Public hearing for the adoption of a tax rate $0.637000 per $100 value for the Tax Year 2016. The tax rate will provide revenue for the general fund and debt service. The rate includes $0.494068 per $100 value for Maintenance and Operation and $0.142932 per $100 value for Sinking Fund of the Debt Service and is estimated to generate a tax levy of $79,005,628.00. The City Council is scheduled to vote on the tax rate on September 13, 2016 at 12:30 p.m. and September 19, 2016 at 5:30 PM at City Council Chambers located at 1110 Houston St.
INTRODUCTORY ORDINANCES 15. An Ordinance of the City of Laredo, Texas, amending Chapter 6 of the Code of Ordinances by establishing a new Animal Care Services Department and abolishing the existing animal control program of the health department; transferring all functions from the existing animal control program to the newly created department; designating a director with supervisory responsibility over the department; authorizing the City Manager to waive any or all fees required under this chapter in limited circumstances; clarifying the City’s authority to seize and impound animals in conformance with current state law; repealing all ordinances or parts of ordinances in conflict therewith; providing a savings clause; providing for severability; and providing an effective date. 16. Authorizing the City Manager to execute all necessary documents to effectively convey to Laredo-Webb Neighborhood Housing Services, Inc. D/B/A NeighborWorks Laredo a 113,159.62 sq.ft. (2.5978 Acs.) Tract of Land, Being all of Block No.1713, part of Block No. 1782 and the Right-of-Way of New York Ave., between these two Blocks, in the Eastern Division, City of Laredo, Webb County, Texas. The City of Laredo will retain a 15’ Wide Easement along New York Avenue. This will support the creation of Affordable Rental Housing for Veterans, Elderly and Multifamily Households in the community. 17. Authorizing the City Manager to donate to Habitat for Humanity of Laredo, the surface only of the following surplus properties: Lot 8, Block 246, Eastern Division, located on 617 Guerrero Street and Lots 7 & 8, Block 1487, Eastern Division, located 518 & 520 N.Texas Avenue. The purpose of this donation would be to provide for the construction of affordable housing in the City of Laredo. 18. Authorizing the City Manager to execute a billboard lease with Lamar Outdoor Advertising located on Thurman and U.S. Highway 83. The lease term for this parcel will consist of monthly payments for one (1) year, at a base rental amount of $300.00 with an additional 20% of revenue generated less the base rent for a 12-month period. 19. Amending Article II, Section 2-16, "Departments of the City," of the Code of Ordinances of the City of Laredo, Texas, by creating and eliminating departments; repealing all ordinances or parts of ordinances in conflict therewith; providing a savings clause; providing for severability; and providing an effective date.

RESOLUTIONS 30. 2016-R-85 Authorizing the City Manager to submit to the Federal Aviation Administration (FAA) a new Passenger Facility Charge (PFC) Application #4 for the Laredo International Airport, under the Passenger Facility Charge Program regulated by FAR Part 158, in order to (1) continue PFC collections at the $4.50 level per enplaned revenue passenger, (2) impose PFCs in the amount of $8,137,539.00, (3) use PFCs for eighteen additional eligible capital projects, and (4) extend the legal charge expiration date of the PFC Program to April 1, 2040. 31. 2016-R-101 Authorizing the City Manager to enter into and execute a Memorandum of Understanding between Texas A&M International University and the City of Laredo Fire Department for the purpose of the Laredo Fire Department becoming an American Heart Association Training Site. 32. 2014-R-104 Resolution Supporting AEP Texas Central Company’s (AEP) "LED Pilot Program" to provide LED Street Lighting Service within the City of Laredo; and supporting any amendments to AEP’s Tariff necessary to make the service available.
