RESOLUTIONS 19. 2016-R-123 Authorizing the City Manager to enter into and execute a Memorandum of Understanding between the City of Laredo and Laredo Crime Stoppers Inc. for the purpose of forming a partnership and collaborate to continue with the mission of crime reduction through anonymous tips/information from the public. 20. 2016-R-124 Authorizing the City Manager to enter into and execute a Memorandum of Understanding, attached here to as exhibit A, between the South Texas Development Council ("STDC") and the City of Laredo for the management of the South Texas Regional Interoperable 25 VHF Radio Communications Trunked System and Advance System key for a one (1) year term beginning October 1, 2016 at an annual fee of $43,000.00; payable quarterly in four equal payments of $10,750.00.
MOTIONS 21. Authorizing the City Manager to approve an LED pylon signage grant in accordance with the executed Economic Development Performance and Program Grant approved by City Council on September 2, 2014 through Resolution 2014-R-092 between the City of Laredo and the El Portal Center, (EPC) L.L.C., an Illinois Limited Liability Company. Said grant represents fifty percent (50%) of the actual cost of the sign for an estimated amount of $404,947.00 with remaining 50% ($404,947.00) to be paid by EPC. The proposed 30' x 48' sign will include a 20' x 48' double face LED sign, 80' in height and will be located on City of Laredo property at 700 Zaragoza Street, lots 1-3 & W of 4, of block 17, Western Division. Funding is available in the Hotel/Motel Fund. 22. Consideration to approve the award of the CDBG Sidewalk Project District VII (12 Blocks) in the amount of $171,361.50 to ALC Construction, Inc., Laredo, Texas. Funding is available in the CDBG 40th Action year/2014 Grant.

Consideration to ratify Change Order No. 1 to contract FY16-062, for an increase of $36,962.00 and allowing for an additional 20 calendar days, for asbestos remediation services for Fire Stations 1 and 5 from Jupe Environmental, Inc., San Antonio, Texas; new contract total is $67,152.00. Change order was required to allow for additional work which was not part of the original specifications' scope of work. Funding for this project is available in the 2015 Bonds, Fire Station Repairs.

The grant period will begin October 1, 2016 and runs through September 30, 2017. 26. 2016-R-120 Authorizing the City Manager to accept a donation from the Jessie Frances Neal Foundation in the amount of $10,000.00. Funds are restricted and will be used to purchase books for the Joe A. Guerra Laredo Public Library. 27. 2016-R-121 Authorizing the City Manager to accept and enter into contract with the Department of State Health Services (DSHS) in the amount of $159,171.00 with program income in the amount of $35,155.00 for the continuation of the City of Laredo Health Department Primary Health Care Program to provide preventive care for low income and uninsured persons for the term period from September 1, 2016 through August 31, 2017. XII (b) MOTIONS 28. Authorizing the City Manger to amend the City of Laredo 2015 One Year Action Plan for the purpose of reprogramming Community Development Block Grant (CDBG) funds totaling $356,000.00 for the Santo Nino Community Center Rehabilitation Phase II project. It is proposed that the newly created project will be funded through the use of funds from the cancelled "Acquisition of Residential Lots for Homebuyers" activity from the 41st Action Year. The scope of rehabilitation work to this City owned building will include: design/engineering, testing, demolition, paving, landscaping, irrigation, concrete, masonry, carpentry, plumbing, and electrical work, roofing, windows and door replacement, flooring, air conditioning, ADA accessibility and other amenities as deemed necessary. 29. Authorizing and advancing funding to the Laredo Urban Transportation Study - Metropolitan Planning Organization (LUTS - MPO) in the amount not to exceed $97,000.00 for payment of CDM Smith, Inc. consulting services for the development of the 2013-2045 Travel Demand Model which said sums are 100% reimbursable from federal funds supplied to the M.P.O. as per the fiscal agreement between the City and the MPO. Funding is available in the General Fund - Planning MPO Grant. 30. Consideration to award purchase contract FY16-073 to Elliott Electric Supply, Pearsall, Texas, in an amount up of $57,649.25 for the purchase of electrical supplies to repair and replace existing lights at Bridge # 1. Elliott Electric Supply is the sole bidder for FY16-073. There are no terms or extensions provided for FY16-073. Funding for this purchase is available in the Laredo Bridge System Construction Fund. 31. Consideration to renew service contract number FY14-085 with WCD Enterprises, Scottsdale, Arizona, in an amount up to $56,700.00 for landscaping and maintenance services for the North Laredo & Zacate Creek Wastewater Treatment Plants, and Vidal Cantu Boulevard. The vendor shall provide all the labor, supervision, equipment, and materials needed for the mowing, collection of trash and debris, collection of rubbish, the cutting and trimming of all trees and vegetation along fence lines and the removal of any foreign waste materials. There will be no price increase during this extension period. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This is the second of six extension periods. Funding is available in the Water and Sewer Fund. 33. Authorizing City Manager to award and execute the construction contract to the lowest bidder Romo Contractors, LLC, Laredo, Texas in the amount of $168,490.00 for the construction of Masonry Wall for Utilities Fleet Parking Facility. Construction time is ninety (90) working days for final completion. Funding is available in the 2014 Water Revenue Bond and 2011 Sewer Revenue Bond.
