Recognizing the United High School Marching Band for their third time in history making it to the State Marching Competition that took place in San Antonio on November 8, 2016 and ranking 38th out of 239 6A Division bands in the State of Texas.

Public Hearing and Introductory Ordinance amending FY 2017 annual budget by appropriating additional revenues and expenditures in the amount of $310,104.61 in the General Fund. The revenues are from forfeiture cases involving abandoned and unclaimed money from the Laredo Police Department Property and Evidence Section. Funding will be used to purchase patrol and officer safety equipment, capital outlay equipment and other needed items. Funding is available in the General Fund.

And directing that said Easement be filed of record in official property records of Webb County, Texas. 25. 2016-R-147 Authorizing City Manager to accept a grant in the amount of $30,520.00 from the Texas Department of Transportation to fund the STEP Impaired Driving Mobilization program. The City of Laredo will match $9,766.40 for a total grant amount of $40,286.40. This grant is to pay overtime for officers in order to increase enforcement to arrest individuals driving under the influence of a controlled substance. 26. 2016-R-149 Supporting the City of Laredo's participation in the South Texas Development Council; authorizing payment of $36,255.84 for the City's Membership Assessment for the period covering October 1, 2016 to September 30, 2017; and confirming the appointment of representatives from the City of Laredo to serve on the Board of Directors of the South Texas Development Council. Funding is available in the General Fund. 27. 2016-R-151 Authorizing the City Manager to accept and execute a contract from the Texas Department of State Health Services (DSHS) in the amount of $112,533.00 with a cash match (inkind) of $22,507.00, for a total award amount of $135,040.00 for the City of Laredo Health Department (CLHD) Tuberculosis Prevention & Control/Federal Program to continue Tuberculosis control, prevention, treatment and surveillance for early detection for the term of January 1, 2017 through December 31, 2017.
28. Consideration to adopt the 2017 State Legislative Agenda for the 85th Legislature of the State of Texas. 29. Consideration to authorize the City Manager to enter into a Memorandum of Understanding (MOU) with Johns Hopkins University as part of the What Works City (WWC) Initiatives sponsored by the Bloomberg Family Foundation, Inc. This project proposes to provide technical assistance at no cost to the City. The goal is to accelerate the use of data and evidence as a strategic asset, by leveraging it more effectively for reliable insights, using the data for more efficient service provisions, and laying the foundation for advanced data practices. There is no financial impact at this time. 30. Authorizing the City Manager to execute a formal written commitment with the Texas Homeless Network to participate in the Texas Balance of State Continuum of Care. This commitment will support its efforts to end homelessness. 31. Authorizing the City Manager to amend the 2015 Emergency Solution Grant (ESG) contract with Bethany House of Laredo, Inc., by increasing the total amount awarded by $9,500.00. The additional funds will be utilized for administrative costs related to the planning and execution of ESG activities. 32. Consideration for approval of the Laredo International Airport Taxiway G Reconstruction as complete, release of retainage and approval of final payment in the amount of $449,312.94 to Reim Construction, Inc., Mission, Texas. Final construction contract amount is $8,276,191.46. Funding is available in the Airport Construction Fund – FAA Grant No. 79. 34. Authorizing the City Manager to enter into and execute a contract between Century Link and the City of Laredo for the purchase of Uninterrupted Power Supply (UPS) equipment through the Houston Galveston Area Council of Governments (HGAC) Cooperative Purchasing Contract EC07-16 in the total amount of $53,376.30. These UPS units will be purchased for six (6) Public Safety Answering Points (PSAPs) located throughout the South Texas Region. Funding is available in the Regional 9-1-1 Fund. 35. Consideration to award annual contract FY17-011 to the low bidders: 1. Andy's Auto Air & Supplies, Inc. (DBA: Andy's Auto & Bus Air, Inc.), Laredo, Texas in an estimated amount up to $60,000.00;and 2. Rotex Truck Center, Laredo, Texas in an estimated amount up to $40,000.00; for air conditioning system repairs for the medium and heavy duty trucks, and construction equipment for the Fleet Division. The term of the contract shall be for period of one (1) year with an opportunity to renew for four (4) additional one (1) year periods. Funding is available in the Fleet Maintenance budget. 