MOTIONS 33. Consideration for approval and authorizing an operating lease of Seventy Five (75) new 2017 Club Car Precedent Pi2 Excel Electric Golf Cars, One (1) new 2017 Carryall 300 Gas Driving Range Vehicle and One (1) new 2017 Cafe Express Hospitality Vehicle from Club Car, LLC, Evans, Georgia in the total amount $297,012.00 for the Max Mandel Golf Course. The lease of this equipment shall be made utilizing US Communities Contract # EV2024-02. The operating lease shall be for 48 months. The estimated monthly payment shall be $6,187.75. Funding is available in the Max Mandel Golf Course Fund. 34. Consideration for approval and authorizing the City Manager to purchase a rolling performance stage for the Laredo Energy Arena in the amount not to exceed $97,500.00. The vendor is StageRight - Buy Board contract # 455-14. Funding is available under the Sports and Community Venue Fund. 35. Authorizing the City Manager to amend the City of Laredo’s 2016 One Year Action Plan for the purpose of reprogramming Community Development Block Grant (CDBG) funds totaling $562,827.00 for the Bethany House Supportive Services Project in the amount of $62,000.00 and for the purchase of a Fire Engine for Fire Station # 14 (Cielito Lindo) in the amount of $500,827.00. Authorizing the City Manager to award a contract for Sound Insulation Services to Northeast Noise Abatement Corporation of Warwick, RI, in the amount of $721,000.00 for Sound Insulation Improvements. The scope of work consists of sound insulating nineteen (19) family homes and three (3) apartment buildings. Funding is available in the City of Laredo International Airport Noise Compatibility Program funded by the Federal Aviation Administration Airport Improvement Projects Grant#78. 37. Consideration for approval to award a construction contract to the lowest bidder Altus Construction, Laredo, Texas, in the base bid amount of $1,298,362.46 for the Zacate Creek Channel Improvements Project with a construction contract time of one hundred twenty (120) calendar days; and authorizing the City Manager to execute all related contract documents contingent upon receipt and approval of insurance and bond documents. Completion date for the project is scheduled for December 2016. Funding is available in the 2012, 2013 and 2016 Environmental Bonds, subject to approval of ordinance 2016-O-109. 38. Consideration for approval to award a professional services contract to Design Group International, Laredo, Texas, in an amount not to exceed $125,000.00 for design and preparation of plans and specifications for the Santo Nino Re-habilitation of the WIC Clinic – Phase II. Design work is to be done on a fast track basis. Funding is available in the 2015 Certificate of Obligation, 2014 Certificate of Obligation, and Health Dept. Fund. 39. Consideration for approval of change order no. 2 an increase of $41,400.00 to the contract with Sunset Pools, Inc., Laredo, Texas, for the Neighborhood Recreational Swimming Pool (5,330 S.F.) at Bartlett Avenue Soccer Field Complex Located at 6002 Thomas Avenue (Design/Build Project) to add a perimeter fence outside of the electrical easement for protection from animals invading pool and to add forty-five (45) calendar days to the construction contract time. Current construction contract amount with this change order is $1,176,400.00. Completion date for the project is scheduled for September 2016. Funding is available in the 2015 CO. 40. Authorizing the City Manager to submit a continuation grant application in the estimated amount of $140,110.00 to the South Texas Development Council (STDC) to continue the City of Laredo Health Department HIV/Health & Social Services Program to provide medical care, treatment, case management, testing, social services and supportive care for the term period of September 1, 2016 through August 31, 2017 and further authorizing the City Manager to execute any and all documents resulting from the award of this grant. 41. Authorizing the City Manager to enter into a purchase contract with Motorola Solutions in the amount of $6,000,000.00 for the purchase of mobile and portable radios with an extended warranty of 10 years for the Police and Fire Departments. The purchase of these radios shall be made utilizing H-GAC contract RA-05-15. Funding for this purchase contract is available through proceeds from the 2016 PPFCO, subject to approval of Ordinance No. 2016-O-111. 42. Consideration to award contract FY16-065 to the low bidder HD Supply Waterworks, Atlanta, Georgia, in an amount up to $249,465.05 for the purchase of fire hydrants and repair kits for the City of Laredo's Utilities Department. This contract will be for a one year period. This contract has five extension periods upon mutual agreement . Funding is available in the Utilities Department Fund. 43. Consideration to award supply contract number FY16-064 to the following low bidders: a. Sections I and II to Ferguson Waterworks, Brownsville, Texas in an amount of up to $525,505.74; b. Section III to HD Supply Waterworks, Atlanta, Georgia in an amount of up to $141,819.52; c. Section IV to Fortiline Inc., Concord, North Carolina in an amount of up to $96,290.00, for the purchase of mechanical joint fittings, brass fittings, copper pipe, repair clamps, and valve boxes for the Utilities Department. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. These materials are purchased on an as needed basis by the Utilities Department- Water Operations for construction and repair projects. Funding is available in the Utilities Department Fund. 44. Authorizing the City Manager to execute a contract utilizing the BuyBoard cooperative purchasing program to Insituform Technologies, LLC, of Chesterfield, Missouri, for the emergency repairs of a 30" sanitary sewer for the amount of $305,505.00. This line is completely corroded and a collapse probability is very high. Funding is available in the 2014 Sewer Revenue Bond 45. Authorizing the City Manager to award a Professional Engineering Services contract in the amount of $285,000.00 to Parra Business & Engineering Consulting, San Antonio, Texas for the Preparation of Operation & Maintenance Manual, and Standard Operation Procedures for South Laredo Wastewater Treatment Plant. Funding is available in the 2010 Sewer Revenue Bond. 46. Consideration for approval of change order #2 with no increase in the contract sum to Qro Mex Construction Co., Inc Granite Shoals, for the 24" EPC Water Main Jefferson WTP to Bridge 1. This change order consists of 60 working days of time extension, due to the delay in easement acquisition process, for a total contract time of 340 working days. The contract amount remains at $2,848,963.00. Funding is available in the 2015 Water System Revenue Bond. 47. Approving monthly adjustments to the tax roll. The amounts to be adjusted for the month of July 2016, represent an increase of $9,052.11. These adjustments are determined by the Webb County Appraisal District and by court orders.
