las Cruces Intersection re-alignment Project. We received a letter of approval from TxDOT on July 6, 2016 to proceed with the amendment. Current engineering contract amount with this amendment is $547,950.00. Funding is available in the Capital Improvement Fund-West Laredo Corridor – Phase II. A time extension for the mitigation work, which includes 5 years of annual monitoring, until August 31, 2023 is being authorized. 29. Consideration to award a Professional Services Contract to Canales, Garza, & Baum, PLLC, Certified Public Accountants for a period of one year in the amount not to exceed $93,000.00 in order to provide audit services for fiscal year ending September 30, 2016. This is the first of a two, one year extensions as per the contract. Audit fees will be allocated to the professional services line item among the different funds to be audited. This contract is subject to future budget appropriations. 30. Authorizing the City Manager to enter into and execute a contract between CenturyLink and the City of Laredo for the purchase of Software Subscription Support and Software Protection and Remote Technical Services Support through the Houston Galveston Area Council of Governments (HGAC) Cooperative Purchasing Contract EC07-16 in the total amount of $131,365.40. This software and technical support will be provided for each of eight (8) Public Safety Answering Points (PSAPs) located throughout the South Texas Region. Funding is available in the Regional 9-1-1 Fund. 31. Consideration to renew existing contract FY14-077 between the City of Laredo and Laredo Examiners, Inc., as primary provider, as well as with Dr. David H. Cruz, as secondary provider, to perform drug and alcohol testing services pursuant to the City of Laredo Drug and Alcohol Testing Ordinance. Term of the contract shall be for one (1) year, this is the last extension period for this contract, subject to future funding appropriations. Cost of services contracts is approximately $120,000.00 per year for both contract providers. Funding is contingent upon availability in the FY-17 Risk Management Fund - Employee Health & Wellness Division. 32. Consideration to award contract FY16-055 to the sole bidder Chungas Smokehouse, Laredo, TX for Food Catering Truck Services Operation at Downtown City Hall. The City of Laredo will receive a $1,000.00 monthly payment. The term of this contract shall be for a period of one (1) year beginning as of the date if its execution and contract may be extended for one (1) additional year period upon mutual agreement of the parties. 33. Consideration to award contract number FY16-056 to the sole proposer, McWilliams Governmental Affairs Consultants located in Austin, Texas to provide State Legislative and Lobbying Consulting Services for the City of Laredo for the period of October 1, 2016 to September 30, 2020. The contract amount is for approximately $78,000.00 annually and is for a four (4) year term and is subject to future appropriations. This contract may be renewed for an additional four year term upon mutual agreement. All legislative and lobbying consulting services will be on a continuous basis. Funding is available through Utilities, Solid Waste and General Funds. 34. Consideration to award contract FY16-061 to the lowest bidder, Magnadata USA, Inc., in the amount of $52,150.00 for the purchase of custom magnetic swipe passes (Gateway Passes) for the Laredo Bridge System pedestrian gates. Funding for this purchase is available in the Laredo Bridge System's Operation Fund. 35. Consideration to renew the existing six (6) month contract FY14-039 to Hollon Oil Company, Weslaco, Texas in an amount up to $88,000.00 for the purchase of motor oil and lubricants for the Fleet Department. The term of this contract shall be for a period of six (6) months beginning as of the date of its execution. There will be no price increase during this extension period. This is the fifth of eight extension periods. All lubricants will be secured on an as needed basis. Funding is available in the Fleet Maintenance Budget. 36. Consideration to award contract FY16-060 to the sole bidder La Flecha Materials, Laredo, Texas, in an amount up to $152,000.00 for the purchase of red top soil and fill dirt for the Parks & Leisure Department. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This contract has four extension periods and may be extended upon mutual agreement. All soils will be purchased on an as needed basis. The Parks & Leisure Department will use these soils for the maintenance of its Parks. Funding is available in the Parks & Leisure Department Fund. 37. Consideration to renew existing contract FY14-070 to Gutierrez Machine Shop, Laredo, Texas in an amount up to $750,000.00 for professional welding services for the Utilities Department. The services requested include site repairs to various water and wastewater treatment plants, lift stations, and other municipal utility facilities. There will be no price increase during this extension period. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This is the second of six extension periods. All services will be requested on an as needed basis. Funding is available in the Utilities Department Budget. 38. Consideration to renew existing contract FY13-054 to Rotex Truck Center, Laredo, Texas for an amount up to $60,000.00 for the purchase of International Original Equipment Manufacturer (OEM) automotive parts for the City’s medium size trucks.The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. There will be no price increase during this extension period. This is the third of five extension periods. All parts will be secured on an as needed basis. Funding is available in the Fleet Maintenance Budget. 39. Consideration to amend the existing annual service contract FY14-007 for the purchase of Original Equipment Manufacturer (OEM) parts/service for the City’s Caterpillar heavy equipment currently awarded to Holt CAT, Laredo, Texas, in an amount up to $ 81,250.00. Due to an increase in usage, the proposed 25% increase would help fund these services before the end of the contract term. All parts and services will be secured on an as needed basis. Funding is available in the Fleet Maintenance Budget. 40. Consideration to award supply contract number FY16-059 to the following bidders: 1) City Ready Mix, Inc., Laredo, Texas, in an amount up to $2,300,000.00 (Primary Vendor); 2) Mobile-Crete, Laredo, Texas, in an amount up to $ 1,000,000.00 (Secondary Vendor), for the purchase of ready mix cement (job site delivered) for various City Departments. This contract has three extension periods. All materials shall be purchased on an as needed basis utilizing the Utilities, Parks and Leisure Services and Public Works Departments - construction projects budgets. 41. Approval of the 2016 Certified Appraisal Roll from the Webb County Appraisal District for the development of the City’s tax roll; acceptance of the Effective and Rollback Tax Rate calculations for Tax Year 2016; and setting of the public hearing dates of August 15th and September 6th, 2016 for the proposed tax rate of $0.637000/$100 value. (This will be the thirteenth year that the City adopts the same tax rate.)
42. Discussion with possible action to enter into an inter-local agreement with Webb County to register no objection to the County’s providing solid waste disposal services in the City’s extra territorial jurisdiction. 43. Discussion with possible action to consider a request for a third extension of Injury Leave with pay in accordance with 143.073 (b) of the Texas Local Government Code for Patrol Officer Jose Cisneros. 44. Presentation on the Pecos River study by Dr. Ronald Green and its underlying aquifers and it's effect on the Rio Grande water with possible action.