36. Consideration to award supply contract FY17-009 to the sole bidder, Century Asphalt, Houston, Texas in an amount up to $190,000.00 for the purchase of prime emulsified asphalt oil used for street paving projects. All materials are purchased on an as needed basis utilizing the construction project budgets. This contract has four extension periods. If the pricing remains the same or price adjustment has mutual agreement from both parties and the City agrees to extend the contract, the contract shall automatically renew for another one year period. Funding is available in the Public Works and Utilities Departments construction projects budgets. 37. Consideration to award contracts for the purchase of eight (8) refuse trucks and one (1) dump truck for the Solid Waste Department and the Public Works Department utilizing the BuyBoard Cooperative Contract Pricing to the following vendors: Rush Truck Center, Laredo, Texas in the total amount of $1,235,022.02 for the purchase of eight (8), cab and chassis trucks (garbage trucks) and one (1) 14 Yard Dump Truck (BuyBoard contract 430-13); 1. BTE Body Company, Irving, Texas in the total amount of $953,232.00 for the purchase of seven (7) automated side loader refuse bodies (BuyBoard contract 516-16); 2. Reliance Truck & Equipment, San Antonio, Texas in the total amount of $121,985.00 for the purchase of one (1) automated split rear loader refuse body (BuyBoard contract 425-13); 3. Consideration to award contract FY17-007 for the general diesel engine repairs and parts/service for the City’s Fleet Division to the following bidders: Cervantes Truck Center, Laredo, Texas in an amount up to $100,000.00; and 1. Andy's Auto & Bus Air, Laredo, Texas in an amount up to $40,000.00; and 2. 3. Rotex Truck Center, Laredo, Texas in an amount up to $35,000.00; and 4. Rush Truck Center, Laredo, Texas in an amount up to $30,000.00. This contract establishes multiple vendors for general diesel engine repairs. This contract provides the Fleet Division with the ability to farm out and expedite needed diesel engine repairs.The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This contract has four extension periods. If the pricing remains the same or price adjustment has mutual agreement from both parties and the City agrees to extend the contract, the contract shall automatically renew for another one year period. All parts and services will be secured on an as needed basis. Funding is available in the Fleet Maintenance budget. 39. Consideration to award supply contract number FY17-006 for the purchase of assorted rebar, wire mesh, keyway, and stakes to the following low bidders: R & R Rebar Supply, Laredo, Texas, in an amount up to $74,090.25; and 1. 2. Beavers Source, Laredo, Texas in an amount up to $35,534.00. These materials will be purchased on an as needed basis by the Public Works and Parks & Leisure Service Departments for construction and repair projects. This will be a one hundred twenty (120) day supply contract with the opportunity to extend for ten additional one hundred twenty day periods and is subject to future appropriations. If the pricing remains the same or price adjustment has mutual agreement from both parties and the City agrees to extend the contract, the contract shall automatically renew for another one hundred twenty day period. Funding is available in the respective departmental budgets. 40. Consideration to award of annual contract FY17-005 to the sole bidder AP/M Permaform, Johnston, Iowa in an amount up to $120,000.00 for the purchase of cementitious mortar concrete for the repair of sanitary sewer underground structures for the Utilities Department. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. The contract may be extended for four (4), additional one (1) years periods each upon mutual agreement of the parties.If the pricing remains the same or price adjustment has mutual agreement from both parties and the City agrees to extend the contract, the contract shall automatically renew for another one year period. All material will be purchased on an as needed basis. Funding is available in the Utilities Department Budget. 41. Consideration to award contract FY16-063 to the sole bidder, Rochester Armored Car Co. Inc., Omaha, Nebraska, in an amount up to $144,351.84 for providing bank courier service for city operations to various city departments. This is a two (2) year contract subject to continued appropriations in future fiscal years. This contract has three (2-year) extension periods upon mutual agreement. Funding is available in the respective departmental budgets. 