XIV. RECESS AS THE LAREDO CITY COUNCIL AND CONVENE AS THE LAREDO MASS TRANSIT BOARD 48. Consideration for approval of the El Metro Operations and Maintenance Facility – 401 Scott Street Repair/Reconstruction and/or Replacement of Concrete Slabs and Construction Joints as complete, release of retainage and approval of final payment in the amount of $25,777.91 to ALC Construction, Inc., Laredo, Texas. Final construction contract amount is $515,558.25. Funding is available in the Transit Capital Grants Fund/FTA Grant. 49. Consideration to award contract FY 16-053 to Goodyear Tire and Rubber Company, Akron, OH in the estimated amount of $267,312.00, for providing leased tires for the bus and para-transit fleet. This contract provides tires for forty-nine (49) buses, eighteen (18) para-transit vehicles and five (5) medium size support vehicles. The term of this contract will be for three (3) years with two (2) one-year options, subject to continued appropriations in future fiscal years. INTRODUCTORY ORDINANCES 15. RESOLUTIONS 30. 2016-R-85 Authorizing the City Manager to submit to the Federal Aviation Administration (FAA) a new Passenger Facility Charge (PFC) Application #4 for the Laredo International Airport, under the Passenger Facility Charge Program regulated by FAR Part 158, in order to (1) continue PFC collections at the $4.50 level per enplaned revenue passenger, (2) impose PFCs in the amount of $8,137,539.00, (3) use PFCs for eighteen additional eligible capital projects, and (4) extend the legal charge expiration date of the PFC Program to April 1, 2040. 31. 2016-R-101 Authorizing the City Manager to enter into and execute a Memorandum of Understanding between Texas A&M International University and the City of Laredo Fire Department for the purpose of the Laredo Fire Department becoming an American Heart Association Training Site. 32. 2014-R-104 Resolution Supporting AEP Texas Central Company’s (AEP) "LED Pilot Program" to provide LED Street Lighting Service within the City of Laredo; and supporting any amendments to AEP’s Tariff necessary to make the service available.

Consideration for approval and authorizing an operating lease of Seventy Five (75) new 2017 Club Car Precedent Pi2 Excel Electric Golf Cars, One (1) new 2017 Carryall 300 Gas Driving Range Vehicle and One (1) new 2017 Cafe Express Hospitality Vehicle from Club Car, LLC, Evans, Georgia in the total amount $297,012.00 for the Max Mandel Golf Course. The lease of this equipment shall be made utilizing US Communities Contract # EV2024-02. The operating lease shall be for 48 months. The estimated monthly payment shall be $6,187.75. Authorizing the City Manager to amend the City of Laredo’s 2016 One Year Action Plan for the purpose of reprogramming Community Development Block Grant (CDBG) funds totaling $562,827.00 for the Bethany House Supportive Services Project in the amount of $62,000.00 and for the purchase of a Fire Engine for Fire Station # 14 (Cielito Lindo) in the amount of $500,827.00. Consideration for approval to award a construction contract to the lowest bidder Altus Construction, Laredo, Texas, in the base bid amount of $1,298,362.46 for the Zacate Creek Channel Improvements Project with a construction contract time of one hundred twenty (120) calendar days; and authorizing the City Manager to execute all related contract documents contingent upon receipt and approval of insurance and bond documents. Completion date for the project is scheduled for December 2016. Funding is available in the 2012, 2013 and 2016 Environmental Bonds, subject to approval of ordinance 2016-O-109. 38. Consideration for approval to award a professional services contract to Design Group International, Laredo, Texas, in an amount not to exceed $125,000.00 for design and preparation of plans and specifications for the Santo Nino Re-habilitation of the WIC Clinic – Phase II. Design work is to be done on a fast track basis. Funding is available in the 2015 Certificate of Obligation, 2014 Certificate of Obligation, and Health Dept. Fund. 39. Consideration for approval of change order no. 2 an increase of $41,400.00 to the contract with Sunset Pools, Inc., Laredo, Texas, for the Neighborhood Recreational Swimming Pool (5,330 S.F.) at Bartlett Avenue Soccer Field Complex Located at 6002 Thomas Avenue (Design/Build Project) to add a perimeter fence outside of the electrical easement for protection from animals invading pool and to add forty-five (45) calendar days to the construction contract time. Current construction contract amount with this change order is $1,176,400.00. Completion date for the project is scheduled for September 2016. Funding is available in the 2015 CO. 40. Authorizing the City Manager to submit a continuation grant application in the estimated amount of $140,110.00 to the South Texas Development Council (STDC) to continue the City of Laredo Health Department HIV/Health & Social Services Program to provide medical care, treatment, case management, testing, social services and supportive care for the term period of September 1, 2016 through August 31, 2017 and further authorizing the City Manager to execute any and all documents resulting from the award of this grant. 