Consideration to award three year Automotive Fuel supply contracts (FY17-021) for the purchase of Gasoline and Diesel Fuels to low bidder, Arguindegui Oil, Laredo, Texas in the estimated yearly amount of $1,000,000.00 dollars. This contract will be automatically renewed for an additional two year period upon mutual consent of both parties. Funding is available in the Laredo Transit Management, El Metro Operations Fund.

Authorizing the City Manager to execute a second amendment to the current multi-year lease agreement between the City of Laredo and UETA of Texas, Inc. as successor-in-interest to UETA Group, Inc. by modifying the premises to include the addition of a standalone office within the International Bridge 1 Administrative Building, together with three (3) appurtenant parking spaces immediately adjacent thereto.
THIRD AND FINAL READING 12. 2017-O-021 Authorizing the City Manager to grant a non-exclusive franchise to Disposal Services of Laredo, Inc. to use the present and future streets, avenues, alleys, roads, highways, sidewalks, easements and other public right-of-ways of the City of Laredo, Texas for the purpose of constructing, maintaining and operating a commercial container refuse gathering and disposing services setting forth terms and conditions to govern the franchise; providing a severability clause, savings clause and providing for publication and effective date.
13. 2017-O-019Authorizing the City Manager to execute easement documents for the conveyance to Center Point Energy Resources Corp., DBA Center Point Energy Texas Gas Operations, a ten (10) foot easement being 0.128 of an acre (5575.68 sq.ft) out of portion of lots one (1), three (3), five (5) and seven (7), block two hundred thirty nine (239) and lots one (1), three (3), five (5) and seven (7) block two hundred twenty one (221) in the Western Division of the City of Laredo, Webb County, Texas. 14. 2017-O-023 Amending the City of Laredo FY 2017-2018 Capital Grant Fund annual budget by appropriating revenues and expenditures in the amount of $615,000.00, which includes $480,000.00 awarded by Texas Department of Transportation and a local participation of $135,000.00, to initiate the city wide traffic signal synchronization project and authorizing the City Manager to implement said budget. Local participation requirement will be funded through the 2016 C.O. 15. 2017-O-024 Amending Chapter 19, Motor Vehicle and Traffic, Article VIII, Stopping, Standing or Parking, of the Code of Ordinance, City of Laredo, specifically adding Sub-Section 19-354 (20) which establishes the East and West side of the 2300 block of Martin Avenue, between Clark Boulevard and O'kane Street, as a "No Parking Anytime/Tow Away" Zone; providing severability and for an effective date and publication.

RESOLUTIONS 16. 2017-R-23 Authorizing City Manager to submit a grant application in the amount of $1,031,232.00 to the Office of the Governor’s Homeland Security Grants Division (HSGD) for the purpose of funding the 2016 Operation Stonegarden Grant (OPSG). This funding will be used for the purchase of vehicles and related equipment, and for overtime and fringe benefit expenses used for Stonegarden Operations. No local match is required. 17. 2017-R-24 Authorizing the City Manager to execute a non-financial agreement between the City of Laredo - Public Libraries and the Webb County Head Start Program to coordinate services provided to Head Start families 18. 2017-R-25 Authorizing the City Manager to accept and appropriate additional funding from the Texas Health and Human Services Commission under the Texas Healthcare Transformation and Quality Improvement 1115 Waiver for the City of Laredo Health Department in the amount of $937,000.00 for the continuation of the preventive care clinic services, increase care for uninsured patients, for early detection and improve health outcomes of chronic diseases. 19. 2017-R-27 A resolution by the Laredo City Council approving an interlocal cooperative agreement with Webb County in accordance with Texas Attorney General Opinion GA-0988 that allows the county to provide residential solid waste collection and disposal services for areas outside the city’s limits located within its extraterritorial jurisdiction. 20. 2017-R-28 Resolution supporting The North American Free Trade Agreement (NAFTA) and Free Trade between The United States, Mexico, and Canada.