43. Consideration to authorize the purchase of 2 (two) diesel pumps from the sole source provider Precision Pump Systems, Houston, Texas in an amount of $95,000.00 for the Utilities Department. These pumps will be stationed at the TAMIU and Flying J Lift Stations. These pumps will be utilized during electrical power outages and for the avoidance of sewer spillage. This emergency backup equipment is a requirement by TCEQ (Texas Commission on Environmental Equality). Funding is available in the Utilities Department Fund. 44. Consideration to award contracts for the purchase of one (1) street sweeper for the Public Works Department utilizing HGAC Cooperative Contract Pricing to the following vendors: 1.Santex Truck Center, San Antonio, Texas in the amount of $83,322.00 for the purchase of one (1) cab and chassis for the the street sweeper; 2.Kinloch Equipment & Supply, Pasadena, Texas in the amount of $183,320.00 for the purchase of one (1) Whirlwind Vacuum Air Sweeper body; Funding for the purchase of this equipment is available in the Capital Improvement Fund. 45. Consideration to award contract FY17-012 for the purchase of promotional materials in an estimated amount of $102,000.00 for various vendors to include: 1. Authentic Promotions, Carmicheal, California; 2. LF Enterprise, Laredo, Texas; 3. TS and J, Inc., Johns Creek, Georgia; 4. Specialties Plus, Franklin, N. Carolina; 5. Leon's Caps, Springfield, Texas; 6. Halo Branded Solutions, Sugarland, Texas Promotional materials will be purchased on an as needed basis by various city departments, including: Human Resources, 311 Customer Service, 911 (Admin and PSAP) and Convention and Visitors Bureau. Funding is available in the respective department budgets. 46. Consideration to renew the annual contracts FY13-021 for the purchase of tractor and heavy equipment tires currently awarded to: Southern Tire Mart, L.L.C., Dallas, Texas, in an amount up to $106,250.00; and 1. GCR Tire Centers, Nashville, Tennessee, in an amount up to $50,000.00. 2. Contracts are currently awarded to a primary and secondary vendor in order to provide the City of Laredo with a supply of tires. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. All tires will be secured on an as needed basis. There will be no price increase during this extension period. This is the last extension period for this contract. Funding is available in the Fleet Maintenance Budget. 47. Consideration to approve Change Order No. 2 to contract FY16-062, for an increase of $12,630.00 and allowing for an additional 10 calendar days, for asbestos remediation services for Fire Stations 1 and 5 from Jupe Environmental, Inc., San Antonio, Texas; new contract total is $79,782.00. Change order No. 2 is required to allow for additional work which was not part of the original specifications' scope of work. Floor tile and black mastic was discovered beneath the ceramic tile (1st and 2nd Floors) at Fire Station No. 1 after removal of the drywall construction walls. The floor tile and mastic was sent to the laboratory and was found to contain asbestos in the black mastic. Funding for this project is available in the 2015 Bonds, Fire Station Repairs.
Consideration to authorize the City Manager to donate a Fire Department Chevrolet Suburban, 2007 Freight liner Ambulance and such as equipment (stretcher, power plant, hoses,bunker gear,and rescue tools) to the City of Colombia Nuevo Leon, Mexico with no dollar value.
Consideration to authorize the purchase of one (1) 2017 Ford F750 Aerial Truck in the amount of $174,528.50 to Silsbee Ford, Silsbee, Texas utilizing the BuyBoard Cooperative Contract. The aerial bucket truck shall be utilized for the installation and maintenance of radio transmission equipment used by the Advanced Traffic Signal Management system which maintains the synchronization of the City’s traffic signals and traffic video monitoring systems. Funding for this purchase is available in the 2009 Tax C.O. Fund.
Consideration for approval of the selection of engineering Consultant based on Request For Qualifications (RFQ) received and authorizing the City Manager to negotiate a contract for the evaluation, study and testing to increase El Pico water Treatment Plant from 20 MGD to 30 MGD. There is no financial impact at this time.
Consideration for approval of the selection of engineering consulting firm based on Request For Qualifications (RFQ) received and authorizing the City Manager to negotiate a contract for the engineering consulting services of the waterline replacement project along San Dario Avenue from Calle Del Norte Road to Hillside Road. There is no financial impact at this time.
Authorizing the City Manager to award a professional engineering consultant services contract in the amount of $140,000.00 to LNV, Inc. Laredo, Texas for renewal of wastewater treatment plants (WWTP) permits, namely, South Laredo WWTP, North Laredo, WWTP, and Penitas WWTP, with Texas Commission on Environment Quality (TCEQ). Funding is available in the Sewer Construction fund.
Consideration to ratify the issuance of an emergency purchase order by the City Manager in the amount of $154,508.08 to Pump Solutions, Hutto, Texas for the labor and parts to repair a Patterson, 24 RHC 2-Stage Raw Water Pump at El Pico Water Treatment Plant for the Utilities Department. The emergency repairs are needed because currently only 1 raw water pump is functional and is critical that a backup pump be installed. Funding is available in the Utilities Department Fund.