Consideration to award annual supply contract number FY16-072 to the following low bidders: 1) Site-One Landscape Supply, San Antonio, Texas in an amount of up to $ 20,000.00; 2) Nery Enriquez Trucking, El Campo, Texas, in an amount of up to $ 40,000.00; 3) ALC Construction, Laredo, Texas in an amount of up to $ 15,000.00; for the purchase of plants, trees, grass, and associated landscape materials required for all Parks & Leisure projects. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This contract has six extension periods upon mutual agreement. All materials are purchased on an as needed basis and funding is available in the Parks & Leisure Department Fund.
Authorizing City Manager to award and execute the construction contract to the lowest bidder, Pepper-Lawson Waterworks, LLC, Texas in the amount of $22,105,000.00 for the South Laredo Wastewater Treatment Plant 12 MGD to 18 MGD Expansion Project, pending the approval of Texas Water Development Board (TWDB). 7. 2016-O-147 Authorizing the City Manager to accept and enter into contract with the Health and Human Services Commission (HHSC), amending the FY 2015-2016 budget by appropriating additional revenues and expenditures in the amount of $85,500.00, and amending the FY 2015-2016 Full Time Equivalent (FTE) listing by adding one (1) Medical Office Assistant II, R30. This project will further support the City of Laredo Health Department (CLHD) to provide womens health preventive services and family planning for the term period from August 1, 2016 through August 31, 2017 and can be renewed for up to two (2) years pending funding availability. 8. 2016-0-148 Authorizing the City Manager to accept the continuation contract with Texas A&M International University (TAMIL!) and amending the FY 2015-2016 budget by appropriating additional revenues and expenditures in the amount of $483,181.00. Funding is from Methodist Health Care Ministries through TAMIL), and will allow us to continue to provide early detection health care services for diabetes and to integrate behavioral health screenings. The project is called Si Texas - Juntos For Better Health Program and has several partners (TAMIL), Methodist Healthcare Ministries, Border Region Behavioral Health, Holding Institute, AHEC, SCAN and Gateway Community Health Center). The term period is from May 1, 2016 through April 30, 2017 and may be extended for another four (4) years contingent on funding availability. 9. 2016-O-149 Amending the Laredo Land Development Code of the City of Laredo by revising Article IV, Section 24.65.0, General Supplemental;Provisions, (a) Residential, to prohibit trucks and certain trailers from parking in an R-2, R-3, RSM, and RS Zoning District; providing for publication and effective date. 10. 2016-0-150 amending the Zoning Ordinance (Map) of the City of Laredo by rezoning .6342 acres as further described by metes and bounds in attached Exhibit "A", located at South of Soria Drive and West of Ejido Avenue, from R-3 (Mixed Residential District) to B-1 (Limited Commercial District); providing for publication and effective date. The term of the license agreement is for five (5) years beginning on September 20, 2016 to September 19, 2021. 18. 2016-0-159 An Ordinance of the City of Laredo amending Code of Ordinances, Article IV, Bicycles and Play Vehicles, Division 2, Bicycle License, to repeal the requirement of a City issued license before a person may ride or propel a bicycle on any street or public highway.
2016-0-144 Amending the City of Laredo Ordinance #2016-O-086, Chapter 31 (Utilities), Division 3 (Rates and Charges), Article III (Water), section 31-141 (Water Availability), specifically section 1. a. by decreasing the square footage from 6,000 to 4,500 square feet; 1. b. from minimum of 6,000 to 4,500 square feet and increasing the cost from $500.00 to $1,000.00; 1. c. by increasing the cost from $750.00 to $1,500.00 and 1. d. by increasing the cost from $1,000.00 to $2,000.00; modifying 2. a. by removing one-half and adding one-third acre-feet and increasing the cost from $500.00 to $1,000.00; 2. b. by increasing the cost from $500.00 to $1,500.00 and 2. c. by increasing the cost from $500.00 to $1,500.00. Modifying (b) 2. for connection charges by adding a multifamily charge of $200.00 per unit per meter and moving the current (b) 2. to (b) 3, providing for publication and an effective date.