MOTIONS 21. Consideration for approval of the Chacon Creek Killam Lake Mitigation Construction Phase as complete, release of retainage and approval of payment in the amount of $17,271.00 to Nick Benavides, Laredo, Texas. Additionally, $25,500.00 of the original contingency money remain in the contract and will be used towards maintenance and monitoring of site as required by the U.S. Army Corps of Engineers for the next five (5) years per schedule submitted, which will include site visits for additional invasive(s) plants removal, wetland flora replanting, debris removal, and an annual report to be submitted to the City of Laredo. Final contract amount is $198,200.00. Funding is available in the Improvements Other Than Buildings – 2014 PPFCO. 22. Approval to appoint Victor D. Treviño, M.D., to serve as the City of Laredo Health Authority under Section 121.033 of the Texas Health and Safety Code, for the period of March 1, 2017 through April 30, 2019 and authorizing the City Manager to enter into a contract with Dr. Treviño for professional services in the amount not to exceed $12,720.00 per year. Funding is available through the Health Department budget. The contract is subject to funding availability and can be renewed for an additional year. 23. Consideration to authorize the purchase of eighty eight (88) vests for the Police Department in the estimated amount of $80,520.00 from G.T. Distributors, Inc., Austin, Texas through the Buyboard Cooperative Purchasing Program’s contract pricing. Funding is available in the Police Department general fund budget. 24. Consideration to award contract FY17-016 to low bidders: RCC Construction, Laredo, Texas and R & A Construction, Laredo, Texas for roof repairs and home rehab repairs for various Laredo Municipal Housing homes. Bid had two sections and will be awarded as follows: Section I awarded to RCC in the amount of $51,320.00 and Section II awarded to R&A in the amount of $36,000.00. Funding is available in Laredo Municipal Housing Noise Abatement fund. 25. Consideration to reject the proposals received for contract number FY16-058 to provide Federal Legislative and Lobbying Consulting Services for the City of Laredo. 26. Approving monthly adjustments to the tax roll. The amounts to be adjusted for the month of January 2017, represent a decrease of $35,153.45. These adjustments are determined by the Webb County Appraisal District and by court orders. 27. Consideration for acceptance of the TXDOT Utility Relocations - Loop 20 and Clark project. Approval of change order no. 1 Recap a decrease in the amount of $373,740.03 to adjust items and quantities of work actually constructed in place. Approval of additional 25 working days to the original contract for a total of 205 working days. Release of retainage and approval of final payment in the amount of $216,022.15 to QRO MEX Construction Co., Inc., Granite Shoals, Texas. Final construction contract amount is $2,443,461.97. Funding is available in the 2013 Water Revenue Bond, 2014 Water Revenue Bond, and 2014 Sewer Revenue Bond. 28. Consideration to ratify the issuance of an emergency purchase order by the City Manager in the amount of $71,200.00 to Square E Engineering, Las Fresnos, Texas for the labor and material to remove all (8) existing Service feeders, clean electrical 4" lines, replace existing service feeders with THHN-2-750MCM-BLK-500R cable, MegOhm Test all new cables, coordinate with AEP for disconnection and connection of electrcial transformer at the Jefferson Water Treatment Plant. Funding is available in the Water System Fund - Water Treatment Division.

INTRODUCTORY ORDINANCES 11. Authorizing the City Manager to execute a second amendment to the current multi-year lease agreement between the City of Laredo and UETA of Texas, Inc. as successor-in-interest to UETA Group, Inc. by modifying the premises to include the addition of a standalone office within the International Bridge 1 Administrative Building, together with three (3) appurtenant parking spaces immediately adjacent thereto.
THIRD AND FINAL READING 12. 2017-O-021 Authorizing the City Manager to grant a non-exclusive franchise to Disposal Services of Laredo, Inc. to use the present and future streets, avenues, alleys, roads, highways, sidewalks, easements and other public right-of-ways of the City of Laredo, Texas for the purpose of constructing, maintaining and operating a commercial container refuse gathering and disposing services setting forth terms and conditions to govern the franchise; providing a severability clause, savings clause and providing for publication and effective date.
13. 2017-O-019Authorizing the City Manager to execute easement documents for the conveyance to Center Point Energy Resources Corp., DBA Center Point Energy Texas Gas Operations, a ten (10) foot easement being 0.128 of an acre (5575.68 sq.ft) out of portion of lots one (1), three (3), five (5) and seven (7), block two hundred thirty nine (239) and lots one (1), three (3), five (5) and seven (7) block two hundred twenty one (221) in the Western Division of the City of Laredo, Webb County, Texas. 14. 2017-O-023 Amending the City of Laredo FY 2017-2018 Capital Grant Fund annual budget by appropriating revenues and expenditures in the amount of $615,000.00, which includes $480,000.00 awarded by Texas Department of Transportation and a local participation of $135,000.00, to initiate the city wide traffic signal synchronization project and authorizing the City Manager to implement said budget. Local participation requirement will be funded through the 2016 C.O. 15. 2017-O-024 Amending Chapter 19, Motor Vehicle and Traffic, Article VIII, Stopping, Standing or Parking, of the Code of Ordinance, City of Laredo, specifically adding Sub-Section 19-354 (20) which establishes the East and West side of the 2300 block of Martin Avenue, between Clark Boulevard and O'kane Street, as a "No Parking Anytime/Tow Away" Zone; providing severability and for an effective date and publication.