Recognizing Mayor Pro Tempore Juan Narvaez, City Council District IV, for his apt and untiring dedication to his community as the council representative in District IV for the past eight (8) years. These two consecutive council terms were well marked by his willingness to work with staff, make appearances, declare proclamations, attend meetings & press conferences, travel, and generally giving of his time and talent. 2. Recognition of the Cigarroa Middle School Bulldogs 7th Grade Football Red Team for their accomplishments during this season. Coached by Felix Esparza and Mike Sosa, the team earned a District Championship with a 7-0-1 record. 3. Recognizing the United High School Marching Band for their third time in history making it to the State Marching Competition that took place in San Antonio on November 8, 2016 and ranking 38th out of 239 6A Division bands in the State of Texas.

The revenues are from forfeiture cases involving abandoned and unclaimed money from the Laredo Police Department Property and Evidence Section. Funding will be used to purchase patrol and officer safety equipment, capital outlay equipment and other needed items. Funding is available in the General Fund.

And directing that said Easement be filed of record in official property records of Webb County, Texas. 25. 2016-R-147 Authorizing City Manager to accept a grant in the amount of $30,520.00 from the Texas Department of Transportation to fund the STEP Impaired Driving Mobilization program. The City of Laredo will match $9,766.40 for a total grant amount of $40,286.40. This grant is to pay overtime for officers in order to increase enforcement to arrest individuals driving under the influence of a controlled substance. 26. 2016-R-149 Supporting the City of Laredo's participation in the South Texas Development Council; authorizing payment of $36,255.84 for the City's Membership Assessment for the period covering October 1, 2016 to September 30, 2017; and confirming the appointment of representatives from the City of Laredo to serve on the Board of Directors of the South Texas Development Council. Funding is available in the General Fund. 27. 2016-R-151 Authorizing the City Manager to accept and execute a contract from the Texas Department of State Health Services (DSHS) in the amount of $112,533.00 with a cash match (inkind) of $22,507.00, for a total award amount of $135,040.00 for the City of Laredo Health Department (CLHD) Tuberculosis Prevention & Control/Federal Program to continue Tuberculosis control, prevention, treatment and surveillance for early detection for the term of January 1, 2017 through December 31, 2017.
28. Consideration to adopt the 2017 State Legislative Agenda for the 85th Legislature of the State of Texas. 29. Consideration to authorize the City Manager to enter into a Memorandum of Understanding (MOU) with Johns Hopkins University as part of the What Works City (WWC) Initiatives sponsored by the Bloomberg Family Foundation, Inc. This project proposes to provide technical assistance at no cost to the City. The goal is to accelerate the use of data and evidence as a strategic asset, by leveraging it more effectively for reliable insights, using the data for more efficient service provisions, and laying the foundation for advanced data practices. There is no financial impact at this time. 30. Authorizing the City Manager to execute a formal written commitment with the Texas Homeless Network to participate in the Texas Balance of State Continuum of Care. This commitment will support its efforts to end homelessness. 31. Authorizing the City Manager to amend the 2015 Emergency Solution Grant (ESG) contract with Bethany House of Laredo, Inc., by increasing the total amount awarded by $9,500.00. The additional funds will be utilized for administrative costs related to the planning and execution of ESG activities. 32. Consideration for approval of the Laredo International Airport Taxiway G Reconstruction as complete, release of retainage and approval of final payment in the amount of $449,312.94 to Reim Construction, Inc., Mission, Texas. Final construction contract amount is $8,276,191.46. Funding is available in the Airport Construction Fund – FAA Grant No. 79. 34. Authorizing the City Manager to enter into and execute a contract between Century Link and the City of Laredo for the purchase of Uninterrupted Power Supply (UPS) equipment through the Houston Galveston Area Council of Governments (HGAC) Cooperative Purchasing Contract EC07-16 in the total amount of $53,376.30. These UPS units will be purchased for six (6) Public Safety Answering Points (PSAPs) located throughout the South Texas Region. Funding is available in the Regional 9-1-1 Fund. 35. Consideration to award annual contract FY17-011 to the low bidders: 1. Andy's Auto Air & Supplies, Inc. (DBA: Andy's Auto & Bus Air, Inc.), Laredo, Texas in an estimated amount up to $60,000.00;and 2. Rotex Truck Center, Laredo, Texas in an estimated amount up to $40,000.00; for air conditioning system repairs for the medium and heavy duty trucks, and construction equipment for the Fleet Division. The term of the contract shall be for period of one (1) year with an opportunity to renew for four (4) additional one (1) year periods. Funding is available in the Fleet Maintenance budget. 