RESOLUTIONS 19. 2016-R-123 Authorizing the City Manager to enter into and execute a Memorandum of Understanding between the City of Laredo and Laredo Crime Stoppers Inc. for the purpose of forming a partnership and collaborate to continue with the mission of crime reduction through anonymous tips/information from the public. 20. 2016-R-124 Authorizing the City Manager to enter into and execute a Memorandum of Understanding, attached here to as exhibit A, between the South Texas Development Council ("STDC") and the City of Laredo for the management of the South Texas Regional Interoperable 25 VHF Radio Communications Trunked System and Advance System key for a one (1) year term beginning October 1, 2016 at an annual fee of $43,000.00; payable quarterly in four equal payments of $10,750.00.
MOTIONS 21. Authorizing the City Manager to approve an LED pylon signage grant in accordance with the executed Economic Development Performance and Program Grant approved by City Council on September 2, 2014 through Resolution 2014-R-092 between the City of Laredo and the El Portal Center, (EPC) L.L.C., an Illinois Limited Liability Company. Said grant represents fifty percent (50%) of the actual cost of the sign for an estimated amount of $404,947.00 with remaining 50% ($404,947.00) to be paid by EPC. The proposed 30' x 48' sign will include a 20' x 48' double face LED sign, 80' in height and will be located on City of Laredo property at 700 Zaragoza Street, lots 1-3 & W of 4, of block 17, Western Division. Funding is available in the Hotel/Motel Fund. 22. Consideration to approve the award of the CDBG Sidewalk Project District VII (12 Blocks) in the amount of $171,361.50 to ALC Construction, Inc., Laredo, Texas. Funding is available in the CDBG 40th Action year/2014 Grant.
I. MOTIONS 1. Consideration to ratify Change Order No. 1 to contract FY16-062, for an increase of $36,962.00 and allowing for an additional 20 calendar days, for asbestos remediation services for Fire Stations 1 and 5 from Jupe Environmental, Inc., San Antonio, Texas; new contract total is $67,152.00. Change order was required to allow for additional work which was not part of the original specifications' scope of work. Funding for this project is available in the 2015 Bonds, Fire Station Repairs.

XII (a) RESOLUTIONS 23. 2016-R-117 Accepting the conveyance of the following twenty (20) foot Public Utility and Utility Access Easement, for the right to install, construct, reconstruct, repair and perpetually maintain a 16" water line from: Santa Fe Webb, LLC, By: David O. Garza, President - Utility easement as follows: A tract of land containing 0.1289 acres, more or less out of Porcion 33 Abstract No. 3084 in Laredo, Webb County, Texas, a copy of which conveyance is attached as Exhibit A and depicted in Exhibit B: And directing that said Easement be filed of record in official property records of Webb County, Texas. 24. 2016-R-118 Authorizing City Manager to accept a grant award in the amount of $105,730.00 from the Texas Department of Transportation for Enforcement of Comprehensive Selective Traffic Enforcement Program. The City of Laredo will be required to match $47,733.20 for the total grant amount of $153,463.20. The grant period will begin October 1, 2016 and runs through September 30, 2017. This grant is for overtime salaries. 25. 2016-R-119 Authorizing City Manager to accept a grant in the amount of $86,925.00 from the Texas Department of Transportation for Enforcement of Commercial Motor Vehicle Selective Traffic Enforcement Program. The City of Laredo will be required to provide a match in the amount of $29,103.00 for a total amount of $116,028.00. This grant is for overtime salaries. The grant period will begin October 1, 2016 and runs through September 30, 2017. 26. 2016-R-120 Authorizing the City Manager to accept a donation from the Jessie Frances Neal Foundation in the amount of $10,000.00. Funds are restricted and will be used to purchase books for the Joe A. Guerra Laredo Public Library. 27. 2016-R-121 Authorizing the City Manager to accept and enter into contract with the Department of State Health Services (DSHS) in the amount of $159,171.00 with program income in the amount of $35,155.00 for the continuation of the City of Laredo Health Department Primary Health Care Program to provide preventive care for low income and uninsured persons for the term period from September 1, 2016 through August 31, 2017. XII (b) MOTIONS 28. Authorizing the City Manger to amend the City of Laredo 2015 One Year Action Plan for the purpose of reprogramming Community Development Block Grant (CDBG) funds totaling $356,000.00 for the Santo Nino Community Center Rehabilitation Phase II project. It is proposed that the newly created project will be funded through the use of funds from the cancelled "Acquisition of Residential Lots for Homebuyers" activity from the 41st Action Year. The scope of rehabilitation work to this City owned building will include: design/engineering, testing, demolition, paving, landscaping, irrigation, concrete, masonry, carpentry, plumbing, and electrical work, roofing, windows and door replacement, flooring, air conditioning, ADA accessibility and other amenities as deemed necessary. 