41. Authorizing the City Manager to enter into a purchase contract with Motorola Solutions in the amount of $6,000,000.00 for the purchase of mobile and portable radios with an extended warranty of 10 years for the Police and Fire Departments. The purchase of these radios shall be made utilizing H-GAC contract RA-05-15. Funding for this purchase contract is available through proceeds from the 2016 PPFCO, subject to approval of Ordinance No. 2016-O-111. 42. Consideration to award contract FY16-065 to the low bidder HD Supply Waterworks, Atlanta, Georgia, in an amount up to $249,465.05 for the purchase of fire hydrants and repair kits for the City of Laredo's Utilities Department. This contract will be for a one year period. This contract has five extension periods upon mutual agreement . Funding is available in the Utilities Department Fund. 43. Consideration to award supply contract number FY16-064 to the following low bidders: a. Sections I and II to Ferguson Waterworks, Brownsville, Texas in an amount of up to $525,505.74; b. Section IV to Fortiline Inc., Concord, North Carolina in an amount of up to $96,290.00, for the purchase of mechanical joint fittings, brass fittings, copper pipe, repair clamps, and valve boxes for the Utilities Department. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. These materials are purchased on an as needed basis by the Utilities Department- Water Operations for construction and repair projects. Funding is available in the Utilities Department Fund. 44. Authorizing the City Manager to execute a contract utilizing the BuyBoard cooperative purchasing program to Insituform Technologies, LLC, of Chesterfield, Missouri, for the emergency repairs of a 30" sanitary sewer for the amount of $305,505.00. This line is completely corroded and a collapse probability is very high. Funding is available in the 2014 Sewer Revenue Bond 45. Authorizing the City Manager to award a Professional Engineering Services contract in the amount of $285,000.00 to Parra Business & Engineering Consulting, San Antonio, Texas for the Preparation of Operation & Maintenance Manual, and Standard Operation Procedures for South Laredo Wastewater Treatment Plant. Funding is available in the 2010 Sewer Revenue Bond. 46. Consideration for approval of change order #2 with no increase in the contract sum to Qro Mex Construction Co., Inc Granite Shoals, for the 24" EPC Water Main Jefferson WTP to Bridge 1. This change order consists of 60 working days of time extension, due to the delay in easement acquisition process, for a total contract time of 340 working days. The contract amount remains at $2,848,963.00. Funding is available in the 2015 Water System Revenue Bond. 47. Approving monthly adjustments to the tax roll. The amounts to be adjusted for the month of July 2016, represent an increase of $9,052.11. These adjustments are determined by the Webb County Appraisal District and by court orders.
XIV. RECESS AS THE LAREDO CITY COUNCIL AND CONVENE AS THE LAREDO MASS TRANSIT BOARD 48. Consideration for approval of the El Metro Operations and Maintenance Facility – 401 Scott Street Repair/Reconstruction and/or Replacement of Concrete Slabs and Construction Joints as complete, release of retainage and approval of final payment in the amount of $25,777.91 to ALC Construction, Inc., Laredo, Texas. Final construction contract amount is $515,558.25. Funding is available in the Transit Capital Grants Fund/FTA Grant. 49. Consideration to award contract FY 16-053 to Goodyear Tire and Rubber Company, Akron, OH in the estimated amount of $267,312.00, for providing leased tires for the bus and para-transit fleet. This contract provides tires for forty-nine (49) buses, eighteen (18) para-transit vehicles and five (5) medium size support vehicles. The term of this contract will be for three (3) years with two (2) one-year options, subject to continued appropriations in future fiscal years.