36. Consideration to award supply contract FY17-009 to the sole bidder, Century Asphalt, Houston, Texas in an amount up to $190,000.00 for the purchase of prime emulsified asphalt oil used for street paving projects. All materials are purchased on an as needed basis utilizing the construction project budgets. This contract has four extension periods. If the pricing remains the same or price adjustment has mutual agreement from both parties and the City agrees to extend the contract, the contract shall automatically renew for another one year period. Funding is available in the Public Works and Utilities Departments construction projects budgets. 37. Consideration to award contracts for the purchase of eight (8) refuse trucks and one (1) dump truck for the Solid Waste Department and the Public Works Department utilizing the BuyBoard Cooperative Contract Pricing to the following vendors: Rush Truck Center, Laredo, Texas in the total amount of $1,235,022.02 for the purchase of eight (8), cab and chassis trucks (garbage trucks) and one (1) 14 Yard Dump Truck (BuyBoard contract 430-13); 1. BTE Body Company, Irving, Texas in the total amount of $953,232.00 for the purchase of seven (7) automated side loader refuse bodies (BuyBoard contract 516-16); 2. Reliance Truck & Equipment, San Antonio, Texas in the total amount of $121,985.00 for the purchase of one (1) automated split rear loader refuse body (BuyBoard contract 425-13); 3. Consideration to award contract FY17-007 for the general diesel engine repairs and parts/service for the City’s Fleet Division to the following bidders: Cervantes Truck Center, Laredo, Texas in an amount up to $100,000.00; and 1. Andy's Auto & Bus Air, Laredo, Texas in an amount up to $40,000.00; and 2. 3. Rotex Truck Center, Laredo, Texas in an amount up to $35,000.00; and 4. Rush Truck Center, Laredo, Texas in an amount up to $30,000.00. This contract establishes multiple vendors for general diesel engine repairs. This contract provides the Fleet Division with the ability to farm out and expedite needed diesel engine repairs.The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This contract has four extension periods. If the pricing remains the same or price adjustment has mutual agreement from both parties and the City agrees to extend the contract, the contract shall automatically renew for another one year period. All parts and services will be secured on an as needed basis. Funding is available in the Fleet Maintenance budget. 39. Consideration to award supply contract number FY17-006 for the purchase of assorted rebar, wire mesh, keyway, and stakes to the following low bidders: R & R Rebar Supply, Laredo, Texas, in an amount up to $74,090.25; and 1. 2. Beavers Source, Laredo, Texas in an amount up to $35,534.00. These materials will be purchased on an as needed basis by the Public Works and Parks & Leisure Service Departments for construction and repair projects. This will be a one hundred twenty (120) day supply contract with the opportunity to extend for ten additional one hundred twenty day periods and is subject to future appropriations. If the pricing remains the same or price adjustment has mutual agreement from both parties and the City agrees to extend the contract, the contract shall automatically renew for another one hundred twenty day period. Funding is available in the respective departmental budgets. 40. Consideration to award of annual contract FY17-005 to the sole bidder AP/M Permaform, Johnston, Iowa in an amount up to $120,000.00 for the purchase of cementitious mortar concrete for the repair of sanitary sewer underground structures for the Utilities Department. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. The contract may be extended for four (4), additional one (1) years periods each upon mutual agreement of the parties.If the pricing remains the same or price adjustment has mutual agreement from both parties and the City agrees to extend the contract, the contract shall automatically renew for another one year period. All material will be purchased on an as needed basis. Funding is available in the Utilities Department Budget. 41. Consideration to award contract FY16-063 to the sole bidder, Rochester Armored Car Co. Inc., Omaha, Nebraska, in an amount up to $144,351.84 for providing bank courier service for city operations to various city departments. This is a two (2) year contract subject to continued appropriations in future fiscal years. This contract has three (2-year) extension periods upon mutual agreement. Funding is available in the respective departmental budgets. 