29. Authorizing and advancing funding to the Laredo Urban Transportation Study - Metropolitan Planning Organization (LUTS - MPO) in the amount not to exceed $97,000.00 for payment of CDM Smith, Inc. consulting services for the development of the 2013-2045 Travel Demand Model which said sums are 100% reimbursable from federal funds supplied to the M.P.O. as per the fiscal agreement between the City and the MPO. Funding is available in the General Fund - Planning MPO Grant. 30. Consideration to award purchase contract FY16-073 to Elliott Electric Supply, Pearsall, Texas, in an amount up of $57,649.25 for the purchase of electrical supplies to repair and replace existing lights at Bridge # 1. Elliott Electric Supply is the sole bidder for FY16-073. There are no terms or extensions provided for FY16-073. Funding for this purchase is available in the Laredo Bridge System Construction Fund. 31. Consideration to renew service contract number FY14-085 with WCD Enterprises, Scottsdale, Arizona, in an amount up to $56,700.00 for landscaping and maintenance services for the North Laredo & Zacate Creek Wastewater Treatment Plants, and Vidal Cantu Boulevard. The vendor shall provide all the labor, supervision, equipment, and materials needed for the mowing, collection of trash and debris, collection of rubbish, the cutting and trimming of all trees and vegetation along fence lines and the removal of any foreign waste materials. There will be no price increase during this extension period. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This is the second of six extension periods. Funding is available in the Water and Sewer Fund. 33. Authorizing City Manager to award and execute the construction contract to the lowest bidder Romo Contractors, LLC, Laredo, Texas in the amount of $168,490.00 for the construction of Masonry Wall for Utilities Fleet Parking Facility. Construction time is ninety (90) working days for final completion. Funding is available in the 2014 Water Revenue Bond and 2011 Sewer Revenue Bond.
Consideration to award annual supply contract number FY16-072 to the following low bidders: 1) Site-One Landscape Supply, San Antonio, Texas in an amount of up to $ 20,000.00; 2) Nery Enriquez Trucking, El Campo, Texas, in an amount of up to $ 40,000.00; 3) ALC Construction, Laredo, Texas in an amount of up to $ 15,000.00; for the purchase of plants, trees, grass, and associated landscape materials required for all Parks & Leisure projects. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This contract has six extension periods upon mutual agreement. All materials are purchased on an as needed basis and funding is available in the Parks & Leisure Department Fund.
Authorizing City Manager to award and execute the construction contract to the lowest bidder, Pepper-Lawson Waterworks, LLC, Texas in the amount of $22,105,000.00 for the South Laredo Wastewater Treatment Plant 12 MGD to 18 MGD Expansion Project, pending the approval of Texas Water Development Board (TWDB). Construction time is seven hundred seventy five (775) calendar days for final completion. Funding is available in the 2012 Sewer Revenue Bond - TWDB and 2015B Sewer Revenue Bond -TWDB.
Discussion with possible action to consider a request for a fourth extension of Injury Leave with pay in accordance with 143.073 (b) of the Texas Local Government Code for Patrol Officer Jose Cisneros.
RECESS AS THE LAREDO CITY COUNCIL AND CONVENE AS THE LAREDO MASS TRANSIT BOARD 36. 2016-RT-08 Ratifying the September 19, 2016 acceptance and execution of the Texas Department of Transportation (TxDOT) State Urban Grant No. STATE-U-2016-LAREDO-00108 PGA for fiscal year 2017 in the amount of $576,518.00 to be use for Preventative Maintenance for the City of Laredo Transit Department. 37. 2016-RT-09 Ratifying the September 19, 2016 acceptance and execution of a grant application and related documents including contract agreement(s) for the amount of $247,845.00 to the Federal Transit Administration (FTA) for Fiscal Years 2014 and 2015 Section 5310 (Map-21) Grant Program for Enhanced Mobility of Seniors and Individuals with Disabilities. These funds will be for Capital and Program Administration for the Laredo Transit Management. Grant funds will also be for the purchase of Rolling Stock and Operating Assistance for the 5310 transportation provider.