RESOLUTIONS 16. 2017-R-23 Authorizing City Manager to submit a grant application in the amount of $1,031,232.00 to the Office of the Governor’s Homeland Security Grants Division (HSGD) for the purpose of funding the 2016 Operation Stonegarden Grant (OPSG). This funding will be used for the purchase of vehicles and related equipment, and for overtime and fringe benefit expenses used for Stonegarden Operations. No local match is required. 17. 2017-R-24 Authorizing the City Manager to execute a non-financial agreement between the City of Laredo - Public Libraries and the Webb County Head Start Program to coordinate services provided to Head Start families 18. 2017-R-25 Authorizing the City Manager to accept and appropriate additional funding from the Texas Health and Human Services Commission under the Texas Healthcare Transformation and Quality Improvement 1115 Waiver for the City of Laredo Health Department in the amount of $937,000.00 for the continuation of the preventive care clinic services, increase care for uninsured patients, for early detection and improve health outcomes of chronic diseases. 19. 2017-R-27 A resolution by the Laredo City Council approving an interlocal cooperative agreement with Webb County in accordance with Texas Attorney General Opinion GA-0988 that allows the county to provide residential solid waste collection and disposal services for areas outside the city’s limits located within its extraterritorial jurisdiction. 20. 2017-R-28 Resolution supporting The North American Free Trade Agreement (NAFTA) and Free Trade between The United States, Mexico, and Canada.
MOTIONS 21. Consideration for approval of the Chacon Creek Killam Lake Mitigation Construction Phase as complete, release of retainage and approval of payment in the amount of $17,271.00 to Nick Benavides, Laredo, Texas. Additionally, $25,500.00 of the original contingency money remain in the contract and will be used towards maintenance and monitoring of site as required by the U.S. Army Corps of Engineers for the next five (5) years per schedule submitted, which will include site visits for additional invasive(s) plants removal, wetland flora replanting, debris removal, and an annual report to be submitted to the City of Laredo. Final contract amount is $198,200.00. Funding is available in the Improvements Other Than Buildings – 2014 PPFCO. 22. Approval to appoint Victor D. Treviño, M.D., to serve as the City of Laredo Health Authority under Section 121.033 of the Texas Health and Safety Code, for the period of March 1, 2017 through April 30, 2019 and authorizing the City Manager to enter into a contract with Dr. Treviño for professional services in the amount not to exceed $12,720.00 per year. Funding is available through the Health Department budget. The contract is subject to funding availability and can be renewed for an additional year. 23. Consideration to authorize the purchase of eighty eight (88) vests for the Police Department in the estimated amount of $80,520.00 from G.T. Distributors, Inc., Austin, Texas through the Buyboard Cooperative Purchasing Program’s contract pricing. Funding is available in the Police Department general fund budget. 24. Consideration to award contract FY17-016 to low bidders: RCC Construction, Laredo, Texas and R & A Construction, Laredo, Texas for roof repairs and home rehab repairs for various Laredo Municipal Housing homes. Bid had two sections and will be awarded as follows: Section I awarded to RCC in the amount of $51,320.00 and Section II awarded to R&A in the amount of $36,000.00. Funding is available in Laredo Municipal Housing Noise Abatement fund. 25. Consideration to reject the proposals received for contract number FY16-058 to provide Federal Legislative and Lobbying Consulting Services for the City of Laredo. 26. Approving monthly adjustments to the tax roll. The amounts to be adjusted for the month of January 2017, represent a decrease of $35,153.45. These adjustments are determined by the Webb County Appraisal District and by court orders. 27. Consideration for acceptance of the TXDOT Utility Relocations - Loop 20 and Clark project. Approval of change order no. 1 Recap a decrease in the amount of $373,740.03 to adjust items and quantities of work actually constructed in place. Approval of additional 25 working days to the original contract for a total of 205 working days. Release of retainage and approval of final payment in the amount of $216,022.15 to QRO MEX Construction Co., Inc., Granite Shoals, Texas. Final construction contract amount is $2,443,461.97. Funding is available in the 2013 Water Revenue Bond, 2014 Water Revenue Bond, and 2014 Sewer Revenue Bond. 28. Consideration to ratify the issuance of an emergency purchase order by the City Manager in the amount of $71,200.00 to Square E Engineering, Las Fresnos, Texas for the labor and material to remove all (8) existing Service feeders, clean electrical 4" lines, replace existing service feeders with THHN-2-750MCM-BLK-500R cable, MegOhm Test all new cables, coordinate with AEP for disconnection and connection of electrcial transformer at the Jefferson Water Treatment Plant. Funding is available in the Water System Fund - Water Treatment Division.