43. Consideration to authorize the purchase of 2 (two) diesel pumps from the sole source provider Precision Pump Systems, Houston, Texas in an amount of $95,000.00 for the Utilities Department. These pumps will be stationed at the TAMIU and Flying J Lift Stations. These pumps will be utilized during electrical power outages and for the avoidance of sewer spillage. This emergency backup equipment is a requirement by TCEQ (Texas Commission on Environmental Equality). Funding is available in the Utilities Department Fund. 44. Consideration to award contracts for the purchase of one (1) street sweeper for the Public Works Department utilizing HGAC Cooperative Contract Pricing to the following vendors: 1.Santex Truck Center, San Antonio, Texas in the amount of $83,322.00 for the purchase of one (1) cab and chassis for the the street sweeper; 2.Kinloch Equipment & Supply, Pasadena, Texas in the amount of $183,320.00 for the purchase of one (1) Whirlwind Vacuum Air Sweeper body; Funding for the purchase of this equipment is available in the Capital Improvement Fund. 45. Consideration to award contract FY17-012 for the purchase of promotional materials in an estimated amount of $102,000.00 for various vendors to include: 1. Authentic Promotions, Carmicheal, California; 2. LF Enterprise, Laredo, Texas; 3. TS and J, Inc., Johns Creek, Georgia; 4. Specialties Plus, Franklin, N. Carolina; 5. Leon's Caps, Springfield, Texas; 6. Halo Branded Solutions, Sugarland, Texas Promotional materials will be purchased on an as needed basis by various city departments, including: Human Resources, 311 Customer Service, 911 (Admin and PSAP) and Convention and Visitors Bureau. Funding is available in the respective department budgets. 46. Consideration to renew the annual contracts FY13-021 for the purchase of tractor and heavy equipment tires currently awarded to: Southern Tire Mart, L.L.C., Dallas, Texas, in an amount up to $106,250.00; and 1. GCR Tire Centers, Nashville, Tennessee, in an amount up to $50,000.00. 2. Contracts are currently awarded to a primary and secondary vendor in order to provide the City of Laredo with a supply of tires. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. All tires will be secured on an as needed basis. There will be no price increase during this extension period. This is the last extension period for this contract. Funding is available in the Fleet Maintenance Budget. 47. Consideration to approve Change Order No. 2 to contract FY16-062, for an increase of $12,630.00 and allowing for an additional 10 calendar days, for asbestos remediation services for Fire Stations 1 and 5 from Jupe Environmental, Inc., San Antonio, Texas; new contract total is $79,782.00. Change order No. 2 is required to allow for additional work which was not part of the original specifications' scope of work. Floor tile and black mastic was discovered beneath the ceramic tile (1st and 2nd Floors) at Fire Station No. 1 after removal of the drywall construction walls. The floor tile and mastic was sent to the laboratory and was found to contain asbestos in the black mastic. Funding for this project is available in the 2015 Bonds, Fire Station Repairs.
Consideration to authorize the City Manager to donate a Fire Department Chevrolet Suburban, 2007 Freight liner Ambulance and such as equipment (stretcher, power plant, hoses,bunker gear,and rescue tools) to the City of Colombia Nuevo Leon, Mexico with no dollar value.
Consideration to authorize the purchase of one (1) 2017 Ford F750 Aerial Truck in the amount of $174,528.50 to Silsbee Ford, Silsbee, Texas utilizing the BuyBoard Cooperative Contract. The aerial bucket truck shall be utilized for the installation and maintenance of radio transmission equipment used by the Advanced Traffic Signal Management system which maintains the synchronization of the City’s traffic signals and traffic video monitoring systems. Funding for this purchase is available in the 2009 Tax C.O. Fund.
Consideration for approval of the selection of engineering Consultant based on Request For Qualifications (RFQ) received and authorizing the City Manager to negotiate a contract for the evaluation, study and testing to increase El Pico water Treatment Plant from 20 MGD to 30 MGD. There is no financial impact at this time.
Consideration for approval of the selection of engineering consulting firm based on Request For Qualifications (RFQ) received and authorizing the City Manager to negotiate a contract for the engineering consulting services of the waterline replacement project along San Dario Avenue from Calle Del Norte Road to Hillside Road. There is no financial impact at this time.
Authorizing the City Manager to award a professional engineering consultant services contract in the amount of $140,000.00 to LNV, Inc. Laredo, Texas for renewal of wastewater treatment plants (WWTP) permits, namely, South Laredo WWTP, North Laredo, WWTP, and Penitas WWTP, with Texas Commission on Environment Quality (TCEQ). Funding is available in the Sewer Construction fund.
Consideration to ratify the issuance of an emergency purchase order by the City Manager in the amount of $154,508.08 to Pump Solutions, Hutto, Texas for the labor and parts to repair a Patterson, 24 RHC 2-Stage Raw Water Pump at El Pico Water Treatment Plant for the Utilities Department. The emergency repairs are needed because currently only 1 raw water pump is functional and is critical that a backup pump be installed. Funding is available in the Utilities Department